STAFF REPORT
SUBJECT
Resolution of the Mayor and Common Council authorizing the Purchasing Manager to increase the
annual purchase order for threat level II ballistic vests (Adamson Police Products #206391) from
$32,000 to $50,000 for FY 05/06 with two remaining optional renewal years.
BACKGROUND
Each year the Police Department estimates the number of new and replacement ballistic vests that
will be needed for police officers, reserve officers, forensic specialists and community service
officers. Ballistic vests have a life span of five years and are replaced when the manufacturer's
warranty explIes.
On November 16,2004 the Mayor and Common Council approved Resolution 2004-360
authorizing an annual purchase order to Adamson Police Products for threat level II ballistic vests in
an amount not to exceed $32,000 with three optional renewal years. The amount approved by
Council in 2004 was adequate for the purchase of approximately 63 vests per year.
Since July 1,2005 the Police Department has issued the following quantities of vests:
Vests for new employees
Replace expired vests
Replenish on-hand supply

The Personnel and Training division has projected that 17 additional vests will need to be replaced
prior to July 1, 2006. The need to purchase additional vests results from the hiring of police officers
to fill ten additional positions added in FY 05/06, filling of other vacant positions, and replacements
due to attrition or for expired warranties.
FINANCIAL IMPACT
The PI.' 05/06 annual purchase order for threat level II ballistic vests is approved for $32,000 which
\vill accommodate the purchase of approximately 63 vests per year ($501.04 per vest including tax).
Based on increased staffing levels and the need for ongoing vest replacement the Police Department
projects that it will need to replace as many as 95 vests per fiscal year at a cost of $50,000 annually.
The Police Department's approved FY 2005-06 General Fund budget includes $32,000 in account
001-224-5111 for the purchase of threat level II ballistic vests. The additional funding ($18,000)
required to increase the purchase order to $50,000 will be derived from savings in account 001-224-
5111.
RECOMMENDATION
Adopt resolution.

9 SECTION 1. That the Purchasing Manager is hereby authorized and directed to
increase the annual purchase order to Adamson Police Products (#20639 I) from $32,000 to
$50,000 for the purchase of new and replacement threat level II ballistic vests for FY 05/06
with two remaining optional renewal years.
