Backe:round: Development Services staff received a request from the City Council Office to evaluate the intersection of California Street and 16th Street for a 4-way stop. The Council Office has received several complaints from citizens expressing concern over traffic/pedestrian safety and the number of accidents that have taken place at this intersection. The complainants feel that installation of a 4-way stop at this intersection will improve safety. Since both California Street and 16th Street are classified as collectors in this area and the total approach volumes entering the intersection are approximately 19,400 vehicles per day, the standard warrants for installation of multi-way stop signs were used. The evaluation found that the intersection meets "accident" warrants (Warrant A-1.2). Accident warrants are met when there are five (5) or more right angle and/or turning movement accidents in the recent twelve (12) month period. At this intersection there were eight (8) such accidents between January 1, 2005 and December 31, 2005. Consequently, staff recommends that the attached Resolution be approved authorizing the installation of a 4-way stop at the intersection of California Street and 16th Street. The attached Resolution contains a correction as following: Subsection" 15.5" (16th Street) is being updated to include stop signs that were installed as part of a new development that took place between State Street and California Street. Financial Impact: The estimated cost of $ 1,400.00 for installing the new stop signs will come from Account No. 001-402-5111 (Street Maintenance). Fred Wilson, City Administrator ~\.~ /"L . , . .. ~' Mark Lancaster, Deputy Director/City Engineer I 'J~ (: j/ fj( 1 " JiLL" "".J' To: Subject: California Street at 16th Street - Proposed 4-Way Stop Date: January 18, 2006 Copies: James Funk, Development Services Director; Jorge Carlos, Executive Ass't to Council; File 13,IRI Councilman Jolmson is requesting authorization to install a 4-way stop at the intersection of California Street and 16th Street Since this item is coming directly from the Council Office, we are providing you with additional background relative to this request In Councilman Johnson's report, he notes that 16th Street is currently controlled by two-way stop signs, California Street is a two-lane road, 16th Street is a tour-lane road, new homes have been built on the east side of the intersection which has increased the intersection traffic, there are often over 19,000 vehicles traveling thought the intersection in a 24 hour period, and notes accidents at or near the intersection and speeding complaints. Councilman Johnson requested that the City's engineering staff evaluate this intersection for a 4-way stop. A study of the intersection was completed; however, based on the data collected and our engineering evaluation, staff recommended against the installation of a 4-way stop because the intersection does not meet warrants at this time. Specifically, the delay warrant on the "minor" leg of the intersection (16th Street) did not meet the City's adopted minimum standard of 21 seconds of delay, On May 4, 2005, delay was measured at 19.6 seconds. Delay was measured again on November 21,2005, and was measured at 19.8 seconds. Engineering staffs investigation indicates that traffic volume, accidents, and/or delays do not meet warrants. Regarding speeding, the "Manual on Unitorm Traffic Control Devices for Streets and Highways" states as guidance: "STOP signs should not be used for speed control." It was further suggested that the current concerns being experienced at the intersection could be temporary and are due to the State Route 210 construction project currently underway inthis area. As a result of the construction, State Street is now closed and is scheduled to reopen in mid March.
