Synopsis of Previous Commission/Council/Committee Action:
01-21-88 Committee reviewed a Property Management Agreement with Miller
Associates.
01-19-90 Committee recommeded Commission approval of agreement with
Centennial Properties, Inc. ,
02-23-85 Committee recommended approval of the License agreement with PAL
Center.
03-12-90 The Committee recommended that the item be forwarded to the CDC for
adoption.
Recommended Motion:

Move to approve contract with E.J. Jure Roofing Co. to reroof Public
Enterprise Center at a cost not to exceed $55,000.00.

BACKGROUND
Over the past several months, there have been major problems with leakage of
the roof at the Public Enterprise Center (PEC). Several attempts have been
made to patch the problem areas, but the roof continues to leak. The PEC was
built in 1975 and the average life of a roof of this type is 15 years.
According to the roofing companies contacted by Agency staff, a major part of
the leakage problem comes from the air conditioning units not being properly
sealed. In order to properly seal the units, they must be removed.
The project was not advertized in the newspaper but the PEC property manager
obtained roofing estimates to reroof the building, and agency staff
independently obtained bids from selected roofing companies.
Six roofing contractors were asked to submit bids; three responded as follows:

E.J. Jure Roofing Co.

On March 1, 1990, Agency staff, Dukes & Dukes and the PEC Task Force reviewed
the above referenced bids and recommend that E.J. Jure Roofing Company, (see
attached), be retained to reroof the Public Enterprise Center at a cost not to
exceed $55,000. The recommended bid is $44,525 to reroof the building, plus
an additional cost of $8,500 for removal and sealing of the air conditioning
units, plus an estimated cost of $1,975.00 for replacement of deteroriated
decking.

RE: Reroof entire Public Enterprize Building, 1505 W. Highland Ave., San
Bernardino, CA (approximately 29,424 sq. ft.).
Gentlemen:
We herein submit specifications and estimates to furnish and install all labor
and materials to complete the following roofing installations:
METHOD & SPECIFICATIONS OF INSTALLATION
1..Install GAFglas spec. N-B-4-G twenty (20) year Class A gravel roof (a roof
spec., not a material warranty).
2..Remove and reinstall existing A/C units. (See attached proposal.)
3..Tear off existing roof down to

We hereby propose to furnish the materials and perform the labor necessary for, the completion of
the rem:>val of seventeen' (17) Dual Packs with gas, 'electrical, and duct work to be
renoved in a manner to reinstall after roof is cx::mplete. 'lbitty ton crane to be
used in liftinq eauir:ment. Any flex oonductors destroyed will be replaced. New
angle loqs installed where needed. All units to be reinstalled and placed in
original position and workinq in the same condition as before rerroval. Will reinstall
ductwork UAI~letely and reseal with Glencote to assure against leaks.
Not included in contract: Any mechanical problems with existinq equir:ment, any
tar or roofing debris going through open ducts or penetrations into building, and
not responsible for any equir:ment or ductwork set in qated area against theft or
damage.
All material is guaranteed to be as specified, and the above work to be performed in accordance with the drawings and specifications submitted
for above work and completed in a substantial workmanlike manner for the sum of
50% upon rem:>val, 50% upon completion. Dollars ($ 8,500.00 ).
