At the regular monthly meeting on 14 April 2005, the Library Board of Trustees moved
unanimously (Vassilakos, Saenz) to approve a reorganization of the Computer Learning Center,
to reclassify with salary adjustments three library positions, to establish two new library
positions and to delete one existing library position. The Board approved the new job
descriptions with the same motion.
Analvsis
This reorganization, reclassification of positions and establishing of new positions has been
made necessary by new technologies and new library services that did not exist and/or were not
available at the time the Computer Learning Center and the original positions were established.
Reclassification is also necessary because the previous positions are not compensated adequately
for added responsibilities. A substantial investment has been made in training the staff in those
positions and we do not want to lose them as they have highly marketable skills.
The nature of library services has changed drastically in the last decade. The most utilized library
services at all San Bernardino Public Libraries are the computing services. During FY 2003/2004
the people of San Bernardino logged 81,692 hours on the free library computers.
Our library specific network, funded entirely by grants and government e-rate subsidies, has
grown in order to keep up with the community's needs. There has been an enormous increase in
the use of the Computer Learning Center and the attendance of the free computing classes. The
library receives daily requests to open the Computer Lab (Computer Learning Center) the same
hours all four libraries are open for service. But this is not possible as the Computer Lab is
operated with part -time staff. The long lines of people waiting to use the free library computers
are evidence of the need to reorganize the computing services the library offers.
The Library Board moved to reclassify the position of Library Computer Technician II to that of
Library Network Coordinator to reflect more accurately the actual responsibilities and work of
that position. Establishing the new positions of Library Network Assistant and Library Computer
Lab Coordinator will enable us to extend the hours of service of the Computer Lab and to
provide the necessary network assistance to all libraries.
The library has successfully attracted numerous teens with a special TEEN ZONE area,
Homework Assistance centers and special teen programs - Teen Open Mic Poetry Nights, Teen
Film Festivals, Teen Author Visits. The Library Board moved to reclassify the position of
Library Technician I to Library Young Adult Coordinator to reflect more accurately the Youth
related responsibilities and work of that position.
Grants and e-rate subsidies have made it possible for the library to have a professional web site,
which is designed and changed weekly to reflect special services and programs by a Library
Technician I. The Board moved to reclassify that position to Administrative
TechnicianlWebmaster to reflect more accurately the actual responsibilities and work done.
In order to create a portion of the funding needed for all these changes it is necessary to delete
the position of Library Clerk - vacant now for one year.

SUMMARY DESCRIPTION
Under general supervision, performs technical and skilled tasks in the operation of library computer
systems and associated peripherals; troubleshoots and repairs computer equipment; installs networks and
public computing machines at all libraries; assists in creating a staff and public training program; and,
performs related work as required. '
ORGANIZA TIONAL RELATIONSHIPS
The Library Network Coordinator works under the general SuperviSIon of the Library Information
Technology Manager, the Associate Library Director or designee.
The Library Network Coordinator is a mid-management position within the library. Employees within
this class are distinguished from the Library Network Assistant by the performance of the full range of
duties as assigned including troubleshooting and repairing computer equipment, installing library network
systems, maintaining the library's LAN/WAN, an,d providing training and serving as the Library System
Administrator under the direction of the Library Technology Manager. Employees at this level receive
only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the
operating procedures and policies of the work unit.
REPRESENTATIVE DUTIES

I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Installs, upgrades, tests, repairs and maintains the Library's computer systems, including terminals,
printers, tape drives and personal computers; troubleshoots hardware and software problems; obtains
technical support from outside sources.
3. Performs daily maintenance of library networks; maintains security of systems by running antivirus
software, maintaining and monitoring a firewall, deleting unused files, maintaining accurate backup
files and securing equipment to its location.
4. Coordinates the implementation of NT Network including a LAN and WAN with frame relay that
connects all library branches; sets up workstations with appropriate hardware and software.
5. Assists in the development, design, installation, repair and maintenance of hardware and software
systems to meet the needs of library departments and the public.
6. Trains library staff on the use of new software for the computer systems; provides support services to
staff and library users who are experiencing problems running software application programs.
7. Maintains accurate records of inventory of computers and related equipment; researches, evaluates
and recommends new technology for the computer lab and the library; evaluates requests for purchase
of computer software and hardware for compatibility with current equipment.

education or coursework towards the Microsoft Certified Systems Engineer (MCSE) certificate and/or
the Certified Cisco Network Administrator (CCNA) certificate is highly desirable.

Director or designee. Lead supervision is exercised over assigned staff and volunteers; performs a key
role in representing computer lab to the community.

GENERAL OUALIFlCA TIONS
Knowledl!e of:
Basic supervisory principles and basic principles of training
Modem office procedures, methods and computer equipment
Personal computer systems and network operations
Spreadsheets and data collection
Ability to:
Develop training programs to acquaint library users with computer operations
Operate computers, software and peripheral equipment
Train personnel and library users in use of equipment and software
Communicate effectively orally and in writing
Analyze and recommend solutions to computer lab problems and maintain accurate records
Follow clearly define operations procedures and interpret to patrons
Work independently in the absence of immediate supervision
Establish and maintain effective relationships with those contacted in the course of performing
Assigned duties.
Minimum Oualifications:
Bachelor's Degree in liberal arts, administration, business, or closely related field; or an Associate of
Arts degree in Library Science and 2 years of paraprofessional library experience.
