Recommended motion:
That the City Engineer and City Clerk be authorized to proceed with
initiating proceedings for the establishment of an assessment
district under the provisions of Chapter 12.90 of the San
Bernardino Municipal Code and that the City Engineer be directed
to prepare an Engineer's Report for the proposed installation and
maintenance of landscaping in portions of Foothill Drive, between
Sterling Avenue and Arden Avenue.

STAFF REPORT
It is proposed that an assessment district be
established for the installation and maintenance of landscaping
along Foothill Drive, from Sterling Avenue to Arden Avenue.
Landscaping this section of Foothill Drive will improve the
esthetics for the residents of the area that regularly use this
street while driving to and from their homes.
An estimate has been prepared by the Department of Parks
and Recreation for this work. This estimate indicates that the
installation cost will be about $140,000, and annual maintenance
cost will be about $23,000. A map showing the maximum limits of
the proposed assessment district is attached for reference.
These limits can be reduced at the public hearing, but not
increased.
Each residential unit within the district boundaries
will be assessed an equal amount. It is estimated that each
unit will be assessed about $240 each year for the first five
years to finance the installation costs, and an ongoing amount
of about $140 per year for maintenance. Vacant parcels will be
assessed on the basis of the number of residential units that
would be allowed by the General Plan.
Foothill Drive, from Sterling Avenue to Manzanita Drive,
is within the County. A permit from the County will be required
for work within this section.
The estimated costs for formation of the district is
$2,500. These costs will initially be charged to the Real
Property Section Budget (302), but will be transferred to the
assessment district when it is formed. In the event that the
district is not established, the costs will be financed from
this budget account.
It has been proposed that some funds be budgeted to
finance 50% of the cost for installing landscaping. The cost to
the property owners for installation of the landscaping and
irrigation system would be reduced from $140,000 to $70,000, if
these funds were allocated to finance 50% of the cost.
Each property owner within the proposed district will be
notified by mail of the public hearing to hear protests.
The Engineer's Report will set forth the cost estimates,
assessments on each parcel and method of spreading assessments.
We recommend that authorization be granted to proceed.
