Me-1217 2 ORDINANCE OFTHE CITY OF SAN BERNARDINO ADDING CHAPTER 2.77 TO TITLE 2 OF THE SAN BERNARDINO MUNICIPAL CODE RELATING TO THE SANTA 3 ANA RIVER TRAIL COMMISSION 4 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO 5 ORDAIN AS FOLLOWS: 6 SECTION 1. San Bernardino Municipal Code Section 2.77 is hereby added to read as 7 follows: 8 Chapter 2.77 9 SANTA ANA RIVER TRAIL COMMISSION 10 Sections: 11 2.77.010 Members - Appointment. 2.77.020 Duties. 12 2.77.030 Chairman - Meetings - Absences. 2.77.040 Conflict of interest. 13 14 2.77.010 Members - Appointment. 15 The Santa Ana River Trail (SAR T) Commission of the City shall consist of eight (8) members that serve at the pleasure of the Mayor and Common Council. Members shall be appointed on the basis 16 of demonstrated knowledge and experience with the Santa Ana River Trail, recognized dedication to the project, or a deep interest in the City of San Bernardino section of the SART. The Mayor and 17 each of the seven Council Members shall nominate one (1) member that serves during the term of their office. Those appointees shall be subject to the approval of the Common Council. 18 19 The Mayor shall appoint dedicated representatives that serve at the pleasure of the federal, state and county elected officials representing the SART region. The Mayor shall also appoint dedicated 20 representatives from the Mayor's Office, Economic Development Agency, City Administration, Parks and Recreation, Police, Development, Fire, Animal Control and the Public Services 21 Departments to assist the Commission in the realization of the recommendations in accordance with the SAR T Concept Plan and to ensure the public health, safety and enjoyment ofthose persons using 22 the SART in the city's jurisdiction. Those appointees shall not be subject to the approval of the Common Council. 23 24 The Chairperson shall appoint dedicated representatives that include, but are not limited to, representatives from the following stakeholder groups. Each member shall serve without compensation. Nomination and appointment of a successor 16 member at any time shall terminate the appointment of any member without need for a formal removal action. 17 18 2.77.020 Duties. 19 The Santa Ana River Trails Commission shall: Make recommendations to the Mayor and Common Council regarding the development and promotion of the City of San Bernardino section ofthe Santa Ana River Trail in accordance with the SAR T Concept Plan adopted by the Mayor and Common Council October 17,2005. The Commission's formal recommendations quarterly at regularly scheduled meetings of the Mayor and Common Council or as may be necessary to respond to time sensitive opportunities. Work with public and private cultural organizations to promote the efficient utilization of community resources. Review the financial needs of the SART and recommend grant opportunities, benefactors or the resources that may be available to achieve the overall goals as provided by the Santa Ana River Trail Concept Plan. Accomplish specific projects related to the Santa Ana River Trail Concept Plan. (Ord.
