Synopsis of Previous Council action:
Resolution No. 87-396 Authorize execution of an agreement with
the San Bernardino Valley Municipal Water District, the City of San
Bernardino, and the Board of Water Commissioners to devise a joint
effort to reduce the high groundwater level in the City of San
Bernardino.

STAFF REPORT
In November, 1987, an agreement entitled "Groundwater Management
Agreement" was entered into between the City of San Bernardino, the
Board of Water Commissioners, and San Bernardino Valley Municipal
Water District (Muni). The agreement provides a framework for
joint efforts to reduce the high groundwater level. The agreement
expires on December 31, 1989 unless extended by the parties.
Programs are underway to implement the reduction of high
groundwater in the lower portion of the Bunker Hill Bas in. The
first program undertaken is known as the Base 1 i ne Feeder. Mun i
will develop two wells and construct a 42" pipeline to move water
to West San Bernardino, the City of Rialto, and to the City of San
Bernardino. It is anticipated that this program will be expanded
to move water to other water agenc i es in the east end of the
valley. A second program under discussion is a North/South feeder
1 ine to pump water from the pressure zone up to the higher
elevations of the City, a program which the Water Department has
included in its Master Plan of Water Facilities. Both programs are
to be funded cooperatively by all of the agencies that will benefit
from the facilities.
The Board of Directors of San Bernardino valley Municipal Water
District and the Board of Water Commissioners have voted to extend
this agreement to December 31, 1997.
It is the recommendation of the Board of Water Commissioners that
the agreement be extended by the Mayor and Common Council.

RESOLUTION NO.
A RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AN AGREEMENT TO EXTEND THE GROUNDWATER MANAGEMENT
AGREEMENT WITH THE SAN BERNARDINO VALLEY MUNICIPAL WATER DISTRICT,
THE CITY OF SAN BERNARDINO, AND THE BOARD OF WATER COMMISSIONERS
OF THE CITY OF SAN BERNARDINO TO DEVISE A JOINT EFFORT TO REDUCE
THE HIGH GROUNDWATER LEVEL IN THE CITY OF SAN BERNARDINO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION ONE:
The Mayor of the City of San Bernardino is
hereby authorized and directed to execute on behalf of said City,
an Agreement to Extend Groundwater Management Agreement with the
San Bernardino Valley Municipal Water District, the City of San
Bernardino, and the Board of Water Commissioners of the City of San
Bernardino to devise a joint effort to reduce the high groundwater
level in the City of San Bernardino, a copy of which is attached
hereto, marked Exhibit "A" and incorporated herein by reference as
fully as though set forth at length.
SECTION TWO:
The authorization to execute the above
referenced agreement is rescinded if the parties to the agreement
fail to execute it within sixty (60) days of the passage of this
resolution.

AGREEMENT TO EXTEND GROUNDWATER MANAGEMENT AGREEMENT
This Agreement is entered into by and among the SAN BERNARDINO
VALLEY MUNICIPAL WATER DISTRICT ("District"), the CITY OF SAN
BERNARDINO ("City"), and the BOARD OF WATER COMMISSIONERS OF THE
CITY OF SAN BERNARDINO ("Department").
The parties hereto entered into a "Groundwater Management
Agreement" on November 23, 1987 providing for cooperation among
them in dealing with high groundwater problems.
Said Agreement
currently has an expiration date of December 31, 1989, and the
parties desire to provide for its extension for their mutual
b~nefit.
Now, therefore, it is agreed that the said Agreement is
extended for a period of eight years to December 31, 1997.
