UPTOWN REDEVELOPMENT PROJECT AREA
CITIZENS ADVISORY COMMITTEE
January 11, 1990
2:30 P.M.
Location: Management Information Center (Sixth Floor)
The meeting of the Citizens Advisory Committee for the Uptown
Redevelopment Project Area was called to order by Chairman Harry Holmes
at 2:30 p.m., in the Management Information Center in the City Hall, 300
North "0" Street, San Bernardino, California.

Approval of Minutes of December 14, 1989
FORM MOTION: That the Minutes of the Meeting of December 14, 1989 be
approved as read.

Highland Avenue Parking Improvement Project
Mr. Wagoner reported that Committee Members L. Willson, H. Holmes, S.
Scheibe and RDA staff members S. Gonzales and himself met with the Mayor
to discuss the possibility of the parking improvement project desired for
the north side of Highland Avenue between "0" Street and Mountain View.
Mayor Holcomb expressed support for such a project in that area.
Mr. Willson distributed a copy of a proposal submitted by Urban Design
Studio for facade, streets cape and parking improvements to the
aforementioned area to each Committee member present (filed). Committee
members reviewed the proposal.
Mr. Holmes stated that he viewed estimates for the front facade
improvements as unnecessary due to the fact that the property owners
indicated that they did not want to pursue that type ,of project.
MOTION: To request two more design proposals for the Highland Avenue
Improvement Project.

The motion was carried unanimously.

Uptown Plan Amendment
Committee members reviewed the Uptown Pl an Amendment incl uded in their
agenda packages. (See December, 1989 minutes for further information.)
Mr. Holmes requested that Committee members contact Gary Wagoner if a
question should arise concerning this document at some time in the future.
SANBAG Commuter Rail Committee
Mr. Holmes reported that Fred Wilson, City Administrator's Office, is the
City's representative to the SAN BAG Commuter Rail Committee. Mr. Holmes
requested that Mr. Wilson be invited to speak to the Committee concerning
the commuter rail project at the next meeting.
Other Business
Historical Preservation Task Force
Mr. Wagoner stated that a Historical Preservation Task Force has been
formed. Currently, the Task Force is conducting a survey of every piece
of property in the City of San Bernardino to ascertain which parcels are
of historical value. The survey needs to be completed in order to comply

with Federal and State requirements for certification, which will allow
for the possibility of using Federal and State funds to preserve the
City's historical sites.
Mr. Wagoner stated that he would provide the Committee with information
concerning the activities of the Task Force as that information becomes
available.
Antique Light Standards
The Committee reviewed the letter drafted by Committee Member Maria
McNulty in support of retaining the historic light standards presently
located on "0" Street and Arrowhead between Eighth Street and Highland
Avenue. Committee members concurred that the letter would be sent from
the Committee.

The motion was carried unanimously.

There being no further business, the meeting of January 11, 1990, was
adjourned at 3:20 p.m.
