Authorization to establish a 4- W ay Stop at the intersection of Belmont A venue and Magnolia
A venue.
Background:
Development Services staff received a request, via the Council Office, from the residents of the area
surrounding the intersection of Belmont Avenue and Magnolia Avenue. The requestors feel that
installation of a 4-way stop at this intersection will enhance traffic and school pedestrian safety in the
area of this intersection.
Both Belmont A venue and Magnolia A venue are classified as local residential streets within this area.
Belmont Avenue carries approximately 1,800 vehicles per day and Magnolia Avenue carries
approximately 1,200 vehicles per day at this intersection. Consequently, the request was evaluated in
accordance with City's Administrative Policy for Stop Sign Installation. The requestors circulated a
petition that was prepared by staff and signed by residents in the vicinity of the intersection.
Traffic Engineering section staff evaluated the request. Pursuant to the evaluation, staff has
determined that this intersection meets Warrant "B" of the Administrative Policy (see attachment).
This warrant is satisfied when sixty (60%) percent of the residents located within six-hundred (600)
feet of the proposed stop signs, sign a petition agreeing to their installation and that at least two
other criteria are met. In this case, criteria B-1 and B-ll are met. Part B-1 of the warrant is met
when a school is located within six hundred (600) feet of the intersection and the intersection is on
the suggested route to school. In this case, Caesar Chavez Middle School is located on the
southwest corner of the intersection. Part B-ll is met when the vehicle volume entering the
intersection exceeds 600 vehicles during anyone-hour period. In this case, the vehicle volume
entering the intersection is 752 vehicles between the hours of 7:00 a.m. and 8:00 a.m.
Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop
Signs, staff recommends the installation of a 4-way stop at the intersection of Belmont A venue and
Magnolia Avenue.
Financial Impact:
The estimated cost of $1,700.00 for installing the new stop signs will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.
