Recommended motion:
ThAt ChAnge Order No. One to the contract \vi th Keeco, Inc.,
for Replacing Fuel Piping at the Fueling Station in City Yards,
in accordance with Plan No. 7764, be approved; for an increase
in contract price of $24,404.00, from $65,990.00 to $90,394.00.

Upon removal of the concrete slab between the two
fueling islands in the City Yard, it was found that the soil had
been contaminated by leaking fuel. The County Environmental
Heal th Services Department was notified of the existence of
contaminated soil, as n~quired by the permit they issued for
this work.
A Field Representative from the Environmental Health
Services Department inspected the project site. After in-
specting the site, the representative directed that a Site
Assessment be conducted to determine the extent of the con-
tamination. The representative recommended that four borings be
drilled and the removed material tested for the presence of
fuel. If fuel is found in greater than allowable concentra-
tions, additional borings may be required to ascertain the
extent of the contamination.
EPA regulations require that wells be installed around
underground fuel tanks by 1992. Sleeves will be installed in
the borings so that the v can easily be converted to monitoring
wells.
All underground tanks must be tested annually for leaks.
The Contractor has proposed to test the tanks w.hile they are
exposed. All fittings in the piping system will be cleaned,
sealed, and re-tightened, before the four 12,000 gallon fuel
tanks and pipes are tested. This test will satisfy the
requirement for an annual test. 'rhe advantage in testing the
tanks while they are uncovered is that any leaks can be fixed
before they are backfilled.
There is a possibility that the tanks may have to be
removed, in order to allow removal of any contaminated soil
found under the tanks. The tests on the soil recovered from the
four borings will show if the soil underneath the tanks has been
contaminated by leaking fuel.
The Contractor has submitted a price quote of $24,404.00
for drilling the four borings and testing the soil, and testing
the four tanks and pi~ing svstem. \^le have verified that this
price accurately reflects the current costs for these items of
work, and feel that it is fair and reasonable.
Supplemental funds in the amount of $24,404.00 will be
needed to finance the additional cost for Contact Change Order
No. One. It is proposed to obtain these supplemental funds from
reserve or bond funds that are presently availahle.
The two inside lanes of the fueling island are
because of the work being done under this contract. This
only the two outside lanes available for fueling the
fleet, which has resulted in some congestion and de1avs.

In view of the urgency to complete this project and
restore the full capacity for fueling the fleet, the Contractor
has been directed to proceed with the extra work. We recommend
that this action be affirmed by approval of Change Order No.
One.
URGENCY CLAUSE
The Contractor was di.rected to commence work, due to the dis--
ruption being created in fueling the fleet. According to
established policy, affirmation of authorization to commence
work under emergency conditions is to be secured at the next
Council meeting, which is 2-19-90.
