WRRIlRAg. on September 21, 1998, the Community Development
Commission ("Commission") adopted Resolution No. 5557 approving
revised Economic Development Agency of the City of San Bernardino
Personnel Policies and Procedures for all employees of the City of San
Bernardino Economic Development Agency ("Agency"), including Exhibits
"A", "B" and "C"; and
WRRVRAg. on October 5, 1998, the Commission adopted
Resolution No. 5558 approving amendments to Exhibit "A", Exhibit "B"
and Section 32 of the Agency's Personnel Policies and Procedures; and
WRRIlRAg, on June 16, 1999, the Commission adopted the
Agency's budget for the fiscal year 1999-2000 including changes in
Agency personnel; and
WRRIlRAg. the Commission now deems it desirable to amend
Exhibit "A", Exhibit "B" and Exhibit "C" to the Agency's Personnel
Policies and Procedures.
BOW. 'l'IIII:RElORE. BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT
COMMISSION OF THE CITY OF SAN BERNARDINO, AS FOLLOWS:
SECTIOR 1. The Commission hereby approves and adopts
Exhibit "A", Exhibit "B" and Exhibit "C", as amended, to said Agency
Personnel Policies and Procedures, both as attached hereto and
incorporated herein by this reference as if set forth in its entirety.
SECTIOR 2. This Resolution shall take effect upon the date
of its adoption.

JOB DESCRIPTION:
Under direction of the Community Development Commission Chairperson, plans,
manages, supervises and coordinates all of the functions of the Economic Development
Agency, including, but not limited to, redevelopment activity, economic development
activities, federal grant programs, and low-moderate housing fund programs.
Coordinates all economic development activities with City staff, and provides highly
complex staff assistance to the Community Development Commission Chairperson and
Commission Members; and perform related duties as required.
SPECIAL QUALIFICATIONS:
Requires a strong, self-motivation; a high degree of knowledge in economic
development, redevelopment, housing and federal matters; hands-on experience in
negotiations and management; a strong ability to be creative and innovative in furthering
the City's and the Agency's goals; and the ability to exercise independent judgment and
authority.
REPRESENT A TIVE DUTIES:
Duties may include, but are not limited to, the following:
1. Provide courteous and expeditious customer service to the general public and
Agency staff.
2. Plan, direct, manage and coordinate the goals and objectives of the Agency;
design and implement Agency polices and procedures necessary to provide
Agency services and further the Agency goals; prepare a statement of the Agency
objectives and time frames for the accomplishment thereof.
3. Manage, direct and supervise the Agency's economic development,
redevelopment and low-moderate housing fund activities; manage, direct and
supervise the Agency's federal grant activities.
4. Direct the preparation of the Agency's budget, financial needs and goals; approve
expenditures; develop plans for staffing, equipment, materials and supplies; direct
the preparation of Agency reports and studies, and make recommendations for
implementing necessary actions in response thereto.

5. Direct Agency activities to ensure compliance with City goals, policies and
procedures, as well as local, state and federal regulations and laws.
6. Direct, mange and supervise the providing of information and technical assistance
to the Community Development Commission, City Council, Committees, City
Departments, and City staff in matters related to the Agency's activities and
programs.
7. Act as the Agency's representative to outside agencies, the public, citizen groups,
and the business community to further redevelopment, economic growth and
revitalization efforts throughout the City, and to explain the Agency policies,
procedures, and goals and objectives.
8. Direct and coordinate all functions and divisions of the Agency so as foster
efficiency and cooperative efforts in furtherance of the Agency's goals.
9. Select and motivate senior staff; provide guidelines and procedures for the
selection and training of other staff; establish and supervise disciplinary and
termination procedures.
10. Negotiate with developers, local, state and federal agencies on redevelopment,
housing and economic developments, projects and programs; direct the
development of contracts and agreements in accordance with the negotiated
terms.
11. Routinely adhere to and maintain a positive attitude towards City and Agency
goals; and, perform related duties as required.
MINIMUM EXPERIENCE AND QUALIFICATIONS:
A Bachelor's degree or equivalent from an accredited college or university with major
course work in public administration, business administration, economics, urban planning
or a closely related field. A Master's degree is highly desirable.
Nine (9) years of broad experience in economic development, redevelopment, housing
and federal grant programs at a substantial responsible management level, including
supervision of personnel.

required.
REPRESENTATIVE DUTIES:
Duties may include, but are not limited to, the following:
1. Provide courteous and expeditious customer service to the general public and
Agency staff.
2. Plan, manage and coordinate the goals, activities, objectives and accomplishments
of the Development Division of the Economic Development Agency consistent
with the goals of the City and of the Agency; design and implement Division
policies and procedures necessary to provide Division services and further the
Agency's, the City's and the Division's goals; prepare a statement of the
Division's objectives and time frames for the accomplishment thereof.
3. Manage, supervise and perform development activities related to a wide variety of
economic development, redevelopment or housing projects or programs;
supervise and motivate staff in developing and implementing such programs and
projects.
4. Direct and review project activities, including funding sources, for property
acquisition, demolition, property disposition, relocation and project improvements
to ensure compliance with all rules, regulations, policies and procedures under
state, federal, local or redevelopment laws; ensure compliance of such activities
with Agency and City goals and objectives; oversee analysis of development or
redevelopment proposals and cost projections; secure and recommend project
funding sources.

5. Create a system of prioritized projects and proposed projects to effectively
allocate Agency assets consistent with Agency and City goals.
6. Negotiate development, land sales, land lease, consultant, contractor, and business
assistant agreements to promote new development within the redevelopment
project areas, and City wide.
7. Review and oversee activities to ensure compliance with City and Agency goals,
policies and procedures as well as local, state, and federal regulations; manage,
supervise and prepare appropriate reports and studies related to economic
development, redevelopment and housing activities; analyze report and make
recommendations for implementing necessary actions on programs as response
thereto.
8. Work with citizen groups, business groups, City Departments, the Community
Development Commission and various committees to provide any requested or
required information on activities, projects or programs; meet with members of
outside agencies, the public and the business community on issues related to

functions of the Administrative Services Division of the Economic Development Agency,
and provides staff assistance to the Executive Director. Directs, supervises and performs
a variety of professional-level municipal accounting and financial functions, and other
general administrative or operational activities. Plans, organizes, and administers a
comprehensive financial program, including maintaining financial records in accordance
with generally accepted accounting principals and in accordance with State and Federal
guidelines; proper financial reporting; maintains budgetary controls; auditing; research
activities and interpretations; operational and/or organizational analysis; fiscal and
quantitative analysis; research, development and implementation of policies, programs,
organization and work procedures; supervises Administrative Services Division staff; and
performs related duties as required.
REPRESENT A TIVE DUTIES:
Duties may include, but are not limited to, the following:
1. Provide courteous and expeditious customer service to the general public and
Agency staff.
2. Plan, manage and coordinate the goals, activities and objectives of the
Administrative Services Division consistent with the goals of the City and the
Economic Development Agency; design and implement Division policies and
procedures necessary to provide Division services and further the Agency's and
Division's goals.
3. Manage and supervise staff in the monitoring and reporting of all municipal bond
financing or other financial transactions, including tax allocation bonds, single
and multi-family mortgage revenue bonds, certificates of participation, taxable
and bonds and borrowings from conventional lenders. Assist with bond issuance.
4. Manage, organize, supervise and direct accounting and financial functions along
with the preparation of all appropriate reports to the Community Development
Commission, the State, the County, the Federal Government, or any other studies
or reports as required relating to housing, economic development, and/or
redevelopment activities; analyze reports and studies and prepare
recommendations for implementing necessary actions or programs in response.

5. Supervise and direct all accounting and compliance functions in conjunction with
the Low and Moderate Income Housing Fund, the Community Development
Block Grant Fund, Redevelopment Project Area Funds, the Main Street Program,
and other Federal or Agency programs, including the determination of valid
expenditures and revenues, investment of funds, and compliance with all
covenants and regulatory agreements.
6. Supervise the technical research, development and reporting of information to the
Community Development Commission, the Executive Director, and staff in
matters relating to investment activities, financial conditions, budget
considerations, the financial ability to implement Agency programs, and other
general administrative functions.
7. Supervise and direct the preparation of tax increment revenue cash flow analysis
for the redevelopment project areas; identify irregularities in tax increment
receipts and assessed property values; and monitor development project
completion to obtain valid projections of tax increment growth.
8. Coordinate the financial audit of the Agency in accordance with State and Federal
guidelines.
9. Supervise and direct the preparation of the Agency's budget and budget planning
activities, including providing information and technical assistance to the
Executive Director; review and monitor the budget and make appropriate
recommendations.
10. Supervise and assist with administration of contracts and agreements and the
covenants under such.
11. Research, develop, implement and report on various Agency activities or
functions as relating to contracts, financial information, financing activities,
bonds, and other technical or administrative activities; complex data collection
and interpretation; fiscal and quantitative analysis; and operations or
organizational analysis.
12. Routinely adhere to and maintain a positive attitude towards City and Agency
goals; and, perform related duties or work as required.

MINIMUM EXPERIENCE AND QUALIFICATIONS:
A Bachelor's degree or equivalent from an accredited college or university with major
course work in accounting, finance, business or public administration or a closely related
field. A Master's degree and/or a Certified Public Accounting license are desirable.
Seven (7) years of increasingly responsible professional experience, including substantial
management responsibilities, in accounting, contract compliance, grant accounting,
financial statement preparation, compliance reporting, budget and cash flow preparation
and fiscal operations. At least three (3) years of experience must be demonstrated in
direct supervision of subordinate personnel in some financial or accounting situation.
Governmental accounting is desirable.
Possession of a valid Class "C" California Driver's License. For out of State applicants,
a valid driver's license is required. A valid Class "C" California's Driver's license must
be obtained within ten (10) days of appointment (CA Vehicle Code 12405c).

JOB DESCRIPTION:
Under general supervision, is responsible for the general maintenance and operations of
all Agency owned property and buildings, including preventive maintenance,
landscaping, repairs, cleanliness and overall appearance. Perform set-up and clean-up
work required for Agency activities and sponsored and special events; and perform
related duties as required.
REPRESENTATIVE DUTIES:
Duties may include, but are not limited to, the following:
1. Provide courteous and expeditious customer service to the general public and
Agency staff.
2. Special events, sponsored events and Agency activities set-up, clean-up and
assistance as required; Court Street Square activities attendance and assistance.
3. Set-up and dismantling of stage and sound equipment, seating, tables and other
equipment and proper storage of such equipment; post event clean-up, repair and
maintenance.
4. Minor repair of, and preventive maintenance of, electrical, plumbing, irrigation,
restrooms, drinking fountains, light fixtures, sound systems; contacting outside
maintenance businesses as necessary for repair of Agency owned property and
buildings.
5. Regular sweeping, landscaping, litter removal, watering, weed abatement, graffiti
removal, restroom cleaning and stocking, tree pruning, plant replacement, and
other duties as required or necessary of Agency property and building and special
events.
6. Keep Court Street Square clean and attractive to present a positive image; change
kiosk for upcoming Court Street Square events.
7. Routinely adhere to and maintain a positive attitude towards City and Agency
goals; and, perform related duties or work as required.
