Synopsis of Previous Council action:
At a joint Mayor and Council/Planning Commission Wor~shop on February 5, 1990,
3 alternative uses for the property of Norton Air Force Base were presented in
concept form.
A townhall meeting was scheduled for February 8, 1990. This meeting was held at
7:00 p.m. on February 8, at San Bernardino City Council Chambers with many members
of the public present. people from Highland, Redlands, San Bernardino and other
communities asked questions of the mayor and staff, as well as commenting on the
alternatives and other facets of the base closure.
At a scheduled meeting of the Planning Commission on February 13th at 7:00 p.m.
the Planning Commission voted to recommend alternative 3, with upgrades (exact language
not available as minutes have not been transcribed.)
Recommended motion:
That Alternative 3 as recommended by the Planning Commission be
adopted.

Norton Air Force Base Re-Use Concept plan
Mayor and Common Council Meeting of February 19, 1990
REQUEST
planning staff is requesting that the Mayor and Common Council approve and adopt
Alternative 3 of the Norton Air Force Base Re-Use Concept Plan.
BACKGROUND
At a joint meeting of the Mayor and Common Council with the Planning Commission
on February 5, 1990, three alternative uses for the property of Norton Air Force
Base were presented in concept form.
A townhall meeting was scheduled for February 8, 1990. This meeting was held at
7:00 p.m. on February 8, 1990, in the San Bernardino City Council Chambers with
many members of the public present. people from Highland, Redlands, San
Bernardino and other communities asked questions of the Mayor and staff, as well
as commented on the alternatives and other facets of the Base closure.
The NEEC Aviation Subcommittee met on February 12, 1990, and did not take formal
action.
At a scheduled meeting of the planning Commission on February 13, 1990, at
7:00 p.m., the Planning Commission voted to recommend Alternative 3, with upgrades
(exact language is not available as the minutes have not been transcribed) .
OPTIONS AVAILABLE TO THE MAYOR AND COUNCIL
The Mayor and Common Council may adopt Alternative 1, Alternative 2 or Alternative
3 or adopt modifications to anyone of the alternatives, or deny any or all of
the alterna~ives.
RECOMMENDATION
Staff recommends adoption of Alternative 3 of the Norton Air Force Base Re-Use
Concept plan to the Mayor and Council.

INTRODUCTION:
The work program for the Norton Air Force Base Re-
Use Plan asks that staff prepare three alternatives
from which Mayor and Council would select the one
to be further studied.
Presented on the fOllowing pages are 3 scenarios
prepared by staff. P & D Technologies, the aviation
consultant has also prepared a 4th sc~na~io which
is similar to Alternative 1 prepared by staff.
The work which you see presented today incorporates
the reports of the Public Works Department and the
BUilding Section. Cooperation has been received
from many other departments as well.

ALTERNATIVE 1
Using this alternative:
-airport use would be less than 20% of its
designed capacity
-streets would remain at their current width
which is 22" to 33" from curb to curb
-there would be no redesign of existing
street layout
-buildings would be used "as is". Except
for life safety features they would not be
brought up to current codes and st<<ndards so
long as they were used for their current and
designed use.
-land usage would be left as it is now

-the golf course would need to be re-aligned
in all alternatives

ALTERNATIVE 2
With this scenario:
-airport usage would be increased
-the transition from Del Rosa on the North
to Tippecanoe on the South would be a major
arterial street similar to University Parkway
-Tippecanoe North of its intersection with
Del Rosa would be left as a 33' width street
-Other streets would be allowed to remain
as they are unless they present an immediate
problem
-buildings whose design and usage fit the
land use pattern would remain
-Existing buildings which iemain would be
brought up to current codes and standards
-New buildings would be required to meet current
building codes and standards
-the existing commissary building (100,000
sq. ft) would become the new airport terminal
-Some greenbelt area would be required

ALTERNATIVE 1
This alternative would:
-maximize utilization of the airstrip
-re-design the Tippecanoe/Del Rose transition
as in alternative 2
-Tippecanoe North of its intersection with
Del Rosa would be up-graded to a 64' width
curb to curb.
-Buildings would be replaced and the land
re-cycled for an Office Industri~l Park.
An office Industrial park allows 'for
commercial usage when they support other
usage
-This would be done in phases. The first
phase would be the current barracks and
commercial areas both in the Northeast
and Northwest portion of the base. The
next phase would be the warehouse area
-A greenbelt would be planted along all
arterial streets and along the safety zone.
Orange trees may be planted in the Santa
Ana River. Opague hedges approximately
6' in height would be used as the plantings.
These would be of a low maintenance variety
native to the area.
-The existing commissary building would
become the San Bernardino Regional Airport
terminal.

l ~ D TECHNOLOGIES:
The plan as submitted by P & D would meet minimal
standards for safety zones. It would leave the
existing developed areas of the base intact and
would add commercial/airport use in the area along
3rd Street by removing one taxiway.
