REQUEST FOR COUNCIL ACTION STAFF REPORT RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 655 ENTITLED, IN PART, "A RESQLUTION...DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND ESTABLISHING A FOUR , WAY STOP AT THE INTERSECTION OF CALIFORNIA STREET AND SIXTEENTH STREET This intersection is currently controlled by two-way stop signs on 16th Street. California Street is a two-lane road for the north/south traffic and 16th Street is a four-lane road for the east/west traffic. New homes have recently been built on the east side of the intersection, which has increased the intersection traffic. There are often over 19,000 vehicles travel through the intersection in a 24 hour period. There have been 10 accidents reported at this intersection since January 1, 2005. The most recent accident occurred on Wednesday, January 18, 2006. Residents'of the area have also reported that there is a speeding problem at this location as well. The intersection is traversed by students from five area schools: Rio Vista Elementary School, Inghram Elementary School, St Anthony School, Martin Luther King Middle School and Arroyo Valley High School. Rio Vista Elementary School is only 1j10th of a mile from the intersection. The intersection is also on the bus routes for numerous school buses and, . OMNITRANS. In April of 2005, the SBPD issued 14 traffic citations and impounded 1 car after having received a request for assistance from a, resident for traffic speeding along California Street. Residents of the area and the Principals of Rio Vista Elementary School have sought the assistance of Councilman Rikke Van Johnson to make the intersection safer for students, pedestrians and motorists. The traffic problems at this location may ultimately require that a traffic signal be installed at this location. However, to more rapidly improve the safety of this intersection a four-way stop is requested at this time. (B) At its intersection with California Street (4-Way Stop). 14 (C) At its intersection with Western Avenue (4-Way Stop).
