Synopsis of Previous Council Action:
Project was approved in the 2004/2005 CIP.
January 24, 2005, Mayor and Council approved Resolution 2005-19 awarding a Purchase Order
to Inland Acoustics, Inc. to re-roofthe restrooms at Anne Shirrells Park and Nicholson Park.

Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino awarding a
Purchase Order in the amount of $54,792, with a contingency amount of $10,000, for a total of
$64,792 to Quality Construction Management for the purchase and installation of three metal
roofs: two (2) metal roofs on restrooms located at Hudson Park and Colony Park and one (1)
metal roof on a picnic shelter located at Harrison Canyon Park.
Background:
The restrooms located at Hudson Park and Colony Park and the picnic shelter at Harrison
Canyon Park currently have composition roofs. Over the years, numerous sections have been
removed or painted with graffiti by vandals. As a result, the Department has standardized the
use of metal roofs on all new restrooms and picnic shelters constructed in the parks. Metal roofs
on these facilities will eliminate expensive repairs, extend the longevity of the roofs, and
improve the aesthetics of the parks.
A mandatory job walk was scheduled on September 21, 2005; only two contractors were in
attendance. Park staff provided the Purchasing Division with eight (8) roofing companies to
contact.
The Parks, Recreation and Community Services Department prepared the appropriate
specifications and the purchasing division of the Finance Department published and furnished
the RFQ documents to fourteen (14) vendors "including four (4) local vendors". RFQ
documents were advertised in the Sun Newspaper, San Bernardino Chamber of Commerce and
City web page. Proposals were publicly opened and declared on October 5, 2005.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
9 SECTION 1. That Quality Construction Management is the lowest and best
responsible bidder for purchase and installation of the three (3) metal roofs on two (2)
restrooms and one (I) picnic shelter for a total of $54,792, with a contingency amount of
$10,000, but such award shall be effective only upon being fully executed by both parties.
Pursuant to this detem1ination the issuance of a purchase order by the Purchasing Manager to
Quality Construction Management in the amount of $54,792 is hereby authorized and all other
quotations therefore are hereby rejected.
SECTION 2. The authorization to execute the above referenced Purchase Order is
rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
