Recommended motion:
That the job classification of Recreation Therapist be established at
salary Range We. 1105 in the Parks, Recreation and Community Services
Department (C.I.D) and direct the Director of Personnel to update
Resolution No. 6413 and 6433 to reflect these changes.

STAFF REPORT
Annie Ramos, Director of Parks, Recreation and Community
Services, has requested the creation of a new classification
Recreation Therapist, and the funding of one full-time
position. A Recreation Therapist worked one-and-one-half
years on a part-time basis and the department has been unable
to fill the position since that person quit.
This position would be assigned to the Center for Individuals
with Disabilities (C.I.D.). It would provide therapeutic
recreation and leisure education programs for people with
severe and profound mental retardation, paraplegia, quadra-
plegia and people with traumatic head injuries.
A review of comparable positions in area hospitals and
internal relationships support a salary range no. 1105 with a
monthly salary of $2206 to $2687. Funding for this position
for the remainder of this fiscal year comes from the County
CDBG Program, the City school District, and Friends of the
C.I.D. In fiscal year 1990-91, two-thirds of funding for the
position will come from the above 3 sources with the
remaining one-third, approximately $8900, coming from the
City's budget.
This position should be assigned to the General Employees'
Bargaining unit. The Council Personnel Committee recommended
full Council approval of this request at their December 7,
1989 meeting.

I request the establishment of a new position of Recreation
Therapist within the Parks, Recreation and Community Services
Department. This position would be assigned to the C.I.D.
(Center for Individuals with Disabilities).
JUSTIFICATION AND BACKGROUND
Due to the special needs of many of the disabled participants
at the C.I.D., there exists a great need to have specially
trained staff to provide services to people with disabilit-
ies. In addition, the C.I.D. is receiving many more people
with more severe disabilities in its recreation programs.
These may be people with severe and profound mental
retardation. Other disabilities may include paraplegia or
quadraplegia. These individuals are paralyzed in the lower
extremities or in all four limbs. There is also a growing
need to serve people with traumatic head injuries. The need
for more highly trained staff to work with these individuals
is evident. This need can be met by the establishment of a
Recreation Therapist position.
The C.I.D. has been successful in obtaining grants and in
conducting fund raising to hire a Recreation Therapist. The
city School District has allocated $20,000 for a two year
period to fund this position. These funds are expected to
continue. A total of $20,000 in County Community Development
Block Grant Funds has been allocated for this period. In
addition, Friends of the C.I.D. has been conducting ongoing
fund raising to assist in supporting this position. They
presently have $30,000 in trust for the C.I.D. Even though
these funds are available, it has not been possible to hire
someone to this position on a full time basis because it is
only a contract position without benefits.

A Recreation Therapist was hired on a part time basis with a
contractual relationship. That person quit the position
after 1 1/2 years. Despite extensive recruiting on a region-
al and state basis, it has not been possible to recruit a
qualified candidate. Presently, the program for this grant
position has been discontinued.
The position is not established as a civil Service position.
Consequently, these funds have either been under utilized or
not utilized at all. This secured funding is in danger of
being lost if this program cannot be stabilized through the
establishment of the Recreation Therapist position.
A salary survey of Recreation Therapists indicates an average
starting salary of $23,500, and an average top salary of
$31,250. An appropriate City Salary Range would be #2119.
In FY '88/'89, that Salary Range was $23,998 to $32,232. The
total expenditure for salary and benefits would range from
$31,920 to $42,869 for a full year. The projected starting
date for this position is January 1, 1990. Presently, funds
are available and allocated for this position through the
County CDBG Program, the City School District, and Friends of
The C.I.D. (a fund raising and support group for the C.I.D.)
No general funds are requested for the current fiscal year.
Three detailed funding options are provided in the attached
sheet that outlines future requirements. The three year
funding option calls for the City to provide $ 8,864 in 1990-
91; $ 17,778 in 1991-92 and $ 26,951 thereafter to fund the
position. The Four-year plan calls for the City to provide
$5,879 in 1990-91; $12,596 in 1991-92; $20,213 in 1992-93 and
$ 28,799 thereafter. The five year plan requires the City to
provide $4,703 in 1990-91; $10,077 in 1991-92; $16,171 in
1992-93: $23,039 in 1993-94 and $30,739 thereafter.

SUMMARY AND RECOMMENDATIONS
The C.I.D. program has grown to the point where the Recreat-
ion Therapist is definitely needed. Funding is available to
support this position in the current fiscal year. It is
requested that Council approve this position and the three
year funding plan. The three year plan requires a financial
commitment of $8,894 in 1990-91 and with an increase of that
amount in the two subsequent years. The position is co-
funded with financial support from the school district
lottery funds and allows the City to establish a very
important position for a fraction of the cost. Approval is
highly recommended.

JOB DESCRIPTION
REPRESENTATIVE DUTIES
Plans, leads and coordinates therapeutic recreation and
leisure education programs for people with disabilities.
Conducts and writes leisure education assessments of
participants, plans appropriate programs. Along with
active client participation, prepares an individual leisure
education plan, including objectives and plans for selected
participants. Writes progress reports on individual
participants. Recruits trains and supervises volunteers.
Supervises designated part time staff.' Develops and
supervises a Therapeutic Recreation Internship Program.
Attends and participates in meetings and conferences with
other departmental representatives. administration, public
agencies, private citizens and professional work groups.
Inspects and reviews work-performance, methods and progress
of staff and interns. Determines equipment and supply needs.
Observes and reviews the work of staff for compliance with
rules and regulations. Conducts program evaluation.
Prepares and submits reports. Communicates with
participants, parents and/or families regarding program
activities. Develops awareness within the community and
professional groups of the need for therapeutic recreation
services for people with disabilities. Conducts in-service
training, both formal and informal to staff regarding
therapeutic recreation techniques. Performs related work as
required.
MINIMUM QUALIFICATIONS
Graduation from college with a B.A. degree in Therapeutic
Recreation; or recreation with an emphasis or option in
therapeutic recreation. Completion of a therapeutic
recreation internship program. Registr~tion with the
California Board of Park and Recreation Personnel as a
Recreation Therapist; And, with the National Council for
Therapeutic Recreatrion Cert1fication as a Therapeutic
Recreation Specialist. If an applicant is not registered

ORGANIZATIONAL RELATIONSHIPS
This is a working supervisory position and a specialist
postion in the Recreation Division of the Parks, Recreation
and Community Services Department; works under the general
direction of the C.I.D. Manager. Supervises part time
staff, Therapeutic Recreation Interns, and volunteers.
