Description: Street Maintenance Finance: Council Notes: a f)O~ -<1.D Agenda Item No. IJ- 1/3/DfD CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to establish "No Parking Any Time" zones on 5111 Street and Arrowhead Avenue along the perimeter of the State Parole and Community Services Office Building located at 303 W. 5111 Street. Backl!:round: The Traffic Engineering Section received a request from a representative of the State Parole and Community Services Office Building to prohibit parking in front of their building. The building is located on the southwest comer of the intersection of 5th Street and Arrowhead Avenue. The requestor, John Snedden, who is an Assistant Unit Supervisor with the Division of Adult Parole Operations located in this building, feels that installation of the "No Parking" zones will discourage loitering in the area in front of the building and improve traffic safety along 5th Street and Arrowhead Avenue. Traffic Engineering Section of Development Services Department evaluated the request. Input from the Police Department was received. The Police Department supports this request. They receive numerous calls for service in this area and feel that the "No Parking" zones will help alleviate the situation. Since the Police Department supports the request for the "No Parking" zones, and the Traffic Engineering Section feels that this action can only enhance traffic safety, it is recommended that the request be approved in front of the State Parole & Community Services Office Building. Motorists currently parking in this area could use the nearby public parking lots while conducting business at the State Parole and Community Services Office Building. The State Parole and Community Services Office Building fronts approximately one-hundred eighty (180) feet on the west side of Arrowhead Avenue south of 5th Street and three-hundred (300) feet on the south side of 5th Street between "D" Street and Arrowhead Avenue. The remaining three-hundred (300) feet in this block, is already posted with a "No Parking" zone. These zones were established to accommodate a bus stop and to alleviate sight restrictions for the driveways of the Jack-in-the-Box Restaurant that is located in this area. For consistency, it is recommended that this section be included in the proposed Resolution. Since the only property that will be affected by the proposed "No Parking" zone is the requestor, and sufficient off-street parking is provided on nearby public parking lots, staff recommends that the attached Resolution be approved, authorizing the installation of the "No Parking" zones as requested. Financial Impact: The estimated cost of $800.00 for installing the new "No Parking" signs will come from Account No. 001-402-5111 (Street Maintenance).
