STAFF REPORT
DISCUSS AND TAKE POSSIBLE ACTION REGARDING FUNDING TO
REPAIR CABLE CANYON ROAD
Cable Canyon Road is located in the ,northwestern section of the City in
the Fifth Ward, The City annexed this area in 1972. San Bernardino
County documents indicate that the County, before annexation,
maintained Cable Canyon Road. The City presently considers Cable
Canyon Road to be a private road and, consequently, does not provide any
type of road maintenance.
During a winter storm in 2005, a large section of Cable Canyon Road was
buried with mud and debris, causing the road to become unusable for the
City residents of the area. The road remained in this condition for about
two weeks. Because of its private road status, the City could not provide
assistance to remove debris from Cable Canyon Road.
Recommended Action
That the Council and City staff discuss all of the issues involving Cable
Canyon Road and identify what actions the City can take to keep this road
open and driveable.

Mayor Valles and Councilman Kelley:
On March 3, you provided Supervisor Gonzales and other county officials with
a tour of Cable Canyon in northwestern San Bernardino. You showed us some of
the damage caused by winter. storms, including the burying of Cable Canyon
Road by mud and debris.
In the months that have followed, property owners and county and city
officials have discussed responsibility for the maintenance of Cable Canyon
Road. As part of this discussion, the City Attorney's office requested
copies of county documents that would show whether Cable Canyon Road was
county maintained prior to the city's annexation of the area in 1972.
Since Supervisor Gonzales met with you, Mayor, last Thursday, county
officials have located the requested documents in county archives.
Attached are county emails containing documents that show:
* Paso Robles Road was accepted by resolution into the county
maintained road system on June 30, 1957
* On July 16, 1962, Paso Robles Road's name was changed to Cable
Canyon Road.
* Cable Canyon Road was in the road book of county maintained roads in
1963 and 1971
I hope that these documents will enable the city to help the property owners
with their request that the road be cleared of mud and debris. If we can be
of any more assistance, please do not hesitate to call.

of the roadway system in the County dated June 30, 1957, on the following
page is the list of roadway showing Paso Robles Road as a maintained County
road. As you name this was change to Cable Canyon Road. If you have any

Page one of the attachment is the road book from 1963 showing .67 miles of
the road being maintained starting from Dement St.
Page 2 is from 1971 and shows that the city limits extended for half of the
road. Our maintenance was reduced to .42 miles
Page 3 is from 1972 and does not show the road in our system.
The remainder is LAFC 1039 which annexed the rest of the maintained road.

The estimated cost of constructing 3,000 linear feet of new road, 28 feet wide is
estimated to be $250,000.
The associated drainage is estimated at $120,000 and the grading required for the
roadway is estimated at $130,000, for a total estimated cost of $500,000.
This is a privately owned road and not maintained by the City, and currently serves 5
homes.
