Synopsis of Previous Council action:
On October 16, 1989, the Mayor and CalntDn Council requested that a job
description of homeless services coordinator position be prepared. Once
approved, City would request fifty percent (50%) furrlin;J fram Co\mty.
On November 6, 1989, the item was continued to January 8, 1990.

'!he Mayor ani a....KLLJll Ccunc:il have previously ni <:r'lJSsed issues re-
lated to the haDeless problem in san Bernardino. Fran one of the
l'OClre recent nic:t"llSSions, staff was requested to prepare a job des-
cription for a haDeless services coordinator position. '!he job
description is attache:i to this staff report. Once said job des-
cription was approved, it was anticipated the City would approach
the County regardi.rg joint furrli.rg of this position.
Since the tiJre the Ccunc:il took its initial action several events
have occurred which are of particular interest. As a result of the
p.1blicity surroumi.n3' the Ccunc:il action, staff was contacted by
another city desir~ to relocate a l'OCltel, prilnarily serv~ the
haDeless, to the City of san Bernardino. In addition, several other
local govemments informally inquired as to whether referrals could
be made to the City of san Bernardino.
On ~her 7, 1989, staff received an inquiry from Ccunc:ilwanan
Miller ani the Executive Assistant to the Ccunc:il regardi.rg minutes
iran a recent United Way of Redlards meet~. 'Ihese minutes indi-
cated that haDeless persons in Redlards would be transported to the
Salvation Anny of san Bemardino at specific dates ani times.
Because of this situation, staff contacted the cities of Fontana,
Rialto, Iana I.:i.ma, Highlani, Colton, Redlards, Grarxi Terrace ani

1. Four (4) of the eight (8) cities queried, Iana I.:i.ma, Colton,
Rand10 CUcam:>n;Ja, am Redlards, refer haDeless individuals to
san Bemardino County (3), or to the City of san Bernardino (1).
'!he County, in turn, issues voochers, prilnarily to l'OCltels in
downtown san Bemardino, or refers these individuals to the
Salvation Anny.
2. '!he cities of Highlani ani Grarxi Terrace indicate they have no
resources allocated for haDeless services ani no haDeless pro-
blem, respectively.
3. '!he City of Fontana has budgeted approximately $25,000 to be
used by the Fontana YWCA ani the ''We Care" organization for the
haDeless. 'lhese two (2) organizations use the Fontana Motel-6
as the principal residence for the haooless. Previously,
Fontana had attempted to refer haooless persons to the Salvation
Anny, b.It this activity has """A~ ani is beirg handled as

We believe it is clear san Bemardino has been ani, in same cases,
continues to be the focus of haDeless referrals ani the issuance of
vouchers for the haneless. In those cases where cities have no
:resources allocated to the activity, it is likely haooless persons
in these jurisdictions make their way to san Bernardino where ser-
vices are at least potentially available.

Because of the situation described above, it is rec:cmmerrled that a
regional approach to this issue be developed, an:l that the County of
San Bernardino be urged to effectively discharge the role required
of it by law. '!he City of Fontana has in:licated its willin:Jness to
participate in the developnent of such an approach, ani \lie believe
other cities will get involved once a permanent plan of action (as
opposed to teItporary inclement \\leather plans) is developed ani ready
for in'g;>lementation.

HOUSING SERVICES COORDINATOR
JOB DESCRIPTION
Under general direction, to assist in the administration and
implementation of City of San Bernardino Community Develop-
ment Department housing programs for the homeless, including,
but not limited to, coordination of City programs and assis-
tance for homeless: coordinate with County of San Bernardino
and other local governments in providing assistance to home-
less: identify potential revenue sources: and perform related
work, as required.
REPRESENTATIVE DUTIES
Assists in administration and implementation of Emergency
Shelter Grant Program: assists in preparation of. CDBG Housing
Assistance Plan (HAP): identifies potential funding sources:
develops and assists in the submission of various grant ap-
plications: serves as lead staff person in coordinating ser-
vices for homeless with other local governments and repre-
sents City at meetings, seminars and conferences as required:
implement City programs for homeless set forth in adopted
Housing Element of the City of San Bernardino General Plan:
coordinates with service deliverers and appropriate City de-
partments in identifying future sites for homeless shelters:
reviews legislation related to housing programs for the home-
less and keeps abreast of changes in such legislation related
to homeless services: prepares homeless services portion of
various HUD and state required reports, and: performs related
work as required.
MINIMUM OUALIFICATIONS
A bachelor's degree in Urban Planning, Economics, Public
Business Administration, Sociology, or a closely related
field, and three (3) years experience in planning, develop-
ment and implementation of federal, state and local govern-
ment housing programs or equivalent private sector exper-
ience. Two (2) years experience in the planning, development
and implementation of homeless services preferred. Addi-
tional qualifying experience may be substituted for the re-
quired education on a year-for-year basis up to a maximum of
two (2) years.

GENERAL OUALIFICATIONS
Knowledge of:
Laws, Acts and Regulations applicable to housing and
community development programs;
Housing and Urban Development (HUD), California Housing
Finance Agency and Redevelopment Agency programs;
Rehabilitation of existing housing;
Acquisition and real estate economics;
Federal, state and local homeless services programs.
Ability to:
Perform a wide variety of complex and analytical
homeless services and demographic studies and
write supporting reports;
Communicate effectively, verbally or in writing with
City staff persons and the general public;
Exercise initiative and resourcefulness in carrying
out City goals, objectives and programs for the
homeless;
Understand and carry out oral and written instructions;
Identify potential revenue sources and develop and
prepare grant applications to various agencies;
Work effectively under pressure;
Maintain all appropriate records and files.
ORGANIZATIONAL RELATIONSHIPS
The Homeless Services Coordinator is a staff position in the
Community Development Department performs work under the
direction of the Director of Community Development.
