Location: RDA Conference Room A (Fourth Floor) The meeting of the Citizens Advisory Committee for the Uptown Redevelopment Project Area was called to order by Chairman Harry Holmes at 2:30 p.m., in Conference Room A of the Redevelopment Agency in the City Hall, 300 North IIDII Street, San Bernardino, California. Approval of Minutes of November 9, 1989 Cf. Page 4, Other Business, Mr. Willson stated the spelling for the word plaque needed to be corrected. The corrected sentence reads as follows: Mr. Holmes presented a plaque of appreciation . to the Uptown CAC. 3 FORM MOTION: That the Minutes of the Meeting of October 12, 1989 be approved as corrected. Moved by: Larry R. Willson The motion was carried unanimously. Seconded by: Maria McNulty Proposed Projects Parking Improvement Project for the North Side of Highland Avenue Mr. Wagoner reported that the parking improvement project for the north side of Highland Avenue has been included on the list of potential projects of the Mayor for the upcoming bond proceeds that are to be received. Committee members H. Holmes, S. Scheibe and L. Willson are scheduled to meet with the Mayor in regards to this project later this month. A report on that meeting will be given at the next CAC meeting. Mr. Wagoner strongly recommended that the Mayor and the City Council members continue to receive support for this project from the Committee so as to emphasize the priority that the Committee feels for this project. Third Street Corridor Committee members agreed that aesthetic improvements to the area around the Third Street freeway exit are desirable. Mr. Wagoner informed the Committee that Cal Trans at the present time is exploring the alternative of widening the 1-215 in that area. Much discussion ensued. It was decided that improvement to that area is probably premature given the wide range of affects that widening the freeway will have on that area. Committee members discussed the fact that the City of San Bernardino in the area surrounding the railroad yards is being considered to house a centralized commuter rail station. Mr. Holmes distributed a memorandum dated November 29, 1989 from Schiermeyer Consulting Services to SANBAG Commuter Rail Committee Re: San Bernardino Station Area Special Study (filed). Mr. Holmes stated he would try and find out who the representative will be for the City of San Bernardino on the task force that has been recently been created to address this issue. Uptown Project Area Plan Amendment The recent adoption of the City's General Plan brought to light the issue of conflicts in language between the existing redevelopment plans and the newly adopted General Plan. The Community Development Commission decided to author an amendment which would create a IIgenericll redevelopment plan for all the project areas -- a plan which would not be dependent on changes in the General Plan to be in force. Mr. Wagoner noted that this amendment for the Uptown Project Area does not revise the legal description/boundaries. The amendment does state that the land uses permitted in the project area are identical to the land uses permitted by the General Plan. Other Busi ness Committee members discussed the concern of preservation of historical sites in the City of San Bernardino. Mr. Wagoner advised Committee members that the newly adopted General Plan includes a Historic Preservation Element. Mr. Wagoner stated he would research what steps have been taken to implement that section of the General Plan.
