Mt. Vernon Proposed Project Area Committee Members
The Mt. Vernon Task Force met to review the Project Area Committee (PAC)
candidate interest forms and make recommendations for approving the
candidates. Staff presented the roster of twenty-one applicants with the
recommendation that duplicate representatives of one organization, business or
residence be limited to one representative. The Committee recommended a
revised roster of seventeen eligible candidates to serve on the PAC. The
Committee also suggested that the PAC be given clear legal direction regarding
their responsibilities. Staff indicated that Mr. Dennis A. Barlow, Senior
Assistant City Attorney, would be the Legal Counsel assigned to the PAC.
Mr. Mark Huebsch, Special Legal Counsel, will provide a draft for PAC by-laws
for Mr. Barlow's review and recommendations.
Discussion was held regarding the remaining Citizen Advisory Committee
members who did not submit PAC applications. It was recommended that the
Council consider only one advisory group (i.e. the PAC). A letter expressing
appreciation for their support and participation was suggested. It was also
recommended that they be kept apprised of all activities pertaining to the
Mt. Vernon Corridor project.
Staff reminded the task force that a meeting is scheduled for Friday,
January 19, 1990 to discuss negotiating posture for fiscal review. Legal
Counsel advised that the Mayor and Common Council, the Planning Commission,
Project Area Committee members and staff directly involved with the Mt. Vernon
Corridor project are required to disclose all ownership of real property
within the project area boundaries. This information will be entered into the
minutes of the Common Council, the Community Development Commission and the
Planning Commission.
There being no further business, the meeting of December 28, 1989
adjourned.

Mt. Vernon Project Update - Status of Preliminary Report
Carl Morgan, Consultant from Urban Futures, presented and reviewed the
Preliminary Report and the Draft Environmental Impact Report.
A lengthy discussion ensued regarding the next steps to be taken to meet
the necessary Fiscal Review deadlines.
It was suggested that survey cards be sent out to all of the Citizen
Advisory Committee (CAC) members asking them if they wish to be kept informed
as to the status of the Mt. Vernon Redevelopment Project Area. Also that
individual certificates of appreciation be prepared and mailed out to each
member of the CAC and to have Agency Counsel prepare one resolution thanking
all of the CAC members for their participation.
The first Project Area Committee (PAC) meeting was set for February 13,
1990 at 6:00 p.m., at Villa Senor Library for the purpose of selecting the PAC
officers and to review the By-Laws.
There being no further business, the meeting of January 26, 1990 adjourned
at 2: 30 p. m .
