BACKGROUND The Juvenile Accountability Block Grant (JAB G) program is a federal grant program that supports state and local efforts to reduce juvenile crime through programs that focus on offender accountability. The Corrections Standards Authority (CSA) division of the California Department of Corrections and Rehabilitation administers JABG funding for California. The City of San Bernardino is eligible to apply for a JABG direction allocation of $10,754 for FY 2006/07. There is a mandatory ten percent cash match of $1,195 (calculated by multiplying $10.754 by 10/9) that will be derived from asset forfeiture funds. The project total of $11,949 will be used to purchase automated juvenile booking applications filled out for each juvenile arrest and Gladys R Questionnaires. A Gladys R Questionnaire is a form required by Juvenile Court that must be filled out for each arrested juvenile under the 14 years of age. The arresting officers asks a series of questions and records the responses to demonstrate that the arrested juvenile knows the difference between right and wrong and that his/her parents have taught the juvenile the difference between right and wrong. Automating these forms will speed up arrest processing time as repetitive information such as case number, juvenile name and identifiers, and locations of occurrences are entered once and replicated on the various required arrest forms. Employees will realize a time saving of 15-20 minutes per arrest while producing more legible, accurate and complete booking reports. FINANCIAL IMP ACT There will be no impact on the City's General Fund in FY 2006/07. The Police Department will be using $10.754 in JABG grant funds and $1,195 from asset forfeiture (10% cash match) for a total project amount of $11.949 to perform grant goals and objectives. The cash match will be included in the Department's proposed Asset Forfeiture budget for FY 2006/07. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 6 OF SAN BERNARDINO AS FOLLO\VS: 7 SECTION 1. WHEREAS the City of San Bernardino City Council desires to undertake a certain project designated Automated Juvenile Arrest Processing Program (AJAPP) Phase II to be funded in part from funds made available through the Juvenile Accountability Block Grant Program administered by the Board of Corrections (hereafter referred to as BOC). SECTION 2. NOW, THEREFORE, BE IT RESOLVED that the Mayor Patrick 1. Morris of the City of San Bernardino is authorized on its behalf to submit the attached proposal to BOC, and is authorized to sign and approve on behalf of City of San Bernardino City Council the attached Grant Award Agreement including any extensions or amendments thereof. SECTION 3. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for said project (including any amendment thereof) under the Program and the funding terms and conditions of BOC and that the match will be appropriated as required. SECTION 4. IT IS AGREED that any liability arising out of the perfornlance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency.
