" CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Establish the position of Apprentice to be used throughout the City. Background: The City recognizes the need to use part-time employees to assist with overall operations. The budget situation has suggested that we examine different avenues to assist departments in providing the best customer services to our citizens. In the past, departments have utilized Intern positions to assist them with staffing concerns. However, based on the job description requirements (must be a student), departments have not been able to use the Intern position in some cases. In order to assist departments and meet the Civil Service requirements, the Human Resources Department is recommending the creation of a position that would satisfy both the departments and Civil Service. The position of Apprentice will perform a variety of entry-level work of a well-defined, routine and repetitive nature in support of City services in various departments. In addition it will offer the opportunity for potential employees to consider career changes by allowing them to gain experience in the field of consideration and help them meet the minimum qualifications for current City positions. This is a benefit to the City as the employee is already familiar with the department needs and will not require additional time and effort on training. Establishing the Apprentice position will give departments the option to cover the counter needs during peak times, handle more routine information requests, and allow the higher-level employees time to focus on priorities. It is recommended that the position of Apprentice be established to help assist departments with ongoing workload demands. Financial Impact: No additional cost will be associated with this position. Departments will use their budgeted part-time salaries to fund any apprentices hired. Recommendation: 1. Establish the position of Apprentice, flat salary $6.75-$20.00 per hour. 2.
