Synopsis of Previous Council Action:
During the 2005-2006 budget hearing on June 16th, Police Chief Garrett Zimmon was asked
for Arrest Statistics. No action was taken.
Recommended Motion:
That the Council receive and file the information Chief Zimmon will present at the Council
meeting of July 5th, 2005.

Formal Written Request:
During the June 16th budget hearing, the issue was raised about crime and arrest statistics as the Council
discussed hiring additional police officers and how the new officers would be implemented. When Police Chief
Zimmon was directly asked by Councilman Kelley, "The Chief is here. Let's ask him. Chief Zimmon, have
arrests gone down? Chief Zimmon said he did not come prepared to answer that question. The Chi~f said,
however, they are not significantly down, but they're probably very close to last year's arrests.
Because it is important that the Mayor and Common Council, as well as the public, are aware of the current
crime and arrest statistics, I have formally requested that Police Chief Zimmon present to the Council, at the
July 6th Council meeting, various statistics as delineated below. These statistics, I have been told, have already
been reported to the F.B.I., and that all of these requested statistics are public records according to State Law.
It is necessary to be fully informed about the increase or decrease in crime over the past six years, so that
when the 10 new officers that the Mayor and Common Council approved in the 2005-2006 budget are hired
they can be more effectively deployed.

Dear Chief,
At the June 16th Budget hearing you had not received prior notification and
therefore you were not prepared to present the arrest information requested. I have
compiled a list of questions that I would appreciate you being prepared to answer
with the actual statistics requested.
As you know, I am very concerned about crime and law enforcement in both the
ih Ward and the City as a whole. I am not satisfied with funding only ten new
officers in the 2005-2006 budget. I will work diligently with the Mayor and my
colleagues to get the other fifteen officer positions that will give our Police
Department the necessary personnel to solve and prevent the types of crime our
City has suffered from over the past few years.
I respectfully request that you make a presentation to the Mayor and Council at the
July 5th Council meeting. It will be a supplemental agenda item. I would appreciate
it if you would provide the information in the format requested as contained in the
attached agenda item and staff report.
If you will not be available on July 5th, could you please have another member of
your command staff make the presentation?

In response to the June 30th letter prepared by Councilwoman Wendy McCammack,
attached is the statistical information as outlined in the Request for Council Action. Due to
personnel constraints, "ticket" information is not available due to a backlog of data entry.
By way of information, a call for service comparison was completed for January 1 - May
31,2oo4.vs.2005. It revealed that 2005 calls for service were down from 44,196 to 40,091,
an approximate 10 percent reduction.
