Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Mayor to execute Amendment No. 1 of Contract 05-689 with the County of San Bernardino for a
1 percent COLA increase to the FY 2005-2006 budget for the Head StartIPreschool Program.
Backe:round:
The Head Start Preschool Pr.ogram has been in operation at Delmann Heights Community Center
for the past 31 years. The school began with one class of 15 children and has now grown to four
classes of 15 (3 to 5 years old). The program curriculum includes music, language arts, math,
science, and nutrition. A healthy meal is also provided for each child. It also has a parent
involvement and training component.
The program is a successful collaboration between the City of San Bernardino Parks, Recreation
& Community Services Department and the County of San Bernardino Preschool Services
Department. These 60 children are receiving important education and training to prepare them
for entering Kindergarten.
The County of San Bernardino has requested that any COLA increases be approved in the form
of an Amendment to the current Contract No. 05-689 through a Council resolution.
The Parks, Recreation & Community Services Department is requesting the Mayor and Common
Council approve the I percent budget increase through Amendment No. I of Contract 05-689.
Financial Impact:
This is a federally funded program and there is no impact to the City. The grant will be increased
by $2505 from $278.590 to $281,095 for the period 1/1/05-6/30/06. The 1% COLA increase
will be implemented retroactive to 1/1/05.
Recommendation:
Adopt resolution.

SECTION 1. The Mayor of the City of San Bernardino or his designee is hereby
8 authorized to execute Amendment No. 1 of Contract No, 05-689 for Delegation of Activities
9 with the County of San Bernardino Preschool Services Department, copies of which are attached
10 Ihereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at

Subject: Head Start Program funding allocation for FY 2005-06 And FY 2006-07
The enclosed FY 2005-06 funding award includes Head Start COLA, and the contract
will be amended to reflect this award. FY 2006-07 funding reflects a 1 % Head Start
funding reduction, per instruction from Administration for Children and Families.
The budget must be submitted in GABI format and should follow GABI budget
categories and line items. We are requesting that the budget infom1ation be submitted to
Preschool Services as soon as possible or no later than February 17,2006.

SECTION VII. FISCAL PROVISIONS
Amend Paragraphs A., B., and C. to read as follows:
A. The maximum amount of reimbursement under this contract shall not exceed $281,095 and shall be subject
to availability of funds to the County. The consideration to be paid to Delegate, as provided herein, shall
be in full payment for all Delegates' services and expenses incurred in the performance hereof, including
travel and per diem.

B. The Delegate will contribute $63,261 to the program funds. Such contributions shall be in cash or in-kind
in the amount of $63,261.

C. The County agrees to reimburse the Delegate for authorized expenditures as detailed in the Budget
(Attachment B). No later than 10 calendar days following the month of services, Delegate shall submit to
the County a claim for payment of the reporting month in a format acceptable to the County and that is
sufficient to support payment under the County's accounting procedures established or approved by the
County's controller. Within thirty (30) days, the County shall approve or disapprove payment of the claims.
In no event, will the Delegate receive reimbursement exceeding the amount stated in Paragraph A of this
section, except if it has received prior written authorization from the County, which shall be incorporated
into and attached to this agreement.
