Recommended motion:
That the transfer of $30,500, from Account No. 242-362-57658,
"Waterman - Redlands to Mill," to Account No. 242-362-57E30,
"Widening 40th Street, Third to Acre," be approved and the Director
of Public Works/City Engineer be directed to request the County
to allocate funds to finance their share of the preliminary engineering
costs, and negotiate a cooperative agreement.

Attempts have been made over the past several years to
develop a cooperative project with the County to widen and
improve 40th Street, from Kendall Drive to Electric Avenue.
These efforts have not been successful, due to the inability to
identify the necessary funding sources.
Passage of Measure I, approving the 1/2 cent sales tax
for street and highway improvements, will provide a potential
funding source for this project.
We recommend that the project be done in two phases,
wi th the first being from Third Avenue to Acre Lane. Listed
below is a preliminary estimate of cost for widening this
section, broken down between the City and County.

The County area represents 39% of the total, and is
located on the north side of the street. However, their share
of the total cost is disproportionately larger, since most of
the right-of-way to be required is on the north side, and the
utility line is on the north side of the street.
The estimate for this project includes an amount of
$50,000 for preliminary engineering. Based upon the area under
jurisdiction of each agency, the County's share would be
$19,500.00, and the City's would be $30,500.00.
Being "shelf ready" enhances a project's prospects of
receiving funds. Therefore, we recommend that approval be
granted for allocating $30,500.00 to finance the City's prelim-
inary engineering costs. Also, to direct that the County be
requested to allocate $19,500.00 for their share and enter into
a cooperative agreement.
The rehabilitation of the pavement on Waterman Avenue,
from Redlands Boulevard to Mill Street, has been delayed pending
installation of underground utility facilities. Therefore, we
recommend that $30,500 be allocated from the available balance
for this proj ect, and replaced in the 1990/91 Street
Construction Fund Budget.

This action will allow the plans and right-of-way
plats to be prepared, and an agreement negotiated with the
utility companies for undergrounding their facilities.
URGENCY CLAUSE:
State of readiness will be considered in prioritizing the l/2
cent sales tax funds under the arterial program. Therefore, the
sooner we can start work on this project, the better our
prospects of receiving funds for construction in the 1990/91
Fiscal Year will be.
