R. Holcomb. ROLL CALL Roll call was taken with the following being present: Chairman W. R. Holcomb, Commission Members Esther Estrada, Jack Reilly, Jess Flores, Michael Mauds1ey, Valerie Pope-Ludlam and Norine Miller. ABSENT: Commission Member Tom Minor. STAFF PRESENT Robert J. Commission Member Flores made a motion, seconded by Commission Member Miller, to approve the minutes of March 5, 1990, of the meeting of the Community Development Commission of the City of San Bernardino, as submitted in typewritten form. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Mauds1ey, Pope-Ludlam, Miller. Noes: None. Abstain: None. Absent: Minor. 2. Redevelopment Committee Minutes. Commission Member Flores made a motion, seconded by Commission Member Miller, to receive and file the minutes of February 22, 1990, of the Redevelopment Committee/Redevelopment Agency of the City of San Bernardino, as submitted in typewritten form. Uptown Redevelopment Project Area Citizens Advisory Committee Minutes. Commission Member Flores made a motion, seconded by Commission Member Miller, to receive and file the minutes of January 11, 1990, of the Uptown Redevelopment Project Area Citizens Advisory Committee Minutes. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Pope-Ludlam, Miller. Noes: None. Abstain: None. Absent: Minor. 5. Joint Powers Financing Authority - Regular Meeting. Commission Member Miller made a motion, seconded by Commission Member Estrada, that the meeting of the Joint Powers Financing Authority be continued to April 16, 1990. Commission Member Estrada made a motion, seconded by Commission Member Miller, to approve the execution of the Certificate of Compliance for Arrowhead Magazine Company. Public Enterprise Center roof replacement. A discussion ensued. Commission Member Estrada made a motion, seconded by Commission Member Reilly, to approve the contract with E. J. Jure Roofing Company to reroof Public Enterprise Center at a cost not to exceed $55,000.00. Development Corporation Loan Request. Commission Member Mauds1ey made a motion, seconded by Commission Member Reilly, to authorize the Executive Director to execute the Owner Participation Agreement and such documents as are required for its implementation together with non-substantive changes as approved by Agency Counsel. Mayor and Common Council RESOLUTION NO. 90-92 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF A JOINT DEVELOPMENT AGREEMENT BETWEEN THE CITY OF SAN BERNARDINO AND CFB INVESTMENTS, LTD. Council Member Reilly made a motion, seconded by Council Member Estrada, to waive further reading of the resolution and to adopt the resolution. Abstain: Community Development Commission RESOLUTION NO. 5236 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF A JOINT DEVELOPMENT AGREEMENT BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO AND CFB INVESTMENTS, LTD. Commission Member Reilly made a motion, seconded by Commission Member Estrada, to adopt the resolution. A discussion ensued. Mr. James E. Penman, City Attorney, said that although Commission Member Tom Minor was absent, Mr. Minor wanted the record to reflect that he opposed the action.
