STAFF REPORT
SUBJECT:
Resolution of the Mayor and Common Council of San Bernardino ratifying submittal of
the Application for Waste Tire Cleanup and Amnesty Event Grant Funds from the
California Integrated Waste Management Board.
BACKGROUND:
The California Integrated Waste Management Board receives an annual appropriation
from the California Tire Recycling Management Fund to administer the Tire Recycling
Act and related legislation. In turn, the Board has allocated funds for the Waste Tire
Cleanup and Amnesty Event Program.
Funds allocated by the Board for the Waste Tire Cleanup and Amnesty Event Grant are
divided into two funding categories. Eligible costs for Waste Tire Cleanup Grant funds
are the cost of collecting, transporting and disposing of illegally dumped waste tires that
has occurred along public right-of-ways and/or illegal dump sites on public and private
property. The intent of this activity is to remediate threats to public health, safety, and
the environment. Eligible costs for Amnesty Event funds are collection, transportation,
and disposal of waste tires collected from residents at special collection events.
This is the City's first application for Waste Tire Cleanup and Amnesty Event Grant
Funds. Previously, the applicants were required to have existing illegally dumped waste
tire piles exceeding 1,000 tires located within the City. Quick response and removal of
illegally dumped tires by the City and the success of the City's Waste Tire Enforcement
Grant made the City ineligible during previous grant cycles.
Despite our efforts to eliminate illegally dumped tires, the City bears the responsibility of
properly disposing of 4,000 - 6,000 illegally dumped tires annually. In 2004-05 the City
remediated three illegal tire dumpsites that ranged in size from 50 to 700 tires, removing
an estimated total of 1,000 tires. All were considered a serious threat to public health
and safety due to the proximity to homes, businesses, and schools. The City also
handled the disposal of 2,500 tires illegally dumped in the public right-of-way and
another 1,000 illegally dumped tires found in small quantities during weekly clean ups of
vacant lots and properties.
Waste Tire Cleanup Grant Funds will be used to offset the disposal and hauling cost of
6,000 waste tires anticipated to be illegally dumped during the grant term. Amnesty
Event Grant Funds will be used to offset the disposal and hauling cost of 8,000 waste
tires anticipated to be collected from residents at two special waste tire collection events
to be hosted by the City. This will permit the City to continue the current education and
monitoring of waste tire generators and haulers.
The grant application deadline was February 10, 2006. The grant term is June 30, 2006
through June 30, 2007.
FINANCIAL IMPACT:
The total amount requested in grant funding is $39,480. Of this total request, $16,920 is
requested for Waste Tire Cleanup and $22,560 is requested for Amnesty Events.
There are no matching funds required by the City, however, personnel time and public
education materials are ineligible for grant funding of Amnesty Events.
The amount of matching funds indicated on the application will be used as a tiebreaker
in the event more funds are requested than available. The City has indicated a match
of $6,840 for Waste Tire Cleanup funds. This match is not expected to impact any City
budget as it is for personnel time for the identification of illegally dumped tires,
something Public Services staff already does. A match of $9,875 is indicated for
Amnesty Event funds for the following: $1,200 for personnel time to plan and conduct
collection events, $5,500 in advertising, and $3,175 for volunteer materials and
supplies. This match is also not expected to impact the budget because the activities
indicated are already regular activities conducted by Environmental Projects staff.
Staff recommends adoption of the attached resolution ratifying submittal of the
application for grant funds.

TIRE CLEANUP AND AMNESTY EVENT GRANT FUNDS FROM THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD.
WHEREAS, funds allocated are available from the California Integrated Waste
Management Board for grants to local government to pay the costs of cleanup,
abatement, or other remedial action related to the disposal of used whole tires; and
WHEREAS, the City proposes to implement a Waste Tire Cleanup and
Amnesty Event Program that involves collection and proper disposal of illegally
dumped waste tires and hosting Amnesty Events for the collection of waste tires from
residents. The City has demonstrated it has sufficient staff resources, technical
expertise, and experience with similar projects to carry out the proposed program;
NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND COMMON
COUNCil OF THE CITY OF SAN BERNARDINO AS FOllOWS:
SECTION 1. Ratifies the submittal of an application to the California Integrated
Waste Management Board for a Waste Tire Cleanup and Amnesty Event Grant
(attached hereto as Exhibit "A"). The Mayor of San Bernardino, or his designee, is
hereby authorized to execute in the name of the City of San Bernardino all necessary
contracts, agreements, and amendments for the purposes of securing grant funds and
to implement and carry out the purposes specified in the application.
SECTION 2. The authorization to execute the above referenced is rescinded if
it is not issued within sixty (60) days of the passage of this resolution.

\Vaste Tire Cleanup Project/Site Description
The City of San Bernardino operates an aggressive Waste TIre Management Program. Illegal tire piles are removed
qUIckly to alleviate the threat to publtc health and safety and also to discourage further illegal dumping. The Cny's
EnVIronmental Projects Staff coordinates the Waste Tire Enforcement Program, mOnItonng waste tire generators and
registered haulers within the City. The Clty's Waste TIre Enforcement Program has been funded by grants since 1996.

The City is requesting Waste Tire Cleanup grant funds to offset the disposal and hauling cost of 6,000 waste tires
anticipated to be illegally dumped during the grant term.
Waste Tire Amnesty Event(s) Description
City of San Bernardino residents wiII have the opportunity to dispose of waste tires at two Amnesty Events that wiII be
scheduled during the grant term. The first Amnesty Event will be conducted in the fall, coordinated with the annual
Citywide Clean up. The Annual Citywide Clean up and Amnesty Event will offer residents the convenience of dumping
excess waste at eight collection sites located throughout the City. Over 1,000 residents participate annually. Event sites
are staffed primarily with volunteers. The second Amnesty Event will be conducted in spring and will be coordinated with
an Electronics Waste Collection Event. Past E-waste Collection Events conducted within the City have attracted close to
1,000 participants.
The waste tires collected at the events will be hauled by the City of San Bernardino Refuse Division, an exempt tire hauler,
to BAS Recycling Inc. located in San Bernardino for processing as crumb rubber. Disposal cost was estimated at $2.82 per..
tire. The disposal cost per tire calculation: Disposal cost 0- Transportation cost divided by the number of tires collected.
The Amnesty Events will be coordinated by two Environmental Projects Assistants. An estimated 48 hours of combined
staff time will be dedicated to scheduling, planning, and conducting the events, recruiting and training of volunteers, and
developing and distributing public education materials.
Staff will develop a billing insert that will notify 42,000 residents of the Amnesty Events. The insert will serve as
admission to the event. Participants will be limited to four tires per address per event. Tbis form of direct advertisement is
economical and has proveci successful in the past. The insert will be distributed in bills one month prior to each scheduled
event. Additional promotion will include front page space in the "San Bernardino Recycles" newsletter promoting both
Amnesty Events. The newsletter is produced two times per year and is mailed to 71,000 households.
The City is requesting grant funds to offset the cost of disposal and hauling cost of 8,000 waste tires anticipated to be
collected during the two Amnesty Events.
