Synopsis of Previous Council action:
9/9/89 The subject of an Annual Sign Code Enforcement Program was intro-
duced to the Mayor and Council as a blight abatement program op-
tion, and was referred to the Legislative Review Committee.
10/19/89 Draft of an Annual Sign sticker Ordinance was reviewed by the
Legislative Review Committee.
1/22/90 Council referred Sign sticker Ordinance back to the Legislative
Review Committee.
1/25/90 Legislative Review Committee recommends Council approval of staf-
fing to carry out a Sign and Commercial Property Code Enforcement
Program
Recommended motion:
That one position of Senior Code Compliance Officer, range 1116, ($2528-$3080); two
Code Compliance Officers, range 1108, ($2289-$2791); and one typist Clerk II, range
1065, ($1345-$1639) be approved for the Sign Sticker and Commercial Property Code
Enforcement Program and that the Director of Personnel be directed to prepare the
~ppropriate amendments to Resolution No. 6433.

STAFF REPORT
DISCUSSION:
The Revenue generated by the Annual Sign Sticker fees ($25jsign) will
be used to fund the staff needed to administer a sign and Commercial
Property Code Enforcement Program. The annual revenue will be between
$200,000 to $208,000. The following staffing is proposed:

The vehicles cost would not be an annually recurring expense. The
second Code Compliance Officer would not be hired until after the
program is up and running and sign sticker revenues are high enough to
cover the cost of a second officer.
After the First year, revenue generated in excess of cost associated
with the program would be used for abatement programs. would be used for

COMMENT: ~he O:dinance ~n Sign Inspection and Sticker Program received

and.Common ~ounci~. Staffing was endorsed by the Legislative
Revlew Commlttee lnstead of sending to the Personnel Committee.
