CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The city of San Bernardino has previously taken action on the
Norton Air Force Base Re-Use program by approving and
submitting comments on the Environmental Impact Statement
concerning the closure of Norton.
The statement of Purpose and Goals are submitted for purposes
of discussion in order that staff may receive guidance from
the Mayor and Common Council with regard to the Re-use plan
for Norton. The statements are in accordance with the
adopted General Plan for the City of San Bernardino, in which
municipality the Norton Air Force Base is located. .
It is recommended that the Mayor and Common Council adopt the
Statement of Purpose and Goals for developing the reuse plan
for Norton Air Force Base.

GOALS
In accordance with the adopted "General Plan of the City of
San Bernardino", t.he following "St.atement of Purpose" and
"Goals" al'e established fol' the Re-use of Norton Air Force
Base.

It shall be the goal of the Cit.y of San Bernardino t.o ensure
t.he orderly and economic transit.ion of Nerton Ail' Force Base
to private andlor public-private commercial uses, which are
compatible with, and enhance, adjacent. uses. 1
Toward this end the Cit.y of San Bernardino shall work closely
with t.he United States Air Force in the planned phasing o~t
of military facilities and operations at. t.he Norton Air Force
Base.

GOALS FOR THE RE-USE OF NORTON AIR FORCE BASE SHALL BE:
1. TO PROVIDE FOR THE HEALTH, SAFETY, AND GENERAL WELFARE
OF THE CITIZENS PRESENT AND FUTURE, BOTH THOSE ON THE
BASE, AND THOSE WHO MAY BE IMPACTED, BY THE ACTIVITIES
ON THE BASE.
2. TO PROVIDE FOR AREAS WHICH SHALL ENHANCE THE HOUSING.
COMMERCIAL, EDUCATIONAL, CULTURAL, RECREATIONAL, AND
SOCIAL NEEDS OF EXISTING RESIDENTS AND POPULATION
GRDWTH OF THE CITY AND SURROUNDING COMMUNITIES.
3. TO PROVIDE FOR USES WHICH CAPITALIZE ON AND HAVE RESPECT
FOR, THE CITY'S NATURAL ENVIRONMENT.
4.
TO PROVIDE FOR THE NECESSARY PUBLIC
SUPPORT EXISTING AND FUTURE NEEDS OF
USE, AND RECREATIONAL USE.

SPACE, PUBLIC AREA AND RESIDENTIAL USES.

GOAL
A Statement adopted by Norton Economic
committee composed of approximately 60

stated that:
