Staff Report
Subject:
A resolution authorizing the execution of a purchase order to Advanced Infrastructure
Technologies for a used 2005 Chevrolet express van complete with CCTV camera
equipment to be utilized by the Sewer Line Maintenance Division.
Background:
The Sewer crews have no means to video the City's many miles of sewer lines for
cleaning or repair. This unit will replace the old camera system that is no longer
operational, and has been removed from service.
Staff has evaluated numerous brands of this type of equipment from various
manufacturers. It was determined that the Advanced Infrastructure Technologies unit
was the best unit for the City's needs at the most reasonable price.
There are no local dealers for this type of equipment. Fleet staff obtained a quote from
Advanced Infrastructure Technologies for a new unit that meets the Sewer crew
specifications with the following results.

During this process Fleet staff was contacted by Advanced Infrastructure Technologies
about a slightly used demo unit with a number of additional options that the unit quoted
above does not include. The city was offered a price of $123,373.75 including tax. This
used unit has 5,000 miles and includes many options, including a back-up camera that
would be advantageous to the Sewer Line Maintenance Division at substantial savings
to the City. These additional options if ordered, would increase the new unit price
quoted above by $9,700, for a total price of $145,465.60. This machine is a 2005 demo
unit that includes the full factory warranty of one year from the date of purchase for all
camera equipment, and three year 36,000 mile warranty on the vehicle. This vehicle is
on the approved Cal/EPA (air resources board) 2005 certified list of vehicles. Fleet staff
has inspected this machine, and it is the Fleet Manager's opinion that this is an
excellent opportunity for the City.
Attached for your review is the quote from Advanced Infrastructure Technologies
including technical specifications delineating the model, parts, and W,----L.. &_- 'I-.~

Section 3.04.0701, Negotiated Purchases states: "At the discretion of the City
Administrator, the Purchasing Agent may authorize the purchase of technical or
specialized supplies or equipment by competitive negotiations when such a method of
purchase would be more advantageous to the City, and anyone of the following
conditions exists:"
1. "The supplies or equipment are such that suitable technical or performance
specifications are not readily available;"
2. "The City is not able to develop descriptive specifications; or"
3. "The quality of the supplies and equipment cannot be accurately determined by
reference to their specifications alone."
As this is a used piece of equipment and specific technical specifications cannot be
developed for a competitive bid, it meets both #1 and #2 of the above stated purchasing
code conditions. Staff is therefore recommending approval of a purchase order in the
amount of $123,373.75 to Advanced InfrastuctureTechnologies for a used 2005
Chevrolet express van complete with CCTV equipment.
Financial Impact:
Funds for this request are available in FY2005/2006 Account No. 132-431-5704,
Miscellaneous Equipment.
Recommendation:

Dear Eli and John,
We have discussed the possibility of the City purchasing AIT's demonstrator CClV vehicle. The unit is
in first class operating condition and will be offered as follows:

Payment Terms: Payment is due upon delivery to and acceptance of the unit by the City.
This is likely an excellent solution for the City's needs for a CClV inspection vehicle, including the
industry leading reporting software. The Truck itself only has approximatley 5,000 miles on it, is built on
a 2005 Chassis, was commissioned in 2005, and is still covered of course by General Motors original
factory warranty for the balance of 36,000 miles or three years. All the internal components, including
the camera system and related accessories will be delivered with an "as new" original 1 year warranty on
defects in materials and workmanship from date of the purchase by the City.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO ADVANCED INFRASTRUCTURE TECHNOLOGIES FOR A USED 2005
CHEVROLET EXPRESS VAN COMPLETE WITH A CCTV CAMERA SYSTEM TO
BE UTILIZED BY THE SEWER LINE MAINTENANCE DIVISION.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Advanced Infrastructure Technologies submitted the lowest
quote for the negotiated purchase of a used 2005 Chevrolet express van complete
with a CCTV camera system in the total amount of $123,373.75. Pursuant to this
determination the Purchasing Manager is hereby authorized to issue a purchase order
to Advanced Infrastructure Technologies in the amount of $123,373.75.
SECTION 2. The Purchase Order shall reference this Resolution No.2005-_
and shall read. "Advanced Infrastructure Technologies - Purchase of used 2005
Chevrolet express van complete with CCTV camera system" P.O. not to exceed
$123,373.75 and shall incorporate the terms and conditions of the purchase order.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
