Agenda Item No.~
. CITY OF SAN BERNI 'qDINO - REQUEST Fr~ COUNCIL ACTION
STAFF REPORT
PROPOSAL
The City proposes to adopt by ordinance, a requirement to
annually inspect all signage in the City to verify code
compliance and structural integrity. The ordinance also
requires each sign to display an annual inspection sticker
which would be payment of a specified fee. The ordinance
further requires (per state law) that a sign survey be
conducted.
NOTE: This ordiniance was placed on the supplemental agenda
inorder to allow staff adequate time to do the work involved
in preparing a request for proposals (RFP) from private firms
for doing a sign survey and to develop the applicatoin forms,
stickers and procedures.
PURPOSES
The purpose of the Inspection/Sticker program is three-fold:
1. To create a financial base for a city-wide sign
inspection and sign code enforcement program.
2. To assure structural integrity and public safety
3.
To identify, inventory
abandoned signs.
and abate illegal or
ANALYSIS
It is estimated there are currently 9,300 existing business
signs in the City, of which approximately 3,000 have been
erected/installed without permit. In addition to on-site
business signs there are approximately 340 billboards
permitted in the City, 40 billboards erected without permits,
and approximately 2,400 temporary signs installed annually of
which approximately one-half are permitted. Based on these
approximates and given the following fees and the number of
various signs, the revenue generated annually would be:
