within the Ci~' Limits so that fire responses by units can achieve the adopted level of 5 minutes or less 90
percent of the lime. This project will occur as funding is identi:fi.ed and allocated by the Mayor and Common
Council.

In order to ellliure that adequate fire service is available to the City, action must be taken to reduce the
current ratio of a vety high number of response incidents in ROme specific areas. A large number of these
emergency responses occur in the County contract areas that are serviced by the Ci~'. The mitigation of this
problem may t-e accomplished by eliminating the contract service areas which constitute 1/10 the area and
population of the City ~ not renewing the contract. Another solution would be to add additional personnel
and apparatus to the affected fire districts by increasing contract fees to reflect the :increased service needs.
County contract funding should pay for the required services. If this option is not acceptable to the Countyt
the contract should be terminated so as to maintain. an adequate level of service in City areas with the
resources cunently available. Ifappropriate action is not taken, City residents will experience a reduced
l(~vel of sexvice within the City Limits for a much greater cost than those indi\liduals receiving service in the
County contract areas.

The City of San Bernardino is divided into 5 geographical areas with a District
Commander (Lieutenant) responsible for the area. Each district is then divided
into smaller beats which have a patrol officer assigned whom is responsible for
the beat crime patterns (see map included).

There are no plans that would service Arrowhead Springs. If the project were to
go forward as proposed it would strain current police resources and viable
solutions would have to be discussed.

Library Services Questionnaire

1. Please describe existing library facilities within the City of San Bernardino in
terms of the square footage of the library, volume of the collection, capacity
and special services provided (i.e., community programs).
The San Bernardino Public Library is comprised of a Central Library and three
branch facilities. The following list includes square footage and figures for
collection size:

Each library facility provides free public-use internet stations, reference and
readers advisory services, weekly preschool storytimes, and children's and adult
programming. Selected facilities provide literacy tutoring, regularly scheduled
film showings for children and young adults, and public-use meeting facilities.

How are library service needs determined by the City (e.g., X square feet or
volumes/population)?
There is currently no formula in place to determine staffing, volumes, or library
facility square footage in relation to the population being served.

Are existing library facilities adequate to meet the community's needs?
The City currently has no long term plans in place for the scheduled repair and
upkeep of existing library facilities. Thus, all facilities are in various states of
disrepair, most notably in the areas of carpeting, painting and roof repair. For the
purposes of a California State Library bond measure, it was determined that new
branches would be desirable in both the Mountain Shadows and Verdemont!
Devore areas of the city and an expansion would be necessary for the Howard
Rowe Branch on Marshall and Sierra Way in North San Bernardino. The San
Bernardino Public Library is currently understaffed and poorly funded. The library
is currently in its second consecutive year without an allocation for library books.
The American Library Association's tool for rating public library service
(Hennen's American Public Library Ratings) places the San Bernardino Public
Library at a 30 percentile level based upon a 100 percent scale. The focus of the
HelUlen index is based upon circulation, staffing, volumes in the collection,
reference transactions and funding levels as compared to a city's population. In
addition, the library ranks very low among libraries in California based upon per
capita expenditures for library services.

4. Are there any planned additions to existing library resources or facilities? If
so, please list them.
There are no planned additions to existing library facilities at the present time.
However, the City intends to place a measure on the November 2005 ballot which
would focus on providing a secure basis for library operating funds_
5. What are the current sources of revenue for the library? Are new
deveiopments assessed fees? Ifso, in what 'alnount for residential,
commercial and industrial uses?
During fiscal year 2003/04, the San Bernardino Public Library received
$2,212,800 from local funding, $287,445 from state funding, and $167,319 in
federal funding. No development fees for the provision oflibrary service are
currently assessed.
6. To the best of your knowledge, for library facilities, has the level of need
increased, decreased, or stayed the same in recent years? If there have been
changes, please provide us with information about those changes, known
causes of the changes and time frame in which these changes occurred.
While circulation figures continue to decline at the City's library facilities, the
demand for service has remained consistently high. Detection gates at each
library facility record the number of patrons entering the building and those
figures attest to the need for library service. We attribute the decrease in
circulation to the fact that we have been unable to provide the public with current
books due to the inadequate funding level for library service. Moreover, usage of
our public use internet and word processing stations has also remained
consistently high.

Currently, there is no provision to insure adequate public library service to either
the University District or the Arrowhead Springs plans. As stated, both the
Verdemont/Devore area and the expansion of the Howard Rowe Branch had been
identified several years ago as areas where branch libraries needed to be built or
expanded.

The Pfanning Center has been retained by the City of San Bernardino to prepare an Environmental
Impact Report (EIR) for the City's General Plan (GP) Update; Arrowhead Springs and University District
Specific Plans (SP). The City of San Bernardino is located in southwestern San Bernardino County and
is generally bounded by the Cities of Rialto and Colton to the west, Loma Linda to the south, and
Highland to the east. The San Bernardino (1-215) Freeway traverses the central portion of the City, The
project includes a GP and the creation of new SPs for the University District and Arrowhead Springs,
The following is a summary of the three components of this project:
General Plan Update
Changes to the GP include revisions to all elements of the GP (with the exception of the Housing
element that was adopted in 2003), a Verdemont Area Plan that will provide focused General Plan
policies to help coordinate growth, access, and connectivity for the Verdemont area and the Tippecanoe
Baseline Infrastructure Plan, which will highlight infrastructure required to secure land uses in the study
area. Some of the major challenges addressed in the new General Plan include: maintaining and
enhancing the livability of San Bernardino's communities, revitalizing blighted or underused
neighborhoods and commercial corridors, analyzing and addressing growing infrastructure demands,
and creating long"range policies that convey the communities' expectations, There are very few land
use changes proposed in the GP, the most occurring in Arrowhead Springs. The thrust of the GP is on
policies and actions to help enhance and improve the City's image.
San Bernardino and its sphere of influence, including Arrowhead Springs, covers approximately 44,792,7
acres, of which about 38,244.1 acres is located within incorporated City boundaries. The incorporated
City's current population is approximately 196,273 and could potentially increase to approximately
271 ,653?t theoretical Buildout. Likewise, theoretical buildout within the City's sphere could result in 46,

The University District Specific Plan would serve as a tool to inter-connect the California State University,
San Bernardino (University) and the community; provide the opportunity for the City to capitalize on the
University's presence; and would help to define the City's image, This Specific Plan, however, would not
affect the statistical summary provided above and instead, focuses on aesthetic and connectivity
improvements within the SP area, Please refer to the University District Land Use Plan,
Arrowhead Springs Specific Plan
The majority of the Arrowhead Springs property is currently undeveloped. As of 2002, the developed
portion of the property consisted of less than 200 acres and approximately 300,000 square feet of
buildings including the historic 1939 hotel/spa resort, consisting of approximately 135 rooms, steam
caves, ten residential-styled bungalows, an historic swimming pool, tennis courts, outdoor theater,
meeting halls, and maintenance buildings, The Arrowhead Springs Specific Plan would accommodate
the development of the following on approximately 506 acres of the total 1,916 acres:

. The reuse and expansion of the Arrowhead Springs Hotel;
. Reuse and expansion of the Arrowhead Springs spa/resort;
. A 199-acre 18-hole public golf course;
. Multi-use open space (within the developed area) that would include amenities such as botanical
gardens, ornamental parks, thermal pools, outdoor entertainment, lighted tennis courts,
Olympic-size swimming, hiking and equestrian trails and a 64-acre public park;
. A community of distinctive residential neighborhoods;
. A 'village' commercial center surrounding an expanded Lake Vonette;
. A new 300 room hotel;
. A new conference center;
. An office location setting for corporate headquarters;
. New secondary access to 40th Street and
. Improvement of Harrison Street between 40th and 30th Streets.
The Arrowhead Springs Specific Plan allows for the demolition of 84,610 square feet of building spate,
while retaining 235,996 square feet of existing building space, including the historic hotel/spa facility. A
new 115-room annex would be added to the original hotel site and with all improvements are completed
the Arrowhead Springs Specific Plan would allow for a total of 600 rooms. There would be a total of
1,350 residential units constructed and 1,021,096 square feet of commercial space constructed, which
includes 250,000 square feet of office space. The remaining 1,400 acres of the SP would be preserved

as open space including the use of up to 28 acres for conditionally permitted agricultural uses such as
vineyards to serve as a firebreak (up to 100 feet wide in selected locations). To accommodate any new

1. What water service district(s) boundaries is the City of
San Bernardino located in? Who provides water service to
the City?
- City of San Bernardino Municipal Water Department (SBMWD)
- East Valley Water District covers the eastern portion of
the City of San Bernardino.
Arrowhead Springs?
Not in SBMWD service area. It is SBMWD' s understanding
that the Arrowhead Springs area will be forming one or more
mutual water companies they own controlling stock in to
provide water service to their properties.
2. Are there currently any deficiencies in the water system in
the City of San Bernardino?
The SBMWD is currently experiencing an increase in the
number of applications for water service due to rapid
development and as a result, the SBMWD is currently
updating its water distribution master plan. The pending
master plan update will contain revised infrastructure
figures to address the rapid development within SBMWD's
service area, especially in the northwest service area.
The SBMWD has a limited supply of water in the northwest
service area and is addressing this issue with future
infrastructure improvements to move water from the southern
portion of the service area basin to the northwest.
3. From what sources does the District obtain its water supply
and in what quantities?

pertaining to our production, boosting, and storage

6. Do you anticipate any adverse environmenta1 impacts

mitigation or conservation measures wou1d you suggest?
The SBMWD anticipates its estimated annual water demand
to increase from its current production rate of
approximately 45 ac-ft per year to approximately 80 ac-ft
per year if as the SBMWD service area reaches full
buildout. As a result, the SBMWD will have to increase
water production. In order to potentially decrease the
water demand due to development within the service area,
water demand conservation measures can be implemented.
Conservation can be viewed as a tangible resource of
water that the SBMWD can control through properly
implemented rules and regulations pertaining to water use
and enforced by the City of San BernardinoTs Planning and
Building permit process. Conservation efforts can be
focused on outdoor water use habits of the SBMWD
customers since outdoor use accounts for the greatest

Enclosed are three copies of the San Bernardino Municipal Water
Department's (Department) 2000 update to the Urban Water
Management Plan (Plan) for the planning period 2000-2020. The
Plan was adopted by the Board of Water Commissioners on February
19, 2002; a copy of the Resolution adopting the Plan is included
as Appendj,x A.
Our Department overlies the southwestern portion of the San
Bernardino Bunker Hill Groundwater Basin. This groundwater
basin provides 100 percent of our water supply, and has an
estimated 5 million acre-feet of groundwater in storage.
We are a member agency of the San Bernardino Valley Municipal
Water Department (SBVMWD), and occasionally have received
imported State Project Water (SPW) from the SBVMWD for
groundwater recharge in specific subbasins.
We have established guidelines for water conservation and an
enforcement plan as a part of our resolution adopting the 2000
Plan update. Water shortages have not been experienced by our
Department and are not anticipated within this planning period
based on current growth projections, hydrologic conditions, and
the amount of groundwater in storage in the San Bernardino

Good Morning,
The Planning Center is currently working on the General Plan Update
for
the City of San Bernardino. We are also preparing an EIR and will
address existing SCE services for the planning area. The EIR would also
evaluate the potential impacts for of the proposed land use changes.
As part of the CEQA process, we will be sending out a service letter
and request for information about SeE services. The letter will be

Storm drains and Runoff
AHS does have an existing underground storm drain system: all roads have
either curbs or gutters which directs runoff to an underground storm drain.
For example, the main road into the property from 1-18 to the hotel is curbed;
the balance of roads have gutters and/or directional curbs that move runoff
to an underground drainage network.
