Recommended motion:
That the draft ordinance amending Section 18.40.380 of the San
Bernardino Municipal Code, relating to exemption of residentially
zoned parcel maps from the requirement to underground utilities,
be approved in principle, and referred to the Legislative Review
Committee and City Attorney for review and drafting in final form.

STAFF REPORT
Parcel maps are considered as subdivisions, by the State
of California Subdivision Map Act. As such, all conditions in
Ti tle 18, "Subdivisions," of the San Bernardino Municipal Code
apply in full to parcel maps.
Standard Requirement No. 11, imposed by the Development
Review Committee on new developments, exempts R-l and R-2 zoned
parcels from the requirement to underground utilities.
The proposed amendment will exempt residentially zoned
parcel maps, with a maximum of 4 parcels, from the requirement
in Title 18 relative to undergrounding utilities. However,
developments on the parcels created by the parcel map will still
be subject to provisions of Standard Requirement No. 11 upon
review by the Development Review Committee, unless exempted by
provisions in the standard requirement.
Parcels zoned R-l and R-2 are exempt under Standard
Requirement No. 11. The proposed amendment will exempt resi-
dentially zoned parcels, up to a maximum of 4. In the event
that the parcels created by a parcel map are zoned for multi-
family residential, they could be required to underground
utilities upon development by conditions of Standard Requirement
No. 11.
We feel the amendment will bring residential parcel maps
into conformance with requirements imposed upon developments
and, therefore, recommend that it be approved.
COMMENT: The proposed exemption of four (4) parcels from under-
grounding of utilities will require environmental
review to be done prior to adoption of the Ordinance.

Re: Undergrounding of power utilities on
R-l Parcel Maps
Dear Roger:
I call your attention to Parcel Map No. 11710, Ron and Scherry
Walls, Variance No. 88-12.
This project involves two older single family residences located
on one parcel, one residence fronting lOth Street and one facing
Olive Street. The neighborhood consists entirely of single family
residences on mostly sub-standard width lots, a high percentage
being owner occupied.
The owners of the parcel in question have rehabilitated the exist-
ing residences and applied for a minor subdivision so that each
residence may be sold and also become owner occupied single family
homes, an objective we regard as benificial to the neighborhood.
The City of San Bernardino Municipal Code Section 18.44.070 re-
quires projects that are legal subdivisions, whether created by
Parcel Map or Tract Map, place new and existing power lines un-
derground or, under certain conditions, make a cash, in lieu, pay-
ment to the City.
We believe, and cite this project as an example, that the require-
ments of Section 18.44.070 relative to single family residential
subdivisions of four or less parcels (Parcel Maps)place a severe
financial burden upon such projects due to the very high costs
involved.
In this particular case for instance, the estimated costs for the
undergrounding of the power facilities alone is $12,000.00. This
cost does not include telephone or cable television facilities.
On larger projects the costs involved in placing all such utility
lines underground is about $1,000.00 per residential lot.

equable to exempt developments of four or less single family
residential lots from the requirements of this Section.

SECTION 1.
Section 18.40.380 of the San Bernardino
F 7 Municipal Code is hereby amended by addition of Paragraph No.5,
T 8 as follows:

"5. Any residential zoned Parcel Map with a maximum of 4
