Several complaints have been received
residents relating to speeding on Morgan Road,
Mountain Drive and Lakewood Drive.

The maximum legal speed on this road is currently 55
m.p.h. This is due to the fact that the road does not qualify
for the residential prima-facie 25 m.p.h. as set forth in the
Vehicle Code, since this street is wider than 36 feet. In order
to control and enforce this speeding problem, the law requires
an engineering survey to establish a new speed limit.
A traffic engineering study has been conducted by
Traffic Engineering staff.
At their meeting of 2-14-90, the Traffic Safety
Committee reviewed the study and recommended that a 35 m.p.h.
speed be established on Morgan Road, between Lakewood Drive and
Little Mountain Drive.
Also present at the Traffic Safety Cormnittee meeting,
were representatives of the residents of Morgan Road, who were
satisfied with the Cormnittee's recormnendations which included,
along with the 35 mile per hour speed zone, painting a
centerline stripe between Melbourne Road and Little Mountain
Drive.
The establishment of a 35 mile per hour speed limit
satisfies the criteria whereby Police and other enforcement
agencies may use radar to enforce the speed limit.
Staff concurs with the above recormnendation.

2 ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION
10.52.020 OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING A
3 SPEED ZONE ON MORGAN ROAD OF THIRTY-FIVE MILES PER HOUR BETWEEN
LAKEWOOD DRIVE.AND LITTLE MOUNTAIN DRIVE.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
5 BERNARDINO DO ORDAIN AS FOLLOWS:

SECTION 1.
Section 10.52.020 of the San Bernardino
7 Municipal Code is amended to read:

"10.52.020 THIRTY-FIVE MILES PER HOUR
In accordance with and pursuant to the authority of
10 Sections 22357, 22358, and 22360, of the California Vehicle Code,
11 the Mayor and Common Council do hereby determine and declare,
12 upon the basis of an Engineering and Traffic Investigation, that
13 the Prima Facie Speed Limit of thirty-five miles per hour shall
14 be established on the following streets or portions thereof in
15 the City:

ARROWHEAD AVENUE: Between Seventh Street and Highland
Avenue.
'D' STREET: Between Sixth Street and Twenty-Eighth
Street.
'E' STREET: Between Tenth Street and Thirtieth Street.

Avenue.
FORTIETH STREET: Between Electric Avenue and Waterman
Avenue.
