RFP. '!he RFP, which is attached to this staff report, was revised
per the direction of the Ccmnittee as follows:

REOUEST FOR PROPOSALS
The City of San Bernardino Community Development Department
is soliciting proposals from qualified individuals or firms
for the purpose of addressing the issues of the homeless
population within the City of San Bernardino.
For purposes of this Request for Proposals (RFP), homeless
individuals are those who (i) have no specific domicile
address and are living in temporary quarters or public areas
such as on street curbs, parks, benches, public structures or
on private land or structures without the consent of the
owners of such private land or structures and have no visible
means of financial support to afford adequate food or
shelter; (ii) have recently been separated from their home
for reasons of unemployment or pending layoff, inability to
pay rent, physical abuse, renter discrimination, marital
separation, destruction of home due to natural or unnatural
causes, and displacement for legal reasons, and have no
visible means of financial support in which to afford food
and/or shelter, and; (iii) have been separated from public
institutions such as hospitals (including sanitariums) and
prisons (including youth authority) and neither have the
physical capacity, mental capacity or financial means to
support themselves.
PROPOSAL SPECIFICATIONS
The proposal should clearly demonstrate the following:
1. A complete and thorough understanding of the causes of
homelessness.
2. Ways of addressing the causes of homelessness within the
City of San Bernardino.
In demonstrating the above, the proposer should (i) define
the City's homeless problems in terms of its scope and
causes; (ii) recommend specific solutions for same, both on a
short-term and long-term basis; (iii) assess the impact of
the homeless problem on the City's economy; (iv) identify
potential resources for implementing these solutions, and;
(v) determine size of budget required for same.

PROPOSAL DESIGN
The proposal should contain six (6) sections, as follows:
1. Backaround/Nature of proaram:
In this section, the proposer should demonstrate the
scope and severity of problem through demographic and
empirical data. The proposer should demonstrate an
understanding of the causes of homelessness in general
and advance sound, proveable theories for the cause of
the homeless problem in the city.
2. Descrintion of Services:
The proposal should describe in detail the services being
proposed to meet the items as discussed under the
"Proposal Specifications" section of this RFP.
3. Exoerience of Firm/Individual:
This section of the proposal should describe in detail
the experience of the firm/individual in providing
services discussed under number "2" above. The proposer
should detail where appropriate any of the above
experience in providing services in the city or immediate
geographic region. Detailed information must be provided
on all subcontract services.
4. Time Plan for Service Deliverv:
This section of the proposal should detail:
a) The time frame for completing the study and
furnishing reports (includes periodic reports).
b) Time frame for implementation by the City of study
findings and recommendations.
s. Pronosel Budaet:
The proposer should furnish a budget detailing cost items
such as travel time, subcontracts, surveys and other
research.

6. References:
This section of the proposal should include any appro-
priate references describing affiliations, addresses and
telephone numbers.
SUBMISSION REOUIREMENTS
All proposals must be delivered or postmarked no later than
4:00 p.m., , 1990. Proposals must be
submitted under the above restrictions to:

(Evidence of hand delivered proposals will be a signed and
dated receipt.)
Unless otherwise requested, all proposals will become the
property of the City of San Bernardino and will be disposed
of or utilized accordingly. In addition, proposal offers
must be good for a period of ninety (90) days. Proposal
costs will not be reimbursed and collect calls will not be
accepted.
A proposal will be selected by the Mayor and Common Council
of the City of San Bernardino for funding on the basis of its
demonstrated ability to meet the objectives stated under the
"Proposal Specifications" section of this RFP, and its
responsiveness to items number "1" through "6" under the
"Proposal Design" section of this RFP.
