Synopsis of Previous Council Action:
On February 22, 2005 the Mayor and Common Council approved the reclassification of
the positions of Liability Claims Adjuster and the Risk Management Coordinator.
On January 17, 2006, the Personnel Committee recommended this item for approval.
Recommended Motion:
1. Reclassify the position Benefits Coordinator, Range 4467, $4,559-$5,541/month, to
Human Resources Analyst, Range 3467, $4,559-$5,541/month.
2. Reclassify the position of Personnel Clerk II, Range 1342, $2,444-$2,971/month to
Human Resources Technician, Range 1362, $2,700-$3,282/month.
3. Authorize the Human Resources Department to update Resolutions Nos. 6413 and
97-244 to reflect these actions.

Reclassify the position of Benefits Coordinator and reclassify the position of Personnel Clerk II
to Human Resources Technician in the Human Resources Department.
Backl!round:
The recent vacancy of the Benefits Coordinator position has prompted the review of the
Personnel Services Division of the Human Resources Department. This Division has experienced
a growing workload with increasing legal mandates, but with no increase in staffing. In an effort
to improve efficiency, comply with legal mandates and provide timely service, a review ofthe
current job assignments and positions was completed.
The current Benefits Coordinator classification (vacant) limits the scope of duties needed to
accomplish the diversified assignments of the Personnel Services Division. The proposed Human
Resources Analyst allows the department more flexibility injob assignments. Responsibilities
for the Human Resources Analyst will include: overseeing the benefit administration activities,
conducting classification and compensation studies, responding to salary surveys, assisting in the
development of personnel policies and practices, administering the FMLA program, and
participating in meet and confer sessions with multi bargaining groups.
The Personnel Clerk II position over the last several years has evolved into a more technical
position with increasing skills needed to complete assignments. Surrounding agencies were
surveyed to compare job descriptions and classifications in the Human Resources field. In order
to be competitive and ensure the skill level needed for this position it is recommended that the
current position of Personnel Clerk II be reclassified to Human Resources Technician. This is in
line with the current job market.
It is recommended that the above changes be approved for the Human Resources Department.

There is no additional cost for FY 2005-06. We anticipate that the position will be hired at a
lower step then previously budgeted resulting in a savings of approximately $3,000 in FY 2006-
07.
Recommendation:

SUMMARY DESCRIPTION
Under direction, oversees and coordinates benefit administration activities within the Human Resources
Department including benefit enrollment, education and training; updates salary resolutions and maintains
the position control document; prepares personnel action lists; implements program goals and objectives;
and performs related work as required.
ORGANIZATIONAL RELATIONSHIPS
The class of Benefits Coordinator is a supervisory-level professional office management class.
Incumbents coordinate a departmental administrative function. Supervision is received from a
department head or designee. Supervision is exercised over the clerical staff of the assigned area of
responsibility .

REPRESENTATIVE DUTIES

Provides courteous and expeditious customer service to the general public and City department staffs.
Oversees and coordinates benefit administration activities including benefit enrollment, education and
training; updates salary resolutions and maintains the position control document; prepares personnel
action lists.
Recommends and assists in the implementation of goals and objectives; establishes schedules and
methods for providing benefit administration services; implements policies and procedures.
Answers inquiries relating to various City benefits including enrollment options, health insurance and
retirement; assists in the implementation of employee benefit plans including training and orientation
to personnel procedures; interprets personnel rules, regulations, policy and procedures.
5. Supervises and coordinates the work of office staff; provide or coordinate staff training; work with
employees to correct deficiencies.
6. Monitors the position control document; processes personnel action forms and vacancy forms.
7. Conducts assigned personnel related surveys and studies; completes written and telephone surveys.
8. Participates in various recruitment activities; provides information and service over the counter and
by telephone; provides applications, recruitment brochures and flyers to the public; accepts and
reviews employment applications for completeness; assists in screening applications and
administering tests.
9. Routinely adheres to and maintains a positive attitude towards City and Department goals.

SUMMARY DESCRIPTION
Under direction, has functional responsibility for the operation of a major technical personnel unit; perfonns
responsible and complex professional personnel work related to position classification, compensation,
employee benefits, recruitment, test and selection procedures; assists in the formulation, development and
interpretation of personnel rules and policies; assists with and promotes employee relations; supervises
subordinate professional and clerical employees performing personnel work; and, perfonns related work as
required.

The class of Human Resources Analyst is the working level in the professional personnel series.
Supervision is received from the Human Resources Supervisor. Supervision may be exercised over
subordinate personnel.
REPRESENTATIVE DUTIES

Provides courteous and expeditious customer service to the general public and City department

2. Researches, analyzes, audits and participates in the maintenance of the City's classification plans;
conducts job classification analyses; prepares or revises class specifications; develops classification
reconunendations and reports.
3. Analyzes, audits and makes reconunendations for compensation administration; develops analyzes
and respond to salary and benefit surveys including establishing classification comparabilities;
reconunends salary range placements and adjustments; implements and reviews salary structure and
merit adjustments for compliance with City policies and procedures.
4. Evaluates changes to bargaining unit memoranda of understanding and reconunends applicable
changes to personnel rules and regulations; prepares staff reports and resolutions for City Council
approval.
5. Analyzes and interprets State and Federal legislation and regulations regarding employment
practices; makes reconunendations and implements changes.
6. Plans and coordinates selection and recruitment activities with City departments.
7. Interprets personnel policies and procedures; responds to requests for information and assistance
from employees, management, outside agencies and the public.
8. Attends meetings, workshops and conferences in order to stay abreast of changes and developments
in the human resources field.

Minimum Oualifications
Bachelor's degree preferably in personnel, business or public administration is preferred and two (2)
years professional experience in recruitment, selection, employee relations, classification or other major
human resources functions. Additional qualifying experience can be substituted for up to three (3) years
of the preferred education on the basis of 30 college semester units being equivalent to one (1) year of
experience.
License or Certificate:
Possession of a valid Class 'c' California Driver's License is required. For out-of-state applicants, a
valid driver's license is required. A valid Class 'c' California Driver's License must be obtained within
ten (10) days of appointment (CA Vehicle Code 12405c).
