DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND ESTABLISHING A FOUR-WAYSTOP AT THE INTERSECTION OF VALENCIA AVENUE AND PARKDALE DRIVE. This intersection is currently controlled by two-way stop signs on Parkdale Drive. Valencia Avenue has a posted speed limit of 45 mph in this area, while Parkdale A venue does not have a posted speed limit there. Neighboring residents have previously requested that the City install four-way stop signs at this intersection. Neighboring residents are concerned about drivers speeding north and south on V alencia Avenue at unsafe speeds. Between January 1, 2003 and September 29,2005, Police Department records show five traffic accidents reported at this intersection, three of which involved personal injuries. Less than five years ago, two young persons were killed at a traffic accident at this intersection. Less than thirty days ago another traffic accident occurred at this intersection. Last Tuesday night, a dog belonging to a V alencia Avenue resident was killed by a motorist at this intersection. Last Wednesday night, another dog belonging to a V alencia Avenue resident was killed by a motorist at this intersection. The neighboring residents are circulating a Petition supporting the four-way stop signs which will be presented to the Mayor and Council. We respectfully request that the Council approve the establishment of a four- way stop at Valencia Avenue and Parkdale Drive before another person gets killed in a traffic accident at this intersection. Staff Report . . Subject: Resolution ratifying the execution of an emergency purchase order to Guzman Construction for the repair and/or clean out of approximately six hundred and eighty feet of the Meyer Road storm drain. Background: During the period December 27, 2004 through January 11, 2005 severe storms and flooding resulted in debris including dirt and rocks which accumulated, in the Meyer Road area in the City of San Bernardino. The storm drain along Meyer Road to Meyer Canyon Wash is plugged. The storm drain runs from Little League Drive six hundred and eighty feet to Meyer Canyon Wash. The storm drain runs along the south side of Meyer Road from Little League Drive on the east to the Meyer Canyon Wash on the west. The project will clear debris from the Meyer Road Storm Drain. Per Federal Emergency Management Authority Presidential Declaration Guidelines, the Public Services Department staff was given approximately six-weeks to complete the Meyer Road project. City staff solicited bids from qualified contractors in an attempt to complete the project within the original timeline. National Plant was originally awarded the project. However, at a pre-construction meeting held on July 27, 2005, National Plant informed City staff they would not be able to schedule the work within the necessary timeframe. Subsequent attempts were made to procure other bids from qualified vendors. Guzman Construction was the sole respondent. Guzman's bid was below the National Plant bid submitted to FEMA and approved by FEMA so funding was adequate. Due to the inability of National Plant to commence work within the emergency schedule, the original project timeline for completion could not be met. Therefore City staff requested and was granted an extension to complete the project by September 4, 2005. The work has been completed and staff is now seeking Council ratification of staff efforts, under Municipal Code Section 3.04.075 Emergency purchases which states, in case of an emergency, which is so urgent as to preclude advance action by the Mayor and Common Council and which requires purchases of supplies, materials, equipment or contractual services, the City Administrator shall have the authority to authorize the Purchasing Agent to secure in the open market at the lowest obtainable price any such supplies, materials, equipment or contractual services. This emergency authority shall extend to all purchases, irrespective of the fact that the amount might exceed the authorized limitation for open market purchases. In all instances a full explanation of the emergency circumstances shall be filed with the Mayor and Common Council. Financial Impact: Funds for this project are available in the FY 2005/2006 Account No. 004-431-5505-5073 for a cost of $185,549.71. Per the FEMA Project Worksheet Report the City of San Bernardino will be reimbursed seventy- five percent (75%) of the final project cost, which would not exceed $139,162.28. Recommendation: Adopt resolution.
