Resolution authorizing the Purchasing Manager or designee to issue a purchase order to
Johnson Equipment Co. for a fire department command vehicle.
BACKGROUND
On May 3, 2004, the Mayor and Common Council approved resolution #2004-121,
ratifying participation in the FY 2004 Homeland Security Grant Program budget detail
worksheet in the amount of $84,291. The amount awarded is to purchase a mobile
command vehicle and communication equipment for the vehicle.
A Request for Quote (RFQ) #F 05-32 was issued to solicit bids for a fire department
command vehicle. Notices inviting bids from qualified vendors for the fire department
command vehicle were distributed to the San Bernardino Area Chamber of Commerce,
the City's Web Site, and advertised in The Sun Newspaper. RFQ #F 05-013 packages
were requested by twelve (12) vendors and two (2) bid responses were received
(attachment A):

The sole vendor that submitted a bid proposal to the City is Johnson Equipment Co.
Staff has reviewed the quote submitted by Johnson Equipment Co. and finds that it
meets required specifications. The Fire Department is recommending that the City
award RFQ #F 05-32 to Johnson Equipment Co. Attached for your review is the bid
from Johnson Equipment Co. delineating the model, parts, and warranty for the fire
department command vehicle (attachment B).
FINANCIAL IMPACT
The total amount to be awarded to Johnson Equipment Co. for the fire department
command vehicle is not-to-exceed $60,338.60. The Department of Homeland Security
Grant FY 2004 funds (123-716-5701) will be utilized for the procurement of the
vehicle. There is no financial impact to the General Fund.

Purchasing Manager or designee is authorized to issue a Purchase Order to Johnson Equipment

Co. for one (1) fire department command vehicle in the total amount of$60,388.60;
SECTION 2. Johnson Equipment Co. Purchase Order shall incorporate by reference this

rescinded ifit is not issued within sixty (60) days of the passage of this resolution.

I. INSTRUCTIONS TO BIDDERS
A. Examination of Bid Documents
1. By submitting a bid, the Bidder represents that it has thoroughly examined and
become familiar with the items required under this RFQ and that it is capable of
quality performance to achieve the City's objectives.
2. The City reserves the right to remove from its mailing list for future RFQs, for an
undetermined period of time, the name of any Bidder for failure to accept a
contract, failure to respond to two (2) consecutive RFQs and/or unsatisfactory
performance. Please note that a "No Bid" is considered a response.
B. Addenda
Any City changes to the requirements will be made by written addendum to this RFQ.
Any written addenda issued pertaining to this RFQ shall be incorporated into the tenns
and conditions of any resulting Purchase Order. The City will not be bound to any
modifications to or deviations from the requirements set forth in this RFQ as the result of
oral instruction.
C. Clarifications
1. Examination of Documents
Should a Bidder require clarifications of this RFQ, the Bidder shall notify the City
in writing in accordance with Section C.2 below. Should it be found that the point
in question is not clearly and fully set forth, the City will issue a written
addendum clarifying the matter, which will be sent to all persons who have
requested the RFQ.
2. Submittinl! Requests
a. All questions, clarifications or comments shall be put in writing and must
be received by the City no later than April 26, 2005, and be addressed as
follows:

b. The exterior envelope of all requests for clarifications, questions and

3. City Responses
Responses from the City will be communicated in writing to all recipients of this
RFQ, and will be postmarked no later than May 2, 2005.
D. Submission of Bids
1. Date and Time
All bids are to be submitted to City of San Bernardino, Attention: Sheila A.
Futch. Bids received after 2:30 PM, Monday, 2005, will be rejected by the City as
non-responsive.
2. Address

3. Identification of Bids

4. Acceptance of Bids
a. The City reserves the right to accept or reject any and all bids, or any item

b. The City reserves the right to withdraw this RFQ at any time without prior
notice and the City makes no representations that any contract will be
awarded to any Bidder responding to this RFQ.
c. The City reserves the right to postpone bid opening for its own
convenience.
E. Pre-Contractual Expenses
Pre-contractual expenses are defined as expenses incurred by the Bidder in:
1. preparing its bid in response to this RFQ;
2. submitting that bid to City;
3. negotiating with City any matter related to this bid; or
4. any other expenses incurred by the Bidder prior to date of award, if any, of the
Agreement.
The City shall not, in any event, be liable for any pre-contractual expenses incurred by
Bidder in the preparation of its bid. Bidder shall not include any such expenses as part of
its bid.
F. Contract Award
Issuance of this RFQ and receipt of bids does not commit the City to award a Purchase
Order. The City reserves the right to postpone bid opening for its own convenience, to
accept or reject any or all bids received in response to this RFQ, and to negotiate with
other than the selected Bidder(s) should negotiations with the selected Bidder(s) be
terminated The City also reserves the ri!!ht to apportion the award anion!! two or
more Bidders.
G.
Acceptance of Order
The successful Bidder will be required to accept a Purchase Order in accordance with and
including as a part thereof the published Notice Inviting Bids, and the RFQ documents
including all requirements, conditions and specifications contained therein, with no
exceptions other than those specifically listed in the written purchase order.

TECHNICAL SPECIFICATIONS

FIRE DEPARTMENT COMMAND VEHICLE
NOTICE : "SPECIAL INSTRUCTIONS TO THE BIDDER"
GENERAL INTENT
It is the intent of these specifications to cover the furnishing and delivery to the purchaser of a
complete command vehicle as hereinafter specified With a view to obtaining the best results and
the most acceptable vehicle for use in the fire department these specifications cover only the
minimum requirements as to the type of construction the vehicle must conform to.
Bids shall only be accepted from companies which have an established reputation in the field of
fire and police vehicle construction. The complete conversion process shall be completed in one
facility for sole source warranty.
Each bidder shall furnish satisfactory evidence of their ability to construct the vehicle specified
and shall state the location of the facility where the vehicle is to be built. The company shall also
show that they are in a position to render prompt service and to furnish replacement parts for
said vehicle.
Each bid shall be accompanied by a set of contractor's specifications written in their text. Word
for word copies of these specifications will not be accepted
QUALITY AND WORKMANSHIP
The design of the vehicle must embody the latest approved engineering practices.
The workmanship must be of the highest quality in its respective field Special consideration
shall be given to the following points: accessibility of the various components which may require
periodic maintenance, ease of operation, and symmetrical proportions.
WARRANTY
The complete package being bid on shall carry a minimum of a one year parts and labor
warranty. This warranty shall cover components, electrical system, and etc. The bidder shall
supply a copy of the warranty certificate at the time of bid. (NO EXCEPTION)

SECTION 1- VEHICLE AND EMERGENCY EOUlPMENT
VEHICLE SPECIFICATIONS
The vehicle shall be a model year 2005, or current available model year, new and unused
Chevrolet Tahoe or GMC Yukon. The vehicle shall be a 1500 four wheel drive model. The
vehicle shall be equipped with a rear lift gate. Model year being bid shall be listed in bid
documentation (NO EXCEPTIONS).
VEHICLE MODEL
The vehicle shall be equipped with the ISJ preferred equipment group. The base model with
upgraded options will not be acceptable (NO EXCEPTIONS). No deletions to the standard
package will be allowed as well, except as directly specified
WHEELBASE
The vehicle shall have a minimum wheelbase of 115.9".
OVERALL LENGTH
The overall length of the vehicle shall be no greater than 199".
VEHICLE ENGINE
The vehicle shall be equipped with the Vortec 5300 (325 c.i) V8 engine with sequential fuel
injection. The engine shall have 295 hp at 5200 rpm and 3351b-ft of torque at 4000 rpm. The
engine shall meet California smog standards and be equipped with the largest oil cooler available
from the factory.
VEHICLE TRANSMISSION
The vehicle shall be equipped with a heavy duty four speed electronically automatic overdrive
transmission. The vehicle shall be equipped with the largest transmission oil cooler available
from the factory.
TRANSFER CASE
The vehicle shall include the autotrac electronic shift transfer case. The transfer case when set in
automatic made will automatically switch 4wd on or offwith loss and gain of traction.
EXHAUST
The exhaust system shall be an aluminized stainless steel system.

The fuel tank shall be a minimum of 26 u.s. gallons.

The gross vehicle weight shall be a minimum of 6800 lbs.
FRONT SUSPENSION
The front suspension shall be of a torsion bar design with stabilizer bar.
REAR SUSPENSION
The rear suspension shall be of a multi link coil spring design with stabilizer bar.
REAR AXLE
The vehicle shall be equipped with a heavy duty single speed locking differential. The ratio shall
be 4.10.
BRAKE SYSTEM
The vehicle shall be equipped with power front and rear disc brakes. The vehicle shall be
equipped with four wheel anti-lock brakes. The vehicle's front rotors shall be 12" diameter x
1.1' thick with a swept area of213.4 sq. inches and the rear rotors shall be 12.9" diameter x 1.2"
thick and shall have a swept area of 223.7 square inches.
POWER STEERING
The vehicle shall be equipped with power assisted recirculating ball steering with a ratio of
12.7: 1. The vehicle shall have a turning radius ofless than 40 feet
TIRES AND WHEELS
The vehicle shall be equipped with P265170R-16 blackwall all season tubeless tires. The vehicle
shall be equipped with cast aluminum wheels and chrome plated hub covers. The vehicle shall be
equipped with a full size spare steel wheel and tire mounted under the rear frame of the vehicle.
The vehicle shall include a tire pressure monitor in the factory installed driver infonnation
center.
TOW HOOKS
The vehicle shall be equipped with two factory installed front tow hooks.

SKID PLATES
The vehicle shall include a factory installed skid plate package. The skid plates shall protect the
front under body, transfer case, oil pan, and front differential.
TRAlLERING PACKAGE
The vehicle shall be equipped with the factory trailer towing package. This package shall be
included so that the vehicle is equipped with the largest available coolers and electrical systems.
The trailering package shall include the towing platform and a seven wire trailer wiring harness.
AIR CONDITIONING
The vehicle shall be equipped with factory tri-zone air conditioning. The freon shall be the non-
ozone depleting R134A refrigerant.
MIRRORS
The outside mirrors shall be heated electric fold away type mirrors. The mirrors shall be
electrically adjustable from the driver's seat. The inside rear view mirror shall be an automatic
dimming type, to reduce glare at night.
KEYLESS ENTRY
The vehicle shall be equipped with the factory keyless entry package. The keyless entry shall
include 2 remotes and 2 keys.
WINDOW TINTING
The vehicle shall be equipped with the factory deep ray solar tinted glass. This deep tinted glass
must be installed to block the sunlight from damaging the interior woodwork.
POWER WINDOWS
The vehicle shall be equipped with factory power windows with the express down feature.
WINDSHIELD WIPERS
The vehicle shall be equipped with intermittent wet arm type wipers with pulse washer system.
The rear liftgate shall include a wiper and washer.
ELECTRIC REAR WINDOW DEFROSTER
The vehicle shall include an electric rear window defroster.

SEATING
The vehicle shall be equipped with a front bench seat and one rear seat. The vehicle interior shall
be gray/dark charcoal cloth seating. The driver's seat shall be a six way power seat.
SUPPLEMENTAL RESTRAINT SYSTEM
The vehicle shall be equipped with driver and passenger side front dual stage air bags. The
passenger side airbag shall be disabled with a keyed switch due to the MOC installation. The
driver side airbag shall remain fully functional.
HEADLAMPS
The headlamps shall be dual composite replaceable halogen head lamps. The vehicle shall have
automatic daytime running lights with automatic lighting controls.
FOGLAMPS
The vehicle shall be equipped with halogen rectangular foglamps.
BUMPERS

The vehicle shall be equipped with chrome plated front and rear bumpers. The rear bumper shall
be a factory step bumper.
PAINT

The vehicle shall be painted the factory Victory Red. After market paint jobs will not be
accepted. (NO EXCEPTIONS)
LUGGAGE RACK
The vehicle shall include factory installed roof rack side rails. No center rails will be included.

LETTERING
I
The vehicle shall be equipped with 22k large engine turn gold leaf lettering with a black drop
shadow. The Gold Leaf Lettering shall consist of "SAN BERNARDINO" in an arch above the
reflective stripe. The word "CITY" in Gold Leaf Lettering on the reflective stripe and "FIRE" in
Gold Leaf Lettering below the stripe. The left side of the rear liftgate shall have 9 inch tall letters
"SBFO" in 3M680-10 and the right side of the rear liftgate shall have "BOO" along with a 3
digit unit number in 3M 680-10 reflective vinyl. The lettering design shall be similar to the

current Chevrolet Tahoe's. A CAD drawing of the graphics shall be submitted at the time of bid
(NO EXCEPTIONS)
STRIPING
The vehicle shall be equipped with a 4" 680-10 3M reflective white stripe. The stripe shall be
placed midway up the side doors of the vehicle and raise above the rear fenders utilizing a
digitally printed (shadowed) S-ribbon type stripe to raise the level of the stripe to clear the rear
fender. The stripe shall have "BATTALION CHIEF' placed in the stripe on both sides of the
vehicle above the rear fenders. The stripe shall be similar to the current Chevrolet Tahoe's. A
CAD drawing of the graphics shall be submitted at the time of bid. (NO EXCEPTIONS)
ALTERNATOR
The vehicle shall be equipped with a 200 amp Quality Power internally regulated alternator. The
alternator shall be rated at a minimum of 200 amps. The alternator shall carry a one year
warranty.
DUAL BATTERY SYSTEM
The vehicle shall have a dual battery system installed. The batteries shall be Odyssey dry cell
batteries. The batteries shall be isolated with a continuous duty solenoid rated at a minimum of
200 amps. The dual battery system shall be wired as an isolated system with the ignition in the
off position and parallel with ignition in the on position. All cable in the battery system shall be a
minimum of 2 gauge red (positive) and black (ground) cable. The cables shall be connected to
the battery with either lead battery connectors or seamless tinned copper lugs for corrosion
resistance. The entire battery cable system shall utilize seamless copper lugs to match gauge of
wire. The vehicle battery system shall be equipped with ajump start feature to jump-start the
vehicle battery from the auxiliary battery with the flip of a switch within the vehicle.
ELECTRICAL SYSTEM
I
The main power cable entering the vehicle for warning lamps shall be a 4ga. cable with a 150
amp manual reset circuit breaker. The main power cable entering the vehicle for the radio
equipment shall be a 4 gauge cable with a 100 amp manual reset circuit breaker and shall
terminate in the radio compartment on a gold plated fuse block utilizing AGU fuses. The 4 gauge
cable shall be of the design to carry the most current available, therefore it is required that this
cable have an outside diameter of at least .425 and a minimum of 1670 strands. The cable shall
be clearly marked with the size and type every foot. All battery cable added to the vehicle shall
have shrink tube over all connections, this shrink tube shall have a silicone inner wall for
maximum sealing. All wiring added to the vehicle shall be high temperature gxl cross link wire,
the wire shall be rated at a minimum temp. of250 degrees f. All wiring shall be permanently

LOAD MANAGER

The vehicle's electrical system shall be equipped with a Class 1 model 100756 electrical system
manager. The device shall monitor and control the electrical system and be capable ofload
sequencing, load shedding, automatic load reset, dual battery monitoring, and fast idle activation.
The device shall incorporate an indicator to be mounted on the vehicle dashboard which allows
an operator to differentiate levels of battery discharge rates. The device shall be protected against
reverse polarity and shorted outputs, and be enclosed in a metal enclosure to enhance emi/rfi
protection. The load manager system shall have a manual override switch installed within the
vehicle for over riding the system in the case of component failure.
HIGH IDLE SYSTEM
The vehicle shall have an electronic high idle system installed. The high idle system shall be
fully automatic, requiring no switches or manual controls for normal operation. The high idle
system shall only operate when the system voltage drops to 12.3 volts the high idle system shall
disengage any time the brake pedal is depressed or the vehicle is out of park. The high idle
system shall include a switch for manual activation.
ELECTRONIC SIREN
The siren shall be a Unitrol Touchmaster TM4-1 siren. The siren shall have the horn ring feature
and park kill options installed. The siren shall also include a NCOR remote microphone cable
and microphone for PA use. The siren shall carry a five year warranty.
SIREN SPEAKERS
The vehicle shall have two Whelen SA314A speakers behind the grille. Speakers mounted below
the bumper will not be acceptable. The speakers shall have 100 watt drivers.
LED LlGHTBAR
The vehicle shall be equipped with a Code-3 LED X 210047" Iightbar The Iightbar shall be
equipped with two 35 watt MR-8 alley lights, six LED X flashing red LED modules, two LED X
steady red LED modules. two pairs LED X red comer modules. The Iightbar shall be mounted
utilizing stainless steel hardware.
LED ARROWSTICK
The vehicle shall be equipped with a Code-3 LED NASL847RR-35 narrowstick. The
narrowstick shall be mounted on the rear of the vehicle just forward of the rear Iiftgate. The
narrowstick shall incorporate two red warning lights in each end which shall operate independent
of the arrowstick. The narrowstick shall be mounted utilizing stainless steel hardware.

STROBE POWER SUPPLY
The vehicle strobe lights shall be equipped with a Code-3 PSE-475 power supply. The power
supply shall carry a five year warranty.
HEADLIGHT FLASHER
The vehicle shall be equipped with a Sound Off Power Pulse flasher. The flasher shall alternate
the lights at 3.0 flashes per second. The headlight flasher shall carry a three year warranty.
SPOTLIGHTS
The vehicle shall be equipped with two chrome plated 6" unity spotlights. The spotlights shall be
mounted on the front pillars of the vehicle.
FLASHLIGHT INSTALLATION
The vehicle shall include installation of a customer supplied re-chargeable maglight. The
maglight shall be mounted so that is within reach of the driver upon exiting the vehicle. The
charger shall be wired to the battery for continuous charging without the key on.
BACK UP ALARM
The vehicle shall be equipped with Code-3 D450C back up alarm.
BATTERY CHARGER
The vehicle shall include Truecharge 20 dual bank battery charger. The charger shall be mounted
in the rear command unit. The charger installation shall include a Kussmaul 15 amp Super Auto
Eject plug with gray cover. The plug shall be mounted on the drivers side of the in the rear
bumper.

The vehicle shall include one Littlelite maplights. The maplight shall be a LFl8TR mounted on
the front console.
POWER POINT
The vehicle shall be equipped with a three way power point mounted on the left rear side of the
inside desk. This power point shall be capable of powering a laptop computer. cellular telephone,
lights, etc
FRONT CONSOLE
The front console shall be a Johnson Equipment Co. Model 1112 or approved equivalent. The
console shall be made from select red birch, banded and finished with three coats of urethane
marine spar varnish. The forward portion of the console shall be designed to hold the siren head
and radios. The surface measurements are II" x 12". The rear of the console shall have tracks to
mount hanging file folders for hanging maps, plans, and other vital information.
INSIDE DESK
The inside desk shall be a custom unit tailored exactly to the needs of the fire department. The
desk shall match the units that are being used currently by the fire department The inside desk
shall include a file drawer. The exterior of the module shall be made from select red birch, while
the interiors are made from mahogany and other solid woods. The drawer installed the cabinet
shall have a laminate finish to resist the wearing of the varnish while the vehicle is traveling. The
module shall be banded and finished with three coats of marine varnish. The file drawer shall
have slides of a 140 lb. capacity. Side cabinets shall be fully accessible for radio and additional
storage space. The cabinet doors shall be equipped with marine quality self closing hinges and
finger holes for opening. All latches shall be marine quality and chrome plated. All exposed
carpet edges are to be bound in gray vinyl.

SECTION 2- RADIO AND ELECTRONICS INSTALLATION
800MHZ RADIO INSTALLATION
The vehicle shall include installation of two customer supplied Motorola 800Mhz radios. The
radios shall be 800Mhz. radios with remote mounted control heads. The radios shall be mounted
behind the plastics on the sides of the rear cargo area (if space permits). The front control head
shall be mounted in the forward section of the center console. The front speakers shall be
mounted each side of the center console.
VHF RADIO INSTALLATION
The vehicle shall include installation of a customer supplied Motorola VHF radio. The radio
shall be a VHF radio with a remote mounted control head. The radio shall be mounted behind the
plastics on the sides of the rear cargo area (ifspace permits). The front control head shall be
mounted in the forward section of the center console. The front speaker shall be mounted on the
left side of the center console.
MDC INSTALLATION
The vehicle shall include installation of a customer supplied Mobile Data Computer. The MDC
installation shall include Land E mounting brackets to be supplied by the vehicle builder.
INTERCOM SYSTEM
The vehicle shall include a three radio intercom system. The intercom system shall be consistent
with the operation of the current command vehicles. The system shall provide a minimum of
24db hearing protection by the use of David Clark H3432 or equal noise canceling headsets. The
system shall include 2 headset locations as directed. Each headset shall have the ability to
control its own volume either by a knob on the'headset or at the headset jack. The intercom
system shall enable the individual stations to communicate freely via a VOX operated intercom
system. All intercom cables shall be of multi pair shielded cable. The communications interface
shall include three radio interface devices with removable plugs in connecting to the radios. The
system shall be capable of transmitting via any radio separately from each other. The syStem
shall have the ability to listen to any selection of the radios simultaneously. All existing speakers
and microphones shall remain operationally independent of the intercom system. The
communication system shall be capable of automatic system wide. voice switched, muting of
background noise. The muting system shall be completely automatic and be switched by any
voice of radio transmission. The system shall be capable of transmitting at receiving at any of the
three locations. The communications system shall include two headsets. A public address system
interface capable of operation from either of the two front jacks shall be included. The public
address system shall prevent simultaneous transmission on the radio when the PA PTT is
depressed. The communications system shall be free from any unwanted electrical sounds (i.e.
alternator whine. electronic siren, etc.). The system shall include 2 headsets

ANTENNAS
The vehicle shall have six antennas mounted on the roof. One antenna shall be a If.. wave VHF
radio antenna. two antennas shall be 800 Mhz If.. wave antennas. one antenna shall be an 800Mhz
3Db gain for the MDC. one shall be a dual band antenna for the cellular telephone car kit, and
the last antenna shall include a rain cap and be mounted for future use. All antennas shall utilize
3/4" runo bases with RG-58 cable (except cellular).

The vehicle shall include installation of a customer supplied Motorola charger for the portable
radio. The charger shall be mounted within reach of the driver in the center console area. The
charger shall be wired direct to battery for full time charging.
BIDDERS REQUIREMENTS
I, All bidders shall supply a list with a minimum of five customers that have recently purchased
such vehicles from the bidder at the time of bid. The list shall include telephone numbers. names
and addresses.
2. All bidders shall submit a copy of their specifications of the vehicle being bid on at the time of
bid. Photocopies or word for word copies of the bid specifications will not be allowed.
3. All bidders shall supply a list of exceptions to the vehicle specifications being bid on at the

4. The awarded bidder shall conduct a pre-construction meeting at the fire department
headquarters prior to any work being staned to establish final installation locations of all items in

BID FORMAT AND CONTENT
1. Presentation
Bids should not include any unnecessarily elaborate or promotional material.
Information should be presented in the order in which it is requested Lengthy
narrative is discouraged, and presentations should be brief and concise. Bids shall
contain the following:
a. identification of Bidder, including name, address and telephone;
b. proposed working relationship between Bidder and subcontractors, if
applicable;
c. acknowledgment of receipt of all RFQ addenda, if any;
d. name, title, address and telephone number of contact person during period
of bid evaluation;
e. a statement to the effect that the bid shall remain valid for a period of not
less than 90 days from the date of submittal; and
f. signature of a person authorized to bind Bidder to the terms of the bid
Bidder may also propose enhancement or procedural or technical
innovations to the Technical Specifications which do not materially
deviate from the objectives or required content of the project.

LICENSING AND CERTIFICATION REQUIREMENTS
By submitting a bid, bidder warrants that any and all licenses and/or certifications
required by law, statute, code or ordinance in performing under the scope and
specifications of this RFQ are currently held by bidder, and are valid and in full force and
effect. Copies or legitimate proof of such licensure and/or certification shall be included
in bidder's response. Bids lackiDl! cooies and/or oroof of said licenses and/or

COST AND PRICE FORMS

GENERAL SPECIFICATIONS
I
1. Each bid shall be in accordance with Request for Quotes (RFQ) Number F-OS-32. All specifications are
minimum. Bidders are expected to meet or exceed these specifications as written. Bidder shall attach to their
bid a complete detailed itemization and explanation for each and every deviation or variation from the RFQ
specifications and requirements. Conditional bids, or those that take exception to the RFQ specifications and
requirements, may be considered non-responsive and may be rejected.
2. The City reserves the right to accept or reject any and all bids and to award a contract to the bidder whom best
meets the City's requirements. This may include waiver of minor irregularities or discrepancies, or
nonconformity to specifications in appropriate circumstances. Purchase shall be on a best buy basis after due
consideration of all relevant factors, including but not limited to, workmanship, accessibility of parts and
service, known evidence of manufacturer's responsibility and record, durability and known operational record
of product and suitability as well as conformity to City needs and requirements. In all cases the best interest of
the City shall prevail in all contract awards.
3. The City of San Bernardino reserves the right to purchase more or less than the quantities specified at unit
prices bid.
4. Bids shall be firm offers, subject to acceptance or rejection within 90 days of the opening thereof.
S. Regular dealer. No bidder shall be acceptable who is not a reputable manufacturer or dealer of such items as
submitted for bid consideration.
6. All materials, workmanship and fmish entering into the construction of the equipment must be of the best of
these respective kinds and must conform to the character of the equipment and the service for which it is
intended to be used and shall be produced by use of the current manufacturing processes. "Seconds", factory
rejects, and substandard goods are lli!1 acceptable.
7. Each bidder shall submit with their bid a copy of the proposed product specifications, complete detailed
drawings, and other descriptive matter in sufficient detail to clearly describe the equipment, materials and parts
offered.
8. Manufacturer and/or Contractor shall defend any and all suits and assume all liability for any and all claims
made against the City of San Bernardino, or any of its officials or agents for the use of any patented process,
device or article forming a part of equipment or any item furnished under the contract.
9. Each bidder must state in their bid the guaranteed delivery date of product and/or services in number of
calendar days from the date of contract execution by the City of San Bernardino, time is of the essence relative
to this contract. Contractor shall prosecute the work continuously and diligently and shall deliver the items at
the earliest possible date following the award of the contract.
10. Each bidder shall list in their bid all factory, manufacturer's and/or dealer's warranty and/or guarantee coverage
and shall submit such written documents evidencing the same attached to the bid.
11. Successful bidder(s) (Contractor) shall furnish and deliver to the City complete equipment as bid and awarded,
ready for installation and fully equipped as detailed in these specifications.
l2. Price shall be quoted F.O.B. San Bernardino (all transportation charges shall be fully prepaid), and shall include
all discounts. Bid shall include California sales tax, where applicable, computed at the rate of 7.75% (this will
normally be shown as a separate line item on the price form).
13. City shall make payment within thirty (30) days after the complete delivery and acceptance of the specified
items by the City of San Bernardino and receipt of the Contractor's priced invoice.
14. All "standard equipment" is included in any bid. Bidders furnishing bids under these specifications shall supply
all items advertised as "standard" equipment even if such items are not stipulated in the specifications, unless
otherwise clearly accepted in the bid.
IS. The items which the bidder proposes to furnish the City must comply in all respects with the appropriate safety
regulations of all regulatory commissions of the Federal Government and the State of California, whether such
safety features and/or items have been specifically outlined in these specifications or not.
16. Contractor delivering equipment pursuant to these RFQ specifications shall guarantee that equipment meets
specifications as set forth herein. If it is found that equipment delivered does not meet requirements of these
specifications the Contractor shall be required to correct the same at their own expense.
17. By submitting a bid, each bidder agrees that in the event complete delivery is not made within the time or times
set forth pursuant to this specification, damage will be sustained by the City, and that it is, and will be

18. In case the delivery of the items under this contract is delayed due to strikes, injunctions, government controls,
or by reason of any cause or circumstance beyond the control of the Contractor, the time for delivery may be
extended (in the City's sole discretion) by a number of days to be determined in each instance by mutual
written agreement between the Contractor and the Purchasing Manager of the City of San Bernardino. The City
shall not unreasonably refuse such extension.
19. Contract. Each bid shall be submitted and received with the understanding that acceptance by the City of San
Bernardino of bid in response to this solicitation shall constitute a contract between the Contractor and the City.
This shall bind the Contractor to furnish and deliver at the prices bid and in complete accordance with all
provisions ofRFQ No. F-05-32. In most cases the basis of award will be the City's standard purchase order
that may or may not incorporate this solicitation by reference.
20. Prohibited interest. No mernber, officer, or employee of the City or of any agency of the City during his tenure
or for one year thereafter shall have any interest, direct or indirect in this contract or the proceeds thereof.
Furthermore, the parties hereto covenant and agree that to their knowledge no board member, officer or
employee of the City has any interest, whether contractual, non-contractual, financial or otherwise, in this
transaction, or in the business of the contracting party other than the City, and that if any such interest comes to
the knowledge of either party at any time, a full and complete disclosure of all such information will be made in
writing to the other party or parties, even if such interest would not be considered a conflict of interest under
Article 4(commencing with Section 1090) or Article 4.6 (commencing with Section 1120) of Division 4 of Title
I of the Government Code of the State of California.
21. One Document. These specifications, the notice inviting bids, RFQ F-05-32, the Contractor's bid, any written
agreement executed by the parties. the purchase order and all documents referred to in the complete
specifications and purchase order,and all written modifications of said documents shall be construed together
as one document. Anything called for in anyone of said documents shall be deemed to be required equally as if
called for in all. Anything necessary to complete the work properly shall be performed by the contractor,
whether specifically set out in the contract or not. All sections of the specifications shall be read as constituting
a whole and not as an aggregation of individual parts, and whatever is specified in one section shall be
construed as applying to all sections.
21. The City of San Bernardino reserves the right to accept or reject any and all bids.
23. Prompt payment. Each bidder may stipulate in their bid a percentage prompt payment discount to be taken by
the City in the event the City makes payment to the Contractor within ten (10) working days of receipt of
material and approval of invoice. For the purpose of this provision, payment is deemed to be made on the date
of mailing of the City check. NOTE: prompt payment discounts will only be used during bid evaluation in
the ease of ties.

26. Time. All bids must be received in the Purchasing Division no later than 2:30 P.M. Monday, May 9, 2005,
where at such time and said place bids will be publicly opened, examined and declared. Any bid may be
withdrawn by bidder prior to the above scheduled time for the opening of bids. Any bid received after that time
and date specified shall NOT be considered.
27. The City of San Bernardino reserves the right at its own discretion to award separate contracts for each
category, or to award multiple contracts, or to award one contract for furnishing and delivering of all equipment
and/or services in all categories.
28. Equipment. In the purchase of equipment, Contractor shall be required to furnish one (I) OPERATORS
MANUAL and one (I) PARTS MANUAL for all equipment bid.
29. In submitting a bid to a public purchasing body, the bidder offers and agrees that if the bid is accepted, it will
assign to the purchasing body all rights, title, and interest in and to all causes of action it may have under
Section 4 of the Clayton Act (V.S.C. Sec IS) or under the Cartwright Act (Chapter 2, commencing with Section
16700 of Part 2 of Division 7 of the Business and Professions Code), arising from purchases of goods,

30. Contractor shall indemnify, defend and hold City, its officers, employees and agents harmless from any claim,
demand, liability, suit, judgment or expense (including, without limitation, reasonable costs of defense) arising
out of or related to Contractor's performance of this agreement, except that such duty to indemnify, defend and
hold harmless shall not apply where injury to person or property is caused by City's willful misconduct or sole
negligence. The costs, salary and expenses of the City Attorney and members of his office in enforcing this
Agreement on behalf of the City shall be considered as "attorney's fees" for the purposes of this paragraph.
31. While not restricting or limiting the foregoing, during the term of this Agreement, Contractor shall maintain in
effect policies of comprehensive public, general, and automobile liability insurance, in the amount of
$1,000,000 combined single limit, and ststutory worker's compensation coverage, and shall file copies of said
policies with the City's Risk Manager prior to undertaking any work under this Agreement. The policies shall
name the City as an additional insured and shall provide for ten (10) day notification to the City if said policies
are terminated or materially altered.
32. FAITHFUL PERFORMANCE BONDIBID BOND. Not reoulred. The Contractor will be required to furnish
a cashier's check, certified check or faithful performance bond 1 bid bond made payable to the City of San
Bernardino in an amount equal to 100% 110% of the bid price to insure the contractor's faithful performance of
this contract. Said surety shall be subject to the approval of the City of San Bernardino, bonds shall be in
accordance with Ordinance No. 821, Section 2400, and the corporation issuing said bond shall have a rating in
Best's most recent insurance guide of "A" or better.
33. Written contract documents, duly authorized and signed by the appropriate authority, constitute the complete
and entire agreement(s) that may result from the RFQ.

GENERAL INTENT
It is the intent of these specifications to cover the furnishing and delivery to the purchaser of a

VEHICLE SPECIFICATIONS
The vehicle shall be a model year 2006 new and unused Chevrolet Tahoe. The vehicle shall be a
1500 four wheel drive model. The vehicle shall be equipped with a rear Iiftgate.
VEmCLE MODEL
The vehicle shall be equipped with the 1 SJ preferred equipment group. The base model with up-
graded options will not be acceptable (NO EXCEPTIONS). No deletions to the standard pack-
;- age will be allowed as well, except as directly specified.

The vehicle shall be equipped with the Vortec 5300 (325 c.i) V8 engine with sequential fuel in-
jection. The engine shall have 295 hp at 5200 rpm and 335 Ib-ft of torque at 4000 rpm. The en-
gine shall meet California smog standards and be equipped with the largest oil cooler available
from the factory.
VEmCLE TRANSMISSION
The vehicle shall be equipped with a heavy duty four speed electronically automatic overdrive
transmission. The vehicle shall be equipped with the largest transmission oil cooler available
from the factory.
TRANSFER CASE
The vehicle shall include the autotrac electronic shift transfer case. The transfer case when set in
automatic made will automatically switch 4wd on or off with loss and gain of traction.
EXHAUST
The exhaust system shall be an aluminized stainless steel system.

STRIPING
The vehicle shall be equipped with a 4" 680-10 3M reflective white stripe. The stripe shall be
placed midway up the side doors of the vehicle and raise above the rear fenders utilizing a digi-
tally printed (shadowed) S-ribbon type stripe to raise the level of the stripe to clear the rear
fender. The stripe shall have "BATTALION CHIEF" placed in the stripe on both sides of the ve-
hicle above the rear fenders. The stripe shall be similar to the current Chevrolet Tahoe's. A CAD

ALTERNATOR
The vehicle shall be equipped with a 200 amp Quality Power internally regulated alternator. The
alternator shall be rated at a minimum of200 amps. The alternator shall carry a one year war-
ranty.

The vehicle shall have a dual battery system installed. The batteries shan be Odyssey dry cen
batteries. The batteries shall be isolated with a continuous duty solenoid rated at a minimum of
200 amps. The dual battery system shall be wired as an isolated system with the ignition in the
off position and parallel with ignition in the on position. All cable in the battery system shall be a
minimum of2 gauge red (positive) and black (ground) cable. The cables shall be connected to
the battery with either lead battery connectors or seamless tinned copper lugs for corrosion resis-
tance. The entire battery cable system shall utilize seamless copper lugs to match gauge of wire.
The vehicle battery system shall be equipped with a jump start feature to jump-start the vehicle
battery from the auxiliary battery with the flip of a switch within the vehicle.

ELECTRICAL SYSTEM
The main power cable entering the vehicle for warning lamps shall be a 4ga. cable with a ISO
amp manual reset circuit breaker. The main power cable entering the vehicle for the radio
equipment shall be a 4 gauge cable with a 100 amp manual reset circuit breaker and shall termi-
nate in the radio compartment on a gold plated fuse block utilizing AGU fuses. The 4 gauge ca-
ble shall be of the design to carry the most current available, therefore it is required that this ca-
ble have an outside diameter of at least .425 and a minimum of 1670 strands. The cable shall be
clearly marked with the size and type every foot. All battery cable added to the vehicle shall have
shrink tube over all connections, this shrink tube shall have a silicone inner wall for maximum
sealing. All wiring added to the vehicle shall be high temperature gxl cross link wire, the wire
shan be rated at a minimum temp. of250 degrees f. An wiring shall be permanently marked with

function every three inches. This marked wire must be used to aid service technicians beyond
vehicle warranty. Any crimp type connectors used shall be the nylon heavy duty type, standard
duty vinyl connectors are not acceptable. Any use of insulation displacement type connectors
(i.e. scotchlok connectors) is unacceptable. All wires shall be enclosed in 300. deg. min. high
temp. split poly loom. All split loom shall be the high temp. type with a gray stripe for identifica-
tion. Any wires that pass through sheetmetal shall be protected with plastic or rubber grommets.

LOAD MANAGER

The vehicle's electrical system shall be equipped with a Class 1 model 100756 electrical system
manager. The device shall monitor and control the electrical system and be capable of load se-
quencing, load shedding, automatic load reset, dual battery monitoring, and fast idle activation.
The device shall incorporate an indicator to be mounted on the vehicle dashboard which allows
an operator to differentiate levels of battery discharge rates. The device shall be protected against
reverse polarity and shorted outputs, and be enclosed in a metal enclosure to enhance emi/rfi pro-
tection. The load manager system shall have a manual override switch installed within the vehi-
cle for over riding the system in the case of component failure.

HIGH IDLE SYSTEM

The vehicle shall have an electronic high idle system installed. The high idle system shall be
fully automatic, requiring no switches or manual controls for normal operation. The high idle
system shall only operate when the system voltage drops to 12.3 volts the high idle system shall
disengage any time the brake pedal is depressed or the vehicle is out of park. The high idle sys-
tem shall include a switch for manual activation.
ELECTRONIC SIREN
The siren shall be a Unitrol Touchmaster TM4-1 siren. The siren shall have the horn ring feature
and park kill options installed. The siren shall also include a NCOR remote microphone cable
and microphone for PA use. The siren shall carry a five year warranty.

storage space. The cabinet doors shall be equipped with marine quality self closing hinges and
finger holes for opening. All latches shall be marine quality and chrome plated. All exposed car-
pet edges are to be bound in gray vinyl.

its own volume either by a knob on the headset or at the headset jack. The intercom system shall
enable the individual stations to communicate freely via a VOX operated intercom system. All
intercom cables shall be of multi pair shielded cable. The communications interface shall include
three radio interface devices with removable plugs in connecting to the radios. The system shall
be capable of transmitting via any radio separately from each other. The system shall have the
ability to listen to any selection of the radios simultaneously. All existing speakers and micro-
phones shall remain operationally independent of the intercom system. The communication sys-
tem shall be capable of automatic system wide, voice switched, muting of background noise. The
muting system shall be completely automatic and be switched by any voice of radio transmis-
sion. The system shall be capable of transmitting at receiving at any of the three locations. The
communications system shall include two headsets. A public address system interface capable of
operation from either of the two front jacks shall be included. The public address system shall
prevent simultaneous transmission on the radio when the P A PTT is depressed. The communica-
tions system shall be free from any unwanted electrical sounds (i.e. alternator whine, electronic

The vehicle shall have six antennas mounted on the roof One antenna shall be a V4 wave VHF
radio antenna, two antennas shall be 800 Mhz V4 wave antennas, one antenna shall be an 800Mhz
3Db gain for the MDC, one shall be a dual band antenna for the cellular telephone car kit, and
the last antenna shall include a rain cap and be mounted for future use. All antennas shall utilize
3/4" nmo bases with RG-58 cable (except cellular).

The vehicle shall include installation of a customer supplied Motorola charger for the portable
radio. The charger shall be mounted within reach of the driver in the center console area. The
charger shall be wired direct to battery for full time charging.

BIDDERS REOUIREMENTS

1. All bidders shall supply a list with a minimum of five customers that have recently purchased
such vehicles from the bidder at the time of bid. The list shall include telephone numbers, names
and addresses.
2. All bidders shall submit a copy of their specifications of the vehicle being bid on at the time of
bid. Photocopies or word for word copies of the bid specifications will not be allowed.
~~ 3. All bidders shall supply a list of exceptions to the vehicle specifications being bid on at the
[;i time of bid. The list shall be listed in the order of the vehicle specifications and be numbered.
~' 4. The awarded bidder shall conduct a pre-construction meeting at the fire department headquar-
:'..', ters prior to any work being started to establish final installation locations of all items in this bid.
5. Any bidders who take exceptions to the bidder's requirements or to areas marked as no excep-
tion may be cause for rejection of bid.

MANUFACTURERS WARRANTY

Johnson equipment Co., hereinafter referred to as the company, warrants to the original
owner that each new command vehicle manufactured shall be free from defects in
material and workmanship under normal use and service for a period of one (1) year
from the date of delivery. The company's obligation under this warranty is limited to
the repair or replacement, as the company may elect, of any part or parts thereof
including equipment and trade accessories (except tires and lamps) supplied by the
company, which shall be returned to the company with transportation charges prepaid
and which its examination shall disclose to the company's satisfaction to have been
defective. Such parts or parts shall be returned not later than twelve (12) months after
delivery of such vehicle.

such as batteries, signaling devices, brakes, or any other accessories which are

This warranty is in lieu of all other warranties, expressed or implied, all other
representations to the original purchaser and all other obligations or liabilities,
including liability for incidental or consequential damages on the part of the company.
We neither assume or authorize any other person to give or assume any other warranty
or liability on the company's behalf unless made or assumed in writing by the
company.
