STAFF REPORT
The current language in Resolution No. 6413, section Five
provides that the city Administrator may approve a special
merit advancement for City employees upon the recommendation
of the employee's Department Head, without regard to the
minimum length of service provisions of that Resolution. The
attached Resolution' adds the requirement that the Common
council must also approve such an increase to section Five
paragraph (F).
The proposed language will delete the last two sentences from
paragraph (F) of section Five which now reads:
"Such a special merit advancement shall establish a new
compensation advancement date for the next step increase
which may come due. Informational reports on such
increases shall be submitted to the Council by the city
Administrator."
By deleting the first sentence listed above, the City Admin-
istrator will have the latitude to determine the next in-
crease date. The second sentence listed above will be
unnecessary since the Council will be approving all future
special merit advancements.

A RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 6413 ENTITLED IN PART "A RESOLUTION . . .
ESTABLISHING A BASIC COMPENSATION PLAN FOR OFFICERS AND/OR
EMPLOYEES OF THE CITY OF SAN BERNARDINO. . .", TO REVISE THE
PROCEDURE FOR SPECIAL MERIT ADVANCEMENT.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION ONE: Resolution No. 6413, section Five, relatin9
6 to the procedure for special merit advancement is hereby
7 amended to read as follows:

"SECTION FIVE: All officers and employees of the City of
9 San Bernardino except Safety members shall be compensated iQ
10 accordance with section Three of this resolution, as follows:

21 would, upon commencing work, be as proficient as those already

the positive recommendation of his/her department head.
(c)
An officer or employee who has been compensated
5 continuously in the class for one year in step "2" shall be
6 advanced to step "3", upon the positive recommendation of
7 his/her department head.

(d)
An officer or employee who has been compensateq
9 continuously in the class for one year in step "3" shall be
10 advanced to step "4", upon the positive recommendation of
11 his/her department head.

An officer or employee who has been compensated

(f) In such cases as may occur wherein an employee shall
17 demonstrate exceptional ability and proficiency in performance
18 of his/her assigned duties, and is not yet on step 5 of the
19 salary range, said employee may be given a special merit
20 advancement without regard to the minimum length of service

provisions contained in this resolution, upon the recommenda-
tion of the employee's department head and the approval of the
City Administrator and the Common Council.
(g) When recommended by the department head, the com-
pensation step advancements as provided for in subparagraphs
b, c, d and e abpve, shall become effective upon the date of

completion of the required service time. To determine when a~
employee shall receive a compensation step advancement, the
following procedure shall be followed:
(1) The Finance Department shall submit to each depart-
7 ment head on a monthly basis a list containing the names of
8 each of that department's employees eligible to receive a step
9 advancement during the following month.

(2) The department head shall indicate his/her recom-
11 mendation opposite each name and return the listing to the
12 Finance Department prior to the first of the month in which
13
the step advancement becomes due.
If the department head
14 indicates that he/she does not recommend an employee to

IS ,I receive a step advancement on the scheduled date, he/she will
16 submit to the Personnel Department a completed Employee
17 Evaluation Report on that employee substantiating the negative
18 recommendation, in addition to returning the annotated list to
19 the Finance Department.

(3) For those employees for whom a step increase was not
21 recommended, the department head will review the employee's
22 performance at intervals not to exceed 60 calendar days to

determine if the performance has improved enough to warrant
the step advancement. If the department head, upon review,
determines that a positive recommendation is subsequently i~
order, he/she shall complete another Employee Evaluatio~

Report to indicate the improvement and submit it to the
4 Personnel Director with a recommendation in memorandum form
S that the employee receive the step advancement.

(4) The Personnel Director shall review the evaluation
7 and shall process the memorandum requesting the step advance-
8 ment through the Finance Department immediately upon receipt
9 of the positive recommendation from the department head. The
10 date the step increase in subsequently granted by the depart-
11 ment head shall establish a new compensation advancement date
12 for the next step advancement that may come due.

(h) If any employee feels that he/she was improperly
14 denied a step advancement when originally due, he/she may have
15

! a review made of the negative recommendation of the department
16 head by following the appropriate grievance procedure. The
17 time limit for filing an appeal shall be within 10 working
18 days from the date of the officer's or employee's negative
19 notification via the Employee Evaluation Report.

(i) When an employee returns to work after a break in
"continuous service" as defined in section Nine of Resolution
No. 6433, as amended, and when such break in "continuous
service" shall have been by leave of absence with the approval
of the Mayor and Common Council, his/her anniversary date anq
compensation advancement date for the purpose of establishing
compensation as provided for in this section shall be advanceq
