NEWCO~1BE, FIRE CHIEF Dept: FIRE Date: FEBRUARY 2, 1990 Subject: ADDITION OF TWO FIRE PREVENTION OFFICERS AND ONE TYPIST CLERK TO THE FIRE PREVEN- TION DIVISION OF THE FIRE DEPARTMENT Synopsis of Previous Council action: July 11, 1988 Ways & Means Committee recommended approval of a Fire Prevention Fee Schedule to provide funding for two Fire Inspectors and one Clerk. August 15, 1988 The Mayor and Council set the public hearing for September 6, 1988, for the Fire Prevention Inspection Fee. September 6, 1988 Public hearing was held, at which time the Mayor and Council passed a motion instructing the City Attorney to prepare the necessary Resolution setting certain fire inspection fees. November 21, 1988 The Mayor and Council passed Resolution 88-443 setting certain fire depart- ment inspection fees as required under Municipal Code Section 15.16.075. December 5, 1988 The Mayor and Council passed Ordinance MC 644 amending the Uniform Fire Code, 1985 Edition, to authorize the collection of fees for certain inspections conducted thereunder and setting the amounts of such fees. Recommended motion: That the Director of Personnel be instructed to prepare an amendment to Resolution 6433 to reflect the addition of two Fire Prevention Officers and one Typist Clerk III to the Fire Prevention Division of the Fire Department. ~~~~~- 519 ture --, -p. 'f C';::> ~, :-'1 (Acct, DescriPtion) Finance: Council Notes: 75,0262 Agenda Item No 37 CITY OF SAN BEA-, .ARDINO - REQUEST .. ~R COUNCIL ACTION STAFF REPORT In December of 1988, when the final action was taken to allow the collection of fire inspection fees, the question of the status of the Fire Inspectors (safety vs nonsafety) occurred and it was decided to put the hiring of additional Inspectors on hold. Legislation passed in October, 1989, clarified that employees hired after that date, whose principal duties were providing fire prevention service, were covered under an optional provision. This provision states that agencies contracting with PERS may elect to include the employees described above as safety members, but it is not mandatory. These new employees will be hired as general, not safety. These positions were not budgeted. However, the two vacant positions which occurred (one in October and one in December) are accruing salary savings. It will take about sixty days to establish a list. The total salary savings of $36,000 will more than offset the salaries of the new employees, which will be $9,000. The 90/91 budget will have the additional positions and will show the revenue to fund them. 75,0264
