Synopsis of Previous Council Action:
Auqust 20. 2001: City Clerk submitted report to the Mayor and Common Council
relative to the Tri-Centennial Commission
July 19. 1976: Mayor and Council approved Resolution No. 12491 authorizing
execution of a trust agreement with 19 persons relating to the Tri-Centennial
Commission
Recommended Motion:
That the Mayor and Common Council establish a commission or committee to plan for
the celebration of the 200th anniversary of the founding of San Bernardino.

Status Report on the Tri-Centennial Commission and presentation by Dr. William Coleman
concerning the 200th anniversary of the founding of San Bernardino.

The attached report is provided for the benefit ofthe Mayor and Common Council and the
citizens of San Bernardino to bring them up to date on the current status of the Tri-Centennial
Commission which was formed in 1976 at the time of our nation's Bicentennial.
Also, on a historical note, five years from this week - May 20, 2010 to be exact - will mark the
200th anniversary of the date when Father Dumetz, a Franciscan missionary, established the first
Spanish mission in the valley and named the rancho mission "San Bernardino" after Saint
Bernardine of Sienna, the patron saint of the day on the Catholic Calendar.
In 1852, a group of Mormons purchased the 40,000-acre San Bernardino Rancho and San
Bernardino was incorporated as a City in 1854.
Given the fact that May 20,2010 will mark the 200th anniversary of the founding of San
Bernardino, Dr. William R. Coleman will be making a presentation before the Mayor and
Council recommending that a commission or committee be established to begin planning for the
City's observance of the 200th anniversary of the founding of San Bernardino.
Financial Impact:
None at this time.
Recommendation:
That the Mayor and Common Council establish a commission or committee to plan for the
celebration of the 200th anniversary of the founding of San Bernardino.

REPORT TO THE HONORABLE MAYOR
AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
RELATIVE TO THE TRI-CENTENNIAL COMMISSION

On behalf of Dr. William R. Coleman
This report is submitted to the Honorab]e Mayor Judith Valles and Members of the City Council to provide
you with historical background information and the current status of the Tri-Centennia] Commission.
Nearly 29 years ago, when our nation celebrated its Bicentennia] Anniversary, civic leader Dr. William R.
Coleman led an effort to create a Tri-Centennia] Commission that would be responsible for promulgating
San Bernardino's celebration and observance of our nation's Tri-Centennia] Anniversary in the year 2076.
]n addition, Dr. Coleman established a Tri-Centennia] Commission to celebrate, in 2083, the 300th
anniversary of the signing of the U.S. Constitution.
On Ju]y ]9, ]976, Mayor W. R. Ho]comb and Counci]members Tony Campos, Edward S. Wheeler, Jr.,
Wi]liam Katona, Lione] Hudson, John D. Hobbs, and Russell Lackner, adopted Reso]ution No. ]249]
authorizing the execution of a Trust Agreement with] 9 civic leaders who collective]y paid a total of
$] ,000 to set up an interest-bearing account. The Reso]ution designated Santa Fe Federa] Savings and
Loan Association as the initial depository for said funds. The account was later transferred and is now
invested with Gorian Investment Group, Inc. The account for the Tri-Centennia] Anniversary of our
nation's tri-centennia] has grown from its initial infusion of $1 ,000 to a current balance of $10,029.22.
The account for the Tri-Centennia] Anniversary of the signing of the U.S. Constitution now has $5,000
thanks to a recent and generous donation of $2,647.34 made by Dr. Coleman.
The 19 members who contributed the initial $1,000 in 1976 include the following persons, some of whom
have passed away during the last 29 years: Vern and Barbara Potter, Larry and Eve]yn Harvey, Louis J.
and Thelma Press, William and Monique Coleman, W. R. "Bob" and Penny Holcomb, Christian and Iva
Harris, Gera]d and Beverly Stoops, Phi] and Janet McCririe, Warner and Sharon Hodgdon, and Don Harris.
Five years from this week, May 20, 20]0 to be exact, will mark the 200th anniversary of the founding of
San Bernardino and Dr. Coleman has already initiated plans to have the City celebrate that auspicious
event. To keep our current City fathers aware of the Tri-Centennia] celebration and also to announce plans
for the celebration of the 200th anniversary of the founding of San Bernardino, Dr. Coleman will present a
status report at the May ]6,2005 meeting of the Mayor and Common Council.
