RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF
3 THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING
AMENDMENTS TO EXHIBITS "A", "B", "C-15" THROUGH "C-18" AND
4 SECTION 32, AND DELETION OF EXHIBITS "C-4" THROUGH "C-7" AND "C-
5 46" THROUGH "C-48" OF THE PERSONNEL POLICIES AND PROCEDURES
FOR ALL EMPLOYEES OF THE CITY OF SAN BERNARDINO ECONOMIC
6 DEVELOPMENT AGENCY.
7 WHEREAS, on September 21, 1998, the Community Development Commission
8 ("Commission") adopted Resolution No. 5557 approving revised Economic Development
9 Agency of the City of San Bernardino Personnel Policies and Procedures for all

employees of the City of San Bernardino Economic Development Agency ("Agency")
including Exhibits "A", "B" and "C"; and

WHEREAS, on October 5, 1998, the Commission adopted Resolution No. 5558
14 approving amendments to Exhibit "A", Exhibit "B" and Section 32 of the Agency's
15 Personnel Policies and Procedures; and
16 WHEREAS, on October 18, 1999, the Commission adopted Resolution No.
17
1999-38 approving amendments to Exhibits "A", "B" and "c" of the Agency's Personnel
18
Policies and Procedures; and

WHEREAS, on September 18,2000, the Commission adopted Resolution No.
21 2000-32 approving amendments to Exhibit "B" and Section 6 of the Agency's Personnel
22 Policies and Procedures; and
23 WHEREAS, on August 20, 2001, the Commission adopted Resolution No. 2001-
24 32 approving an amendment to Exhibit "B" of the Agency's Personnel Policies and

Procedures; and

WHEREAS, the Commission now deems it desirable to amend Exhibits "A",

4 FOR ALL EMPLOYEES OF THE CITY OF SAN BERNARDINO ECONOMIC
DEVELOPMENT AGENCY.

6 "B", "C-lS" through "C-18" and Section 32, and delete Exhibits "C-4" through "C-7"
7 and "C-46" through "C-48" to the Agency's Personnel Policies and Procedures.
8 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION

DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:

1 I SECTION 1. The Commission hereby approves and adopts Exhibits "A" and
12 "B" and "CIS" through "C-18" as amended, to said Agency Personnel Policies and
13
Procedures, both as attached hereto and incorporated herein by reference as if set forth in
14

their entirety.
SECTION 2. The Commission hereby amends Section 32 of said Personnel
17 Policies to delete the titles of Director of Development and Director of Housing and
18 Community Development and add the title of Deputy Director/Director of Housing and
19 Community Development.

SECTION 4. The Commission hereby deletes Exhibits "C-4" through "C-7", the
21
job description for the Director of Development, and "C-46" through "C-48", the job
22

description for the Special Events Coordinator, of said Personnel Policies.
SECTION 3. This Resolution shall take effect upon the date of its adoption.

Deputy Director/Director of Housing and Community Development
JOB DESCRIPTION:
Under administrative direction assists the Executive Director in managing, supervising
and coordinating the activities and operations of the Economic Development Agency.
Specifically, responsible for overall management and supervision of the Housing and
Community Development Division of the Economic Development Agency. Coordinates
assigned activities with other Agency divisions, City departments and outside agencies;
provides highly responsible and complex administrative support to the Executive
Director; and performs related duties as required.
REPRESENT A TIVE DUTIES:
Duties may include, but are not limited to:
Provide courteous and expeditious customer service to the general public and Agency
staff. Performs highly responsible professional and technical work in the administration
of a variety of economic development, redevelopment, housing and community
development programs, including, but not limited to: establishing effective short- and
long-term financing strategies, priorities, goals and objectives; organizing and directing
special projects; developing systems, policies and procedures to improve operation,
reduce expenditures and enhance service levels. Identifies financial opportunities to
leverage funds and stimulate development either through direct investment of Agency
operating funds or utilization of County, State and/or Federal funding programs.
Develops effective short- and long-range financing strategies and makes
recommendations to the Executive Director for the leveraging of funds to increase
ownership and rental housing stock; coordinates redevelopment program activities such
as project area planning, cost/benefit analysis, redevelopment plan composition, and the
utilization of special consultants to the Agency; ensures that projects/plans adhere to
federal, state and local laws and ordinances governing redevelopment and economic
development projects and activities; solicits participation by developers, contractors,
lenders and others in potential housing investment projects by offering technical
assistance and/or use of Agency funding as inducement; determines standards for
monitoring projects in which the Agency has invested and develops administrative
mechanisms to effect such monitoring standards; assumes leadership role to plan and

coordinate meetings and other necessary interactions between participants in proposed
projects; makes program recommendations regarding the allocations of available
resources among various types of potential projects; assists in managing and training staff
and coordinating assigned activities with City departments and other governmental
agencies; provides technical guidance as required; establishes and maintains work plans,
budgets and project schedules; performs both short- and long-range planning; assists in
overseeing and participates in the preparation of a variety of reports for other
governmental agencies; assists in the overseeing the negotiation, acquisition, clearance,
site improvements, relocation, condemnation and disposition of property; conducts a
variety of research to support redevelopment objectives, plans and activities; evaluates
multiple factors involving economics, community needs and land use in preparing
recommendations for the types of development appropriate for a redevelopment project
area; routinely adhere to and maintain a positive attitude towards City and Agency goals;
and perform, related duties as required.
MINIMUM EXPERIENCE AND QUALIFICATIONS:
The minimum combination of experience and qualifications for this position is as
follows:
Education
A Bachelor's degree or equivalent from an accredited college or university with major
course work in business administration, economics, urban planning, political science,
public administration or a closely related field.
Experience
Ten (10) years experience in community development, housing and redevelopment with
substantial management responsibilities including extensive involvement in negotiation
on contracts, and supervision of personnel.
Possession of a valid Class "c" California Driver's License. For out of State applicants,
a valid driver's license is required. A valid Class "C' California Driver's license must be
obtained within ten (10) days of appointment (CA Vehicle Code 12405c).

GENERAL QUALIFICATIONS:
Knowled2e of:
Principles, practices and procedures of California Redevelopment Law, (i.e.,
redevelopment plan adoptions, property acquisition, relocation, community planning,
community development and community rehabilitation); techniques used in the operation
of redevelopment, community development and rehabilitation programs, Federal, State
and local laws, rules and regulations related to redevelopment agencies and programs;
Federal and State funding development programs, such as Community Development
Block Grant Programs; principles of budget preparation and management; development
and professional services contracting, bidding procedures and contract administration;
principles of budget administration, supervision, training and personnel administration.
Ability to:
Formulate, evaluate and make recommendations on redevelopment, community
development and rehabilitation programs and policies; administer and monitor
development programs in accordance with Federal, state and local laws, rules and
regulations or directives; interpret, explain and apply Redevelopment laws, rules and
regulations; collect and analyze data and prepare both comprehensive and concise
reports; make effective oral presentations; assist with preparing and administering the
departmental budget; effectively represent the department/Agency with individuals and
community organizations concerned with redevelopment, community development and
rehabilitation programs; establish, foster and maintain positive, harmonious working
relationships with other employees, officials and the public; see in the normal visual
range with or without correction; hear in the normal audio range with or without
correction; exhibit normal range of body motion.
ORGANIZATIONAL RELATIONSHIPS:
The Deputy Director/Director of Housing and Community Development is a management
position in the Economic Development Agency. The Deputy Director/Director of
Housing and Community Development reports to the Executive Director, acts a

Executive Director ofthe Agency in his/her absence, exercises supervision over the
Housing and Community Development Division and may, from time to time, be assigned
by the Executive Director to direct the activities of the other divisions within the Agency.
