Resolution No. 2004-110 adopted by the Mayor and Common Council to
provide for an increase in rates for taxicab service.

The Mayor and Common Council upheld the decision of the Bureau of
Franchises to grant a permit to San Bernardino Yellow & Bell Cab to
operate an additional 25 taxicabs.
Recommended Motion:
Motion #1 Adopt Resolution; and
Motion #2 Approve the Bureau of Franchises determination that the public's
convenience and necessity is served by increasing the number of taxi
cabs authorized to San Bernardino Yellow & Bell Cab from 70 vehicles to

Subiect
A Resolution of the Mayor and Common Council of the City of San Bernardino to
provide for an increase in rates for taxicab service and repealing Resolution 2004-110;
and
Approve an increase of the number of taxicabs authorized to San Bernardino Yellow &
Bell Cab.
Background
Rate Increase
On April 18, 2005, the City Clerk's office received a petition for taxicab rate increases
from San Bernardino Yellow & Bell Cab. This petition was heard at a regular meeting of
the Bureau of Franchises held May 10,2005. The Bureau unanimously agreed that the
taxicab rate increases requested by San Bernardino Yellow & Bell Cab be forwarded to
the Mayor and Common Council for approval. The last increase for taxicab rates
occurred with the approval of Resolution No. 2004-110 adopted on May 19,2004.
The petition received from San Bernardino Yellow & Bell Cab (attachment A), states that
"Due to the rising rate of inflation coupled with, and most certainly driven by the
meteoric increases in the cost of fuel during the past thirteen (13) months (as of this date
the average cost of regular in California is $2.679 per gallon), a change of meter rate
reimbursement is justifiable and at this juncture, criticaL" The petition requests the
following increases in taxicab rates:
. An increase in the flag drop or start up cost from $2.00 to $2.20 (first 1/10th mile)
. A modification of the mileage charge from $2.00 to $2.20 per mile.
In support of their request, San Bernardino Yellow & Bell Cab states that the current rate
of meter reimbursement throughout Orange Comity is $2.30 per flag drop and $2.25 per
mile.
Reauest to Increase Number of Taxi Permits
On March 30, 2005 the City Clerk's office received a request to increase the number of
taxicab permits authorized to San Bernardino Yellow & Bell Cab by ten (10) for a total of

eighty (80) permits. This request was heard at the regular meeting of the Bureau of
Franchises held May 10, 2005. The Bureau unanimously agreed that the public's
convenience and necessity would be served by increasing the number of taxicab permits
authorized to San Bernardino Yellow & Bell Cab from 70 vehicles to 80 vehicles.
The request received from San Bernardino Yellow & Bell Cab (attachment B) states that,
"In support of this request it is important to inform you that our company has expanded
into the High Desert.. .By adding an additional (10) cabs to our fleet(s) we feel confident
that we can insure proper service levels are maintained in the San Bernardino area in
conjunction with Account Transportation to and from the High Desert..."
SBMC 5.76.060 states in part, "...If the Bureau fmds that further service in the nature of
that proposed in the City is required by the public convenience and necessity, then each
holder of a certificate to operate taxi and/or medical transportation vehicles in said class
shall be notified as to the total increase in the number of such vehicles for which the
convenience and necessity is found..." San Bernardino Yellow & Bell Cab is the only
certificate holder for taxicab service in the City of San Bernardino.

Please consider this letter to be a formal request to increase our San Bernardino Taxi fleet by
(10) permits, for a total of (80).
In support of this request it is important to inform you that our company has expanded into
the High Desert.
This expansion was necessary so as to better serve some of our major Corporate Accounts,
which includes one of San Bernardino's largest employers, I.E.H.P. Additionally, both the
V.A Hospital in Loma Linda, and Burlington Northern Santa Fe Railroad Company have
requested additional support.
By adding an additional (10) Cabs to our fleet(s), we feel confident that we can insure proper
service levels are maintained in the San Bernardino area in conjunction with Account
Transportation to and from the High Desert via the Interstate 15 corridor.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO TO PROVIDE FOR AN INCREASE IN RATES FOR
TAXICAB SERVICE AND REPEALING RESOLUTION 2004-110.
5 WHEREAS, previously Resolution 2004-110 established rates for taxi service in San
Bernardino.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The maximum rates for taxicab service shall be as follows:
A.
The maximum rate for the first 1I1Oth mile or flag drop shall be $2.20.
B. The maximum mileage rate shall be $0.22 for each additional 1I10th mile or fraction
thereof ($2.20 per mile).
C. The maximum waiting time and/or traffic delay charge shall be $0.20 for every 30
seconds or fraction thereof ($0.40 per minute, or $24.00 per hour).
This resolution shall take effect immediately upon adoption by the Mayor and Common
Council.
SECTION 2.
Resolution 2004-110 is hereby repealed.
