Synopsis of Previous Council action:
On October 16, 1989, the Mayor am Carnnr:>n CoW'lCil requested that a job
description of hOIOOless services coordinator position be prepared. Once
approved, City would request fifty percent (50%) furrli.ng from County.
On November 6, 1989, the item was continued to January 8, 1990.

STAFF REPORT
'!be Mayor an:i CcInrocln Council have previously di <::t"'IJSSEd. issues re-
lated to the haneless problem in San Bernardino. From one of the
m:>re recent di<::t"'llSSions, staff was requested to prepare a job des-
cription for a haneless services coordinator position. '!be job
description is attached to this staff report. Once said job des-
cription was approved, it was anticipated the City would approach
the Colmty regardin;J joint furrling of this position.
Since the time the Council took its initial action several events
have ocx:::urred which are of particular interest. As a result of the
publicity surrourx:li.rq the Council action, staff was contacted by
another city desirirg to relocate a m:>tel, primarily servirg the
haneless, to the City of San Bernardino. In addition, several other
local goverrnnents informally inquired as to whether referrals could
be made to the City of San Bernardino.
On December 7, 1989, staff received an inquiry from Councilwoman
Miller an:i the Executive Assistant to the Council regardin;J minutes
from a recent United Way of Redlaros meetirg. 'Ihese minutes irrli-
cated that haneless persons in Redlaros would be transported to the
Salvation Anny of San Bernardino at specific dates an:i times.
Because of this situation, staff contacted the cities of Fontana,
Rialto, lama Lin1a, Highlan:i, COlton, Redlaros, Grarrl Terrace am
Rancho Olcam:>rga. '!be followirg is a summary of our firrlings:
1. Four (4) of the eight (8) cities queried, lama Lin1a, COlton,
Rancho Olcam:>rga, am Redlaros, refer haneless irrlividuals to
San Bernardino COUnty (3), or to the City of San Bernardino (1).
'Ihe COUnty, in turn, issues vouchers, primarily to m:>tels in
downtCMn San Bernardino, or refers these irrlividuals to the
Salvation Anny.
2. '!be cities of Highlan:i an:i Grarrl Terrace irrlicate they have no
resources allocated for haneless services am no haneless pro-
blem, respectively.
3. '!be City of Fontana has budgeted approximately $25,000 to be
used by the Fontana YWCA am the ''We Care" organization for the
haneless. 'Ihese two (2) organizations use the Fontana Motel-6
as the principal residence for the homeless. Previously,
Fontana had atte:rrpted to refer haneless persons to the Salvation
Anny, but this activity has ~;l~ am is beirg han::lled as
described above.
We believe it is clear San Bernardino has been am, in same cases,
continues to be the focus of haneless referrals am the issuance of
vouchers for the haneless. In those cases where cities have no
resources allocated to the activity, it is likely haneless persons
in these jurisdictions make their way to San Bernardino where ser-
vices are at least potentially available.

Because of the situation described above, it is recomrnerxled that a
regional approach to this issue be developed, an::i that the County of
San Bernardino be urged to effectively discharge the role required
of it by law. '!he City of Fontana has in:licated its willin;p1ess to
participate in the develcpnent of such an approach, an::i we believe
other cities will get involved once a pennanent plan of action (as
opposed to teItporary inclement weather plans) is developed an::i ready
for implementation.

HOUSING SERVICES COORDINATOR
JOB DESCRIPTION
Under general direction, to assist in the administration and
implementation of City of San Bernardino community Develop-
ment Department housing programs for the homeless, including,
but not limited to, coordination of City programs and assis-
tance for homelessi coordinate with County of San Bernardino
and other local governments in providing assistance to home-
lessi identify potential revenue sourceSi and perform related
work, as required.
REPRESENTATIVE DUTIES
Assists in administration and implementation of Emergency
Shelter Grant Programi assists in preparation of CDBG Housing
Assistance Plan (HAP) i identifies potential funding sourceSi
develops and assists in the submission of various grant ap-
plicationsi serves as lead staff person in coordinating ser-
vices for homeless with other local governments and repre-
sents City at meetings, seminars and conferences as requiredi
implement City programs for homeless set forth in adopted
Housing Element of the City of San Bernardino General Plani
coordinates with service deliverers and appropriate City de-
partments in identifying future sites for homeless sheltersi
reviews legislation related to housing programs for the home-
less and keeps abreast of changes in such legislation related
to homeless servicesi prepares homeless services portion of
various HUD and state required reports, andi performs related
work as required.
MINIMUM OUALIFICATIONS
A bachelor's degree in Urban Planning, Economics, Public
Business Administration, Sociology, or a closely related
field, and three (3) years experience in planning, develop-
ment and implementation of federal, state and local govern-
ment housing programs or equivalent private sector exper-
ience. Two (2) years experience in the planning, development
and implementation of homeless services preferred. Addi-
tional qualifying experience may be substituted for the re-
quired education on a year-for-year basis up to a maximum of
two (2) years.

Laws, Acts and Regulations applicable to housing and
community development programsi
Housing and Urban Development (HUD) , California Housing
Finance Agency and Redevelopment Agency programsi
Rehabilitation of existing housingi
Acquisition and real estate economicsi
Federal, state and local homeless services programs.
Ability to:
Perform a wide variety of complex and analytical
homeless services and demographic studies and
write supporting reportsi
Communicate effectively, verbally or in writing with
City staff persons and the general publici
Exercise initiative and resourcefulness in carrying
out City goals, objectives and programs for the
homelessi
Understand and carry out oral and written instructionsi
Identify potential revenue sources and develop and
prepare grant applications to various agenciesi
Work effectively under pressurei
Maintain all appropriate records and files.
ORGANIZATIONAL RELATIONSHIPS
The Homeless Services Coordinator is a staff position in the
Community Development Department performs work under the
direction of the Director of Community Development.
