ORDINANCE NO.
ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION-
2(E) OF ORDINANCE NUMBER MC-675 ENTITLED AN "ORDINANCE. . .
PROVIDING THAT RENTS FOR MOBILE HOME SITES SHALL NOT EXCEED
THOSB IN EFFECT ON THE EFFECTIVE DATE OF THIS ORDINANCE ."
TO EXTEND THE MORATORIUM PERIOD, AS DEFINED THEREIN, FOR AN
ADDITIONAL 30 DAYS AND SETTING FORTH THE URGENCY THEREOF.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1.
WHEREAS, those conditions relative to the
general health, safety and welfare in existence at the time of
the original adoption of Ordinance Number MC-675 continue in
existence at this time.
SECTION 2.
2(E) of Ordinance Number MC-675 is amended
to read as follows: ·

"Moratorium Period": The period of time beginning on
the effective date of this ordinance and continuing
for 240 calendar days thereafter; or until such time
as the Mayor and Common Council establish a procedure
for the adj ustment and for regulation of rents,
whichever occurs first.
SECTION 3.
This is an urgency ordinance which shall
take effect immediately upon its adoption. The facts supporting
the urgency are that the original mobile home rent "moratorium"
ordinance is about to expire and the mobile home tenants/owners
and the mobile home park owners are still engaged in negotiations

to achieve a fair and equitable solution to the problem of
significant rent increases for persons living in mobile homes
who cannot seek other housing in the same way that an apartment
renter could. Should this original ordinance expire the delicate
balance will be upset while negotiations are still proceeding.
To extend this ordinance will protect the public health, safety
and welfare in that the provision of affordable housing for a
significant segment of our community is essential to the
betterment of the City as a whole, and this ordinance will help
to attain that end.
I HEREBY CERTIFY that the foregoing ordinance was duly
adopted by the Mayor and Common Council of the City 01 San
Bernardino at a meeting thereof, held on the
