Recommended motion:
That the position of Deputy City Clerk II be deleted and 1 position of
Administrative Operations Supervisor II be added to the City Clerk's budget.
And that the Director of Personnel be directed to update Resolution 6433.

STAFF REPORT
Per the request of Shauna Clark, City Clerk, staff has
reviewed the duties currently being performed by Doris Reese,
Deputy City Clerk II, and found Doris' responsibilities to be
very similar with the duties performed by individuals
currently classified as Administrative Operations Supervisor
II.
Doris serves as the office manager for the Administrative
Division thereby being responsible for coordinating all
phases of work dealing with council agendas, minutes, resolu-
tions, contracts, and other legal documents relating to
council meetings. Doris is responsible for the supervision
of 6 positions, including 3 Deputy City Clerk I's, 1 Sec-
retary, 1 Typist Clerk III, and the recently created position
of Lien Coordinator. Additionally, she must establish and
insure the compliance of all procedures utilized for the
preparation, distribution, and recording of all documents
filed with the City Clerk's Department, separate from the
legal paperwork affecting council actions.
In lieu of the similarities in responsibility that
in comparison to other Administrative Operations
II's, an upgrade is warranted. Doris' salary is
$2895 and the salary for the Administrative
Supervisor II is Range 4364 $3311.
The initial cost impact for this change would be $2454 (5
months X $416 + 18% for variable fringe benefits) for the
remainder of the fiscal year (February - June 1990).

Clark agrees with the results of the study. The
Personnel Committee reviewed this item at their
25, 1990 meeting and recommend full council approval.
