Recommended motion:
That the position of Secretary, Civil Service Office, be reclassified as
Personnel Assistant, Range 1105, and that the Director of Personnel be
directed to prepare the necessary amendment to Resolution No. 6433 effec-
ting this change.

Attached is a request from Roqer DeFratis to reclassify a
vacant Secretary position to Personnel Assistant. I have
reviewed the duties of the former incumbent and discussed the
matter in some depth with Roger and concur with his recommen-
dation.
The salary ranges for the two classifications are as follows:

There is currently a Personnel Assistant classification in
the Confidential Unit with a monthly salary range of $2154-
2624. That classification is beinq recommended to receive an
increase effective January 1, 1990. However, the civil
Service Office has no involvement in confidential labor
relations matters and therefore this position does not
qualify for consideration as part of the Confidential Unit.
Range '1105 is the same range set for the classification of
Personnel Technician, an unbudgeted position which has
similar duties and minimum qualifications.
The additional costs for this reclassification, comparinq top
step salaries for the two classifications and adding in 18%
for variable fringe benefits equals $9714.

When the civil Service Office assumed responsibility over the
recruitment and testing program in April, 1989, it became
necessary to assign duties to the existing classification of
Secretary that are normally assigned to higher classifica-
tions in personnel work. These new duties include daily
supervision and training of personnel clerks, planning and
scheduling examinations, maintaining eligibility lists,
monitoring the budget, providing employment information to
the public, coordinating the processes with the department
directors, and preparing special reports. These duties now
demand over 70% of the work time spent by this person.

person referred to above) resigned on December 15, 1989, to
accept a higher paying job as Office Supervisor with another
