Since only 1 Council member was present at the meeting, these items were not discussed. Staff was directed to present these items for consideration by the Mayor and Common Council at their next meeting. I. Wayne Overstreet has requested our immediate review of the pending vacancy of the Typist Clerk I position in his department (current Typist Clerk I has accepted a promotion in another department). Staff has reviewed the duties assigned to this position and concurs with wayne's request that the position should be reclassified to a Typist Clerk II. The position was initially responsible for receptionist duties only with light typing, the screening of phone calls and greeting of the public or referral to the proper section. Over the years, the growth in responsibility for the department, especially with the increase in traffic citations, has forced the realignment of duties within the office to have the Typist Clerk I carry more complex clerical duties above the basic receptionist duties. These additional duties include correlating incoming financial transactions with matching citations, updating computer files, preparing DMV releases, and processing all Personnel Action Request Forms and related documents. Because only 1 other Typist Clerk I position exists in the City, previous incumbents have left this position for other promotional positions in the City. The additional annual cost for this proposed upgrade from a Typist Clerk I to a Typist Clerk II is $2450 including 18% for variable fringe benefits. The impact for the remainder of this fiscal year will be approximately $800. Due to salary savings from other vacant positions in the department, funds exist in this year's budget to cover this upgrade. II. James Robbins has requested the addition of a Workers' compensation specialist position at Range 1087, $1759 2152/mo as detailed in the attached memorandum. The annual cost for this position is $33,571, including 30% for fringe benefits. Costs for this position will be partially offset by decreased payments to the claims service. Management Robbins, Acting Director of 'Risk SUBJECT: WORKERS' COMPENSATION SECTION -- REORGANIZATION DATE: March 19, 1990 COPIES: ------------------------------------------------------------- As you are aware, last year the Workers' Compensation section was placed under a third party Administrator. This action was taken to assure a quality of services in the self-insured environment. One of the state's concerns was with the number of claims being handled by our Workers' Compensation Claims Specialist. They recommend not more than 250 claims per Specialist. The industry sets the number at 150 - 200 maximum. We have a continous claim inventory of about 400 claims. This number would indicate a need for at least two Specialists. In order to re-obtain our self-insured status, having a sufficient number of Claims Specialists will be a necessity. The two employees in our Workers' Compensation section have taken classes related to workers' compensations claims administration. The Account Clerk was recognized at the last Council Meeting for passing the State of California Self- Insurance Administrator's Certificate Department of Industrial Relations, State of California test. That employee is handling a small case load in addition to her Account Clerk duties. ".-"', The Account Clerk duties remain intact. By the state legislation, the necessity for complete and accurate Account Clerk work is even more important. The original justifications continue to support the position. Therefore, / the request is that the Account Clerk II position be retained ~ and an additional position of Workers' Compensation Specialist be approved. Over this past year, the City has retained, on-site, a Third Party Claims Administrator. The level of expertise to supervise and monitor Workers' Compensation activities is clearly recognized. The legislation, enacted as of January 1, 1990, sets forth numerous new requirements and fines for non-compliance. The need for continuing supervision and oversight is essential. The state has recognized this and /, INTEROFFICE MEMQ~DUM: 9003-601 WORKERS COMPENSATION SECTION -- REORGANIZATION March 19, 1990 Page 2 has directed that we continue to retain a Third Party Administrator for this next year. CUrrently the Workers' Compensation section comprises of a contract supervisor, one Workers' Compensation Specialist, and one Account Clerk II. The proposed section would include: Two (2) Workers' Compensation Specialists, one (1) Account Clerk II, and one (1) Third Party Administrator (contract). The funding of this section will remain as set forth in the current and proposed budgets. The Third Party Administrator is a contract paid position. The second Workers' Compensation Specialist will be partially offset by the current payment to a claims service. Additional savings will occur as a result of increased quality of claims settlement and enhanced safety programs. r. These recommendations have been reviewed by the Personnel Department and they concur in the request.
