BACKGROUND The Protective Security Division (PSD) of the U.S. Department of Homeland Security is responsible for reducing the Nation's vulnerability to terrorism and deny the use of U.S. critical infrastructure and key resources (CI/KR) as a weapon. In support of this objective, the PSD has introduced the Buffer Zone Protection Plan (BZPP) grant program whose purpose is to make it more difficult for terrorists to conduct planning activities or successfully launch attacks from the immediate vicinity of CI/KR targets. The premise is that local law enforcement agencies are on the front line preventing, defending against, preparing, and mitigating the impacts of terrorist attacks against our Nation. The BZPP program is designed to increase the general protective capacity and preparedness of law enforcement agencies in communities surrounding CI/KR facilities by: 1. Establishing buffer zones around individual assets. 2. Developing Vulnerability Reduction Purchasing Plans (VRPPs) that identify equipment needed by local enforcement agencies to protect these assets effectively. 3. Provide local law enforcement agencies with the financial resources necessary to execute VRPPs. 4. Verifying and validating that equipment purchases are adequately mitigating vulnerabilities identified in the individual Buffer Zone Protection Plans (BZPPs). PSD, with the assistance of the State Administrative Agency (SAA), have identified and prioritized a list of CI/KR facilities within the county of San Bernardino. A key resource is defined as a publicly or privately controlled resource that is essential to the minimal operations of the economy and government. Critical infrastructure is defined as systems and assets so vital to the United States that the incapacity or destruction of such would have a debilitating impact on security, national economic security, national public health or safety or any combination of those matters. For the city of San Bernardino, the identified CI/KR facilities are the Inland Center Mall and the Carousel Mall. For each site, the police department is eligible to receive up to $50,000 for equipment necessary for the police department to increase its protective capacity and preparedness. In mid August 2005, Lieutenant Don Soderbloom worked with representatives from PSD to conduct the site evaluations necessary to develop the mandatory BZPPs for the Inland Center Mall and Carousel Mall. Each of the plans identifies a critical need to replace obsolete and RFCA/BZPP Grant October 17,2005 failing Motorola STX portable Handi- Talkie (HT) radios used on a daily basis by police officers who protect and respond to emergency and terrorist events in and around these two commercial centers. With BZPP grant funds the police department will be able to replace 28 radios with new Motorola digital XTS 5000 portable radios, chargers and spare batteries. The BZPPs have been submitted to the SAA for review, approval and funding of the requested equipment to meet their August 31, 2005 deadline. The BZPP's will also be distributed to mall management at each mall. FINANCIAL IMP ACT The City Council's ratification this grant application will save the General Fund $97,821 to replace obsolete portable radios that will need to be purchased over the next six to 12 months. The Police Department will be using a total of $97,821 in FY 2005 Buffer Zone Protection Plan Grant funds for this purchase. RECOMMENDA nON Adopt resolution. \. . . Penman, City Attorney { 1 -j /. {-j,-....? t- J c..~""1.-~ 2 San Bernardino Police Department FY 2005 Buffer Zone Protection Plan Grant Expenditure Plan Narrative Replacement Motorola Portable Radios The Police Department has 150 Motorola STX portable Handi- Talkie (HT) radios that have been issued to police officers, reserve police officers and support personnel. Motorola STX radios have been out of production since 1994 and Motorola no longer manufactures replacement parts for them. On the average 3-5 HT radios per month become inoperable and are taken out of service due to the lack of replacement parts. This number is expected to increase as they continue to age. Field personnel depend on HT radios for field communications when they are away from their vehicles. HT radios are essential to protect the safety of officers when encountering suspects and wanted persons. The cost of replacing 28 HT radios with new Motorola XTS 5000 radios, chargers and spare batteries is estimated at $97,820.80 ($3,493.60 each).
