Staff Report
Subject:
A resolution authorizing a Purchase Order to Ranch Rock Products for removal of
debris from the City owned Chestnut Debris Basin.
Background:
The City owns a debris basin in the Verdemont area. During the rainstorms last year
the Chestnut Debris Basin performed well and retained debris that flowed from the
mountain watershed to the north. At this time staff needs to clear the 30,000 cubic
yards of material in the basin so the capacity is restored for the coming rainy season.
Staff sought quotes for clearing the basin on a per cubic yard basis to remove material
from the basin and deposit it on an environmentally cleared receiving site within two
miles of the basin. Staff received five quotes for this work. They include:

Amer General
Winterton Construction
Weaver Grading
Corona
Rialto
Blue Jay
Riverside
Beaumont
$ 3.50 per cubic yard
$ 4.34 per cubic yard
$ 4.80 per cubic yard
$ 8.88 per cubic yard
$ 9.00 per cubic yard
Two local contractors were contacted, but declined to provide a quote for the work.
The work will require pumping water out of the basin in a controlled manner to not
impact downstream properties. Large rock will be separated for proper handling and
the remainder of the material will be transported for further processing off-site. Once
approved the work will start within 10 days and be completed over a 30-45 day period.
Ranch Rock has agreed to remove the material from the basin for the total of $100,000
based on their cubic yard estimate.
Financial Impact:
$100,000 for this project is contained in the Capital Improvement Program identified as
project no. SD-C, account no. 248-368-5504-7574
Recommendation:
Adopt resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO RANCH ROCK PRODUCTS FOR REMOVAL OF DEBRIS FROM THE
CHESTNUT BASIN LOCATED IN THE VERDEMONT AREA NORTH OF PALM
AVENUE IN THE CITY OF SAN BERNARDINO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Ranch Rock Products submitted the lowest quote for the
negotiated purchase for removal of debris from the Chestnut Basin located in the
10 Verdemont area, in an amount not to exceed $100,000.00. Pursuant to this
11 determination the Purchasing Manager is hereby authorized to issue a purchase order
12 to Ranch Rock Products not to exceed the amount of $100,000.00.

SECTION 2. The Purchase Order shall reference this Resolution No.2005-_
and shall read, "Ranch Rock Products for the removal of debris from the Chestnut
Basin north of Palm Avenue in the City of San Bernardino." P.O. No.

19 SECTION 3. The authorization to execute the above referenced Purchase
20 Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
